FI. 19 6~ The City Commission of the City of Sanford, Florida, met in regular adjourned session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on November 2, 1964. Present: Commissioner A. L. Wilson, Mayor " Joe B. Baker " J.H. Crapps " Earl H~gginbotham " M.L. Raborn, Jr. City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. L. Whelchel Deputy Clerk Rosa M. Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman. Mayor Wilson presented A. B. Peterson, Jr., President of the Sanford Chamber of Commerce, with a plaque from the Commission for an outstanding job and services for the community and the state in making the First A~nual Conservation We~k a great success. Mayor Wilson next presented James Talmage, Manager of the Sanford Chamber of Commerce with a plaque from the Commission for an outstanding job and services for the community and the state in making the First Annual Conservation Week a great success. B. L. Perkins, Jr., appeared as spokesman for the Sanford Merchants Association and requested that the parking meters be covered for ninety days, except the meters on the parking lots, commencing November 9, 196~, and to allow two-hour free parking, with the parking checked every two hours and to charge a fifty cent fine for violators. Glenn McCall, ~owner of Touchton Drug Company, next appeared in favor of covering the parking meters, and further, stated that the people should be allowed to park free all day if they are shopping, A. B. Peterson, Jr., next appeared and stated that his objection to removing the meters was because the Parking meter money was committed to pay off the notes on the parking lot at the northwest corner of First Street and Park Avenue. He further stated that he would be in favor of getting rid of the parking meters if the Commission could sell the property on the northwest corner of First Street and Park Avenue, and pay off the notes on this property for which the parking meter revenue is pledged. R. C. Miller, owner of Miller Radio & Appliance Co., wanted to be on record that he would like the meters covered for the month of December, 196~, but did not request the ninety days, because the parking meter money was pledged. After consideration, Commissioner Baker moved to cover the parking meters for 90 days, starting November 9, 196~, With two hour parking, and to raise the fine for a vi~lation to $.50, seconded by Commissioner Eaborn and carried. Jack Staniford of Sanford Furniture Company stated that the parking meters were harassing the public. Commissioner Baker introduced Resolution No. lOO1, and after being read in full, moved on its passage and adoption. Seconded by Commissioner Raborn and carried by the unanimous vote of the Commission. FOR FORTY YEARS OF OUTSTANDING SERVICE FOR THE CITY OF SANFORD, FLORIDA. MINUTES City Commission, Sanford, Florida ATovember 2 at 8 P. M. 1964 WHEREAS, SIDNEY M. RICHARD, SR., af:fect~ona~elF known as "SID", has served as an employee of the City of Sanford since 0ctober 24, 1924, and in that period of time has served as a Sewer Foreman, Special Police Officer, Sewer Superintendent, Parks Super- intendent, Zoo Superintendent, Maintenance Superintendent, and is now serving as Director of Public Works, and WHEREAS, "SID" in the performance of his services for the City of Sanford, Florida, has in the past and is now contributing much for the betterment, progress and welfare of this City and its people, and WHEREAS, "SID" has always devoted time and effort far above and beyond the call of duty and has been held in high regard by all groups with which he has been associated, and it is the desire of the City Commission to express due recognition and appreciation to~ this beloved employee, NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that the sincere commendation and appreciation of the City Commission, both for itself and for the people of this community, be and the same is hereby given to "SID" RICHARD for forty years of faithful service, and that a gold watch be given to him as a token of such commendation and appreciation. BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the City Commission and a copy thereof presented to "SID" RICHARD. PASSED AND ADOPTED this Second Day of November, A. Crapps As the City Commission of the City of Sanford, Florida Mayor Wilson further congratulated Mr. RiChard on his 40 years of service with the City and presented him with a gold watch from the Commission as a token of appreciation. Request next submitted from Home Builders Supply, Inc., for the City to reopen Holly Avenue, north of Fulton Street to the Boulevard, and after discussion, Commissioner Baker moved to deny the request. Seconded by Commissioner Crapps and carried. Request next submitted from Reverend Harrol Clark, Jr., of Midway for a taxicab license, and after discussion, Commissioner Higginbotham moved to deny the request. Seconded by Commissioner Baker and carried. Request next submitted for a street light at 27th Street and Sanford Avenue, and after consideration, Commissioner Crapps moved to authorize the installation of a 6,000 lumen light, seconded by Commissioner Higginbotham and carried. Clark, Dietz, Painter & Associates, Consulting Engineers, next submitted State- ment No. 7, covering general supervision of construction on Contract A, estimate No. li Contract B, estimate No. l; Contract C, estimate No. 2; and Contract D, estimate No. l; a total amount of $4,601.35, and Statement No. 8, covering labor through September 21, 1964, for consulting services and water analysis, in the amount of $200.00; and on recommendation of the City Manager, and on motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried, payment of same was authorized from the Construction Trust Fund of 1964. M. 196zF On motion of Commissioner Baker, seconded by Commissioner Crapps and carried, the following transfers were authorized: $$30.00 from Contingency Account No. 8150 to Police Salaries Account No. 2201, for School guards for 9 weeks $50.00 from Contingency Account No. 8150 to Police Veterinary Account No. 2224-A, for Police Dogs $1,000.00 from Contingency Account No. 8150 to Police Dog Food and Supplies Account No. 2225-B Request next received from the Trustees of the Firemen's Relief and Pension Fund for payment of $250.00 for completion of acturarial study of Fire Department pension fund, and on motion of Commissioner Higginb0~ham, seconded by Commissioner Raborn and carried, same was authorized from the Contingency Account No. 8150. Consideration next given to the annual list of unpaid utility accounts, and on motion of Commissioner Crapps, seconded by Commissioner Baker and carried, the City Manager was authorized to submit these accounts to a collection agency for collection. Commissioner Higginbotham next introduced Ordinance No. 845, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 771 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT TRANSFERRING CERTAIN TERRITORY FROM R-1AA (ONE FAMILY DWELLING) DISTRICT TO R-lA (0iT~ FAMILY DWELLING) DISTRICT. ~ahd on motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried over the dissenting votes of Commissioner Baker and Commissioner Crapps, same was placed on its first reading and read in full. After consideration, Commissioner Baker moved to purchase plaques for the tWo water plants, seconded by Commissioner Raborn and carried. Commissioner Crapps moved to request a traffic count at Third Street and French Avenue, seconded by Commissioner Raborn and carried. On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, minutes of regular meeting of October 26, 196~, were next approved. After discussion, Commissioner Higginbotham moved to authorize the payment of ;lO0.O0 per month for four months to Edward Williamson, an employee since Decamber 21, 19~6, ~o became disabled. Seconded by Commissioner Baker and carried. AFter discussion, Commissioner Higginbotham moved to place the City-owned property at the northwest corner of First Street and Park Avenue on the market for sale, for the sum of $90,000.00, and the City will pay five per cent brokerage and closing cost.
