The City Commission of the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. November 9, 1964.
Present:

The meeting was called to order by the Chairman.
Estimate No. 2, in the amount of $6,439.50, submitted by Lee Construction Company,
~'or materials on job site and work performed to November 3, 1964~ on Contract "D" dated

July 9, 1964, for the construction of Water Plant for the Water Improvement Facilities;

Estimate No. 4, in the amount of $20~024.35, submitted by Cambron Construction Company, Inc ,

for materials on job site and work performed to November 5, 1964, on Contract "C" dated
iJune 29, 1964, for Main Transmission Lines for ~he Water Improvement Facilities; and Estimate
iNo. 2, in the amount of $17,083.35, submitted by The Crom Corporation, for materials on job
site and work performed to November 3, 1964, on Contract "B", dated July !, 1964, for con-
istruction of Prestressed Concrete Tanks for the Water Improvement Facilities, as per approval
of B. C. Conklin of Clark,~Dietz, Painter & Associates, A. Shaw, Resident Engineer, and
City Manager. On motion of Commissioner Baker, seconded by Commissioner Crapps and carried,
Payment of same was authorized from the Construction Trust Fund of 1964.
Consideration next given to County assessment of City owned property, including the
Industrial Park, Clay pit and Parking lot at northwest corner of First Street and Park Avenue,

· n the amount of $1,816.49; and on motion of Commissioner Higginbotham, seconded by Commis-
ioner Baker and carried, the City Attorney was authorized to pursue to get the taxes cancelled.
Letter next received from Richey Green, District Engineer of Florida State Road
~Department, with reference to a sidewalk on the north side ~f State Road 415, from Sanford
Avenue to Mellonville Avenue, and he stated that this can be done provided Seminole County
will send a resolution to the State Road Department asking that it be included in the 1964-65
budget; and Commissioner Higginbotham moved to pursue to final completion. Seconded by
iCommissioner Raborn and carried.
Consideration next given to combined County and City voting, and Commissioner
Higginbotham moved to instruct the City Attorney to change the date of voting in City Elec-
~tions and to have the voting for City Elections in the City Hall, seconded by Commissioner
Crapps and same failed to carry with the dissenting votes of Commissioner Baker, Commissioner
Raborn, and Commissioner Wilson.
Commissioner Raborn moved to authorize the City Attorney to write the Secretary of
State and see if the municipality has the authority to designate their place on the ballot,
seconded by Commissioner Baker and carried.
Consideration next given to the loss of revenue by the removal of the parking
meters for a three month period; and on motion of Commissioner Baker, seconded by Commissioner
Raborn and carried over the dissenting vote of Commissioner Higginbotham and Commissioner
Wilson, the following transfers were authorized:

Consideration next given to memorandum from the Chief of Police and the City
Manager recommending that no time limits be set on parking downtown, so as to allow the
people to unrestricted use of the curb parking during the trial period; and Commissioner
Crapps moved to accept the recommendation, seconded by Commissioner Higginbotham, and same~
failed to carry with the dissenting votes of Commissioner Raborn, Commissioner Baker, and
Commissioner Wilson.
B. L. Perkins, Jr., appeared and stated that he would like the parking to be
handled as passed at the meeting of November 2, 1964, as submitted by the Merchants Associ-
ation.
Commissioner Higginbotham moved to remove all the meters from downtown, including
the parking lot on the northwest corner of First Street and Park Avenue, and to check on
a two hour schedule, seconded by Commissioner Crapps and carried over the dissenting votes
of Commissioner Baker and Commissioner Raborn.
Oommissioner Baker moved to set a fine of $2.00 for violators of overtime parking,
seconded by Commissioner Raborn and carried.
Consideration neXt given to reserved parking stalls on the west side of the
Sanford Atlantic National Bank and paid for by the bank; and on motion of Commissioner
Crapps, seconded by Commissioner Higginbotham and carried, the City Manager was authorized
to check with the bank to see if they would like to discontinue the use of the reserved
stalls, and to follow accordingly.

Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, had passed and adopted said Ordinance No. 845, entitled:

On motion of Commissioner Crapps, secnnded by Commissioner Baker and carried,
current vouchers and payrolls were next approved as evidenced by General Fund Florida State
Bank Voucher Nos. 8780 through 8992, General Fund Sanford Atlantic National Bank Voucher
Revenue
Nos. 9251 through 9295, and Water and Sewer/Fund Sanford Atlantic National Bank Voucher
Nos. 856 through 867.

Consideration next given to refunding the discounts not taken on taxes when mailed,
and Commissioner Crapps moved to keep anything below $1.00 unless requested and refund $1.00
or more. Seconded by Commissioner Raborn and carried.
Invoice No. 64-09, in the amount of $780.00, next submitted by James G. Chapman
for architectural services through the preliminary stage for the proposed recreational
facilities, and on motion of Commissioner Raborn~ seconded by Commissioner Baker and carried,
payment of same was approved; and the Commission further authorized a transfer from the
Contingency Account No. 8150 to Recreation-Building Account No. ~226A to provide for same.
There being no further business, the meeting adjourned.
