112364-Regular Session16 MINUTES City Commission, Sanford, Florida November 23 at 8 P. Fi. 19.6~ The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on November 23, 1964. Present: Commissioner A. L. Wilson, Mayor " Joe B. Baker " J.H. Crapps " Earl Higginbotham " M.L. Raborn, Jr. City Manager W. E. Enowles City Clerk H. L. Whelchel Deputy Clerk Rosa M. Rotundo Police Chief R. G. Williams Absent: City Attorney 'Wm. C. Hutchison, Jr. The meeting was called to order by the Chairman. Request received from Duval W. Hunter, Jr., President of Hunter Ice Company, 700 West 13th Street, to waiver Ordinance No. 314 with a maximum width of driveways, and to allow 123 feet on West 13th Street at the ice plant; and on motion of Commissioner Crapps, seconded by Commissioner Baker and carried, same was granted. Petition next received from the majority of the residents of Lincoln Street re- questing to change the street name to Grove Manor Drive; and on motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried, the City Attorney was authorized to prepare an ordinance pertaining to same. Request next received from Five Beaches Cable TV, Inc., and Florida TV Cable, Inc., for a franchise to install a Community Television System in Sanford. Douglas Stenstrom, Attorney for Florida TV Cable, Inc., next appeared and explained that the company, was reliable, with assests over 325 million dollars, and that they plan to invest in excess of one million dollars in this system in the City, if allowed to install the system. M. N. Cleveland, Jr., Attorney for Perry Corporation of West Palm Beach and W E S H TV, next appeared and requested that before the City signed any contract that his companies would like to offer a contract. Tom Gilchrist, Vice President and General Manager of W E S H TV, next appeared and requested an opportunity to bid on a contract before any contract is signed. Hugh Robinson from W F T V, Channel 9, next appeared and requested that no contract be let as the area was served w~ll with the present three network TV stations now in the area. E. C. Harper, Jr., President of the Merchants Association, next appeared on behalf of merchants and requested that before the City signed a contract that all of the merchants effected be notified. After consideration, Commissioner Crapps moved to table all requests for TV an- tenna franchise for further study, seconded by Commissioner Higginbotham and carried. Request next received from Southward Realty to rent'parking stalls at parking lot No. 6, and after discussion, Commissioner Higginbotham moved to let the parking lot remain with free parking, as passed at meeting of November 9, 1964, seconded by Commissioner Raborn and carried. Letter next received from the County Commissioners requesting that the City elimi- inate all parking on French Avenue within the City limits, and adopt a resolution pertaining to same. A petition was received from merchants on French Avenue requesting that the parking on French Avenue remain the same. M-INUTES City Commission, Saflford, Florida November 23 at 8 P. M. 19 64 After consideration, Commissioner Raborn moved to authorize the City Manager toil' send a letter to the County Commissioners stating that the City wished to let the parking on French Avenue remain the same. Recommendation next submitted by the Zoning and Planning Commission to allow a conditional use at 2~0 Oak Avenue for a day nursery; and Earl Moxley, 24~6 Oak Avenue, and Mrs. Bertha J. Daniels, 2435 South Myrtle Avenue, appeared to register their objections to a day nursery. After discussion, Commissioner Higginbotham moved to refer same back to the Zoning and Planning Commission, seconded by Commissioner Crapps and carried. Request next received from Sanford Chamber of Commerce for payment of expenses for conservation week, and after considerable discussion, Commissioner Baker moved to authorize~ the payment of $2,0&8.51, seconded by Commissioner Crapps and carried over the dissenting vote of Commissioner Higginbotham. Commissioner Higginbotham stated that he was opposed for bUsiness reasons, because the town cannot support two chambers Commissioner Raborn moved that minutes be kept at all budget meetings, seconded by Commissioner Baker and carried. Request next received for a street light at East 24th Street and Grandview Avenue, and after consideration, Commissioner Baker moved to authorize same, seconded by Commissioner Higginbotham and carried. Request next received from J. C. Derrenbacker, owner of Joe's Gorcery, 713 Celery Avenue, for a larger street light; and on motion of Commissioner Baker, seconded by Commis- sioner Higginbotham and carried, same was denied.'" Consideration next given to funds for guards at school crossings, as funds expire iDecember 8, 1964, and after discussion, Commissioner Higginbotham moved to continue to hire the guards through December 18, 1964, and to expect the School Board to hire them after December 18, 196&. Seconded by Commissioner Baker and carried. Consideration next given to request from State for drainage provisions at~Sanford Avenue for the widening of 25th Street; and after discussion, Commissioner Baker moved to authorize the City Manager to meet with the State Road Department and the County Commission- ers, and inform them that the City will cooperate and let them use the sewers and drainage, if it does not overload the segment block sewers, and to divert all drainage east and west to avoid such overload. Seconded by Commissioner Raborn and carried. On motion of Commissioner Baker, seconded by Commissioner Raborn and carried, minutes of regular adjourned meeting of November 2, and regular meetings of November 4, and November 9, 1964, were next approved. Commissioner Higginbotham moved on the reappointment of A. K. Shoemaker, Jr., to the Board of Adjustments and Appeals, for a four year term, which expires December 13, 1968. Seconded by Commissioner Raborn and carried. Consideration next given to telephone solicitation, and after considerable dis- cussion, Commissioner Baker moved to authorize the City Attorney to prepare an ordinance pertaining to same.
