The City Commission of the City of Sanford, Florida, met in special session at the
Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on December 8, 196~.

The meeting was' Called to order by the Chairman.' ~ '~
Dr. A. W. Epps, Jr., and Mason Wharton, members of the School Board, appeared,
representing the School Board, to discuss construction of a pedestrian overpass at French
Avenue and Eighteenth Street on s~hool property; a sidewalk on the north side of Celery
Avenue, from Mellonville Avenue to Sanford Avenue, for the safety of school children walking
to and from school; and guards at school crossings.
Mr. Wharton stated that they are controlled by the State and Federal Government
in spending school funds and can only pay for anything adjacent to school property. He
further stated that the School Board could pay part on a sidewalk adjacent to school prop-
erty, if they felt that it was.necessary for the safety and welfare of the children; but,
at present they are working on a transportation plan.
Mr. Wharton stated that the School Board could not pay for a police officer at
school crossings; but, that they would write a letter to the Superintendent of Public In-
structions for the State of Florida rephrasing their request. Dr. Epps stated that they
had not been informed about the overpass.
James G. Chapman, Architect, next appeared and presented plans of the proposed
recreation building, and requested the Commission to designate the site that the building
is to be located on. He suggested that if they would designate a site and let him finish
his plans for the site, that if the site the Commission designates cannot be used, he will
redraw and make the necessary changes at his expense.
Commissioner Baker next introduced a Resolution authorizing a utility agreement
with the State Road Department, and after being read in full, moved on its passage and
adoption. Seconded by Commissioner Crapps and carried.
Said Resolution being in words and figures as follows:
RESOLUTION
ON MOTION OF Commissioner Baker, seconded by Commissioner Crapps, the following
Resolution was adopted~
WHEREAS, the State Road Department of Florida has located, and proposes to con-
struct or reconstruct, a part of State Road SR 46, French Avenue (17 & 92) to Mellonville
Avenue.
WHEREAS, in order for the State Road Department to further and complete said
project, it is necessary that certain utilities and/or facilities within the right of way
limits of said State Road 46, be adjusted, changed or relocated and
WHEREAS, the State Road Department having requested the City of Sanford, Florida,
to execute and deliver to the State Road Department a Utilities Agreement, agreeing to
make, or cause to be ma~e, such adjustments, changes or relocations of said utilities and/or
facilities as set out in said Agreement, and said request having been duly considered;

NOW, THEREFORE, BE IT RESOLVED BY the City Commission of the City of Sanford,
Florida, that the Fiayor and Clerk be and they are hereby authorized and directed to make,
execute and deliver to the State Road Department a Utilities Agreement for the adjustment
change or relocation of certain utilities within the right of way limits of said State Road
46, Section 770~0-6501 (2501)
BE IT FURTHER RESOLVED that a certified copy of this Resolution be forwarded to
the State Road Department at Tallahassee, F16~i~a;
After considerable discussion, Commissioner Baker moved that the City request a
meeting with the County Commissioners, their Engineer, and the State Road Department Engi-
neer. Seconded by Commissioner Raborn and carried.
Request next submitted for an extension of time on Certificate of Condemnation
No. 64-89, covering property located at 212 West Fourth Street, and Condemnation No. 6#-99,
covering garage in rear at ll09 Park Avenue, dated June 10, 196¢, to N. Constantine and
Argenia P. Constantine; and on motion of Commissioner Crapps, seconded by Commissioner Baker
and carried, the Commission authorized an extension un~il February 15, 1965, to repair or
demolish said structures.
Consideration next given to a Community Antenna Television System, and after dis-
cussion, Commissioner Higginbotham moved that any request be denied, as it is too expensive
for the benefits derived, and same died for lack of a second.
Commissioner Baker next introduced Resolution No. 1002, and after being read in
full, moved on its passage and adoption. Seconded by Commissioner Crapps and carried.
Said Resolution being in words and figures as follows:
A RESOLUTION OF ~ CITY COMMISSION
OF THE CITY OF S~NFORD, FLORIDA,
ESTABLISHING DEPOSITORIES FOR CITY
FUNDS DURING THE YEAR 1964-1965.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, that THE
SANFORD ATLANTIC NATIONAL BANK and FLORIDA STATE BANK OF SANFORD, be, and they are hereby
declared to be depositories for City funds for the year 196~-1965, pursuant to requirement
of the City Charter.
BE IT FURTHER RESOLVED, that a copy of this Resolution shall be delivered to the
President of each of said institutions and that the same be spread upon the minutes of the
City Commission.
BE IT FURTHER RESOLVED that this Resolution shall become effective immediately
upon its passage and adoption.

Mrs. Cole of Geneva offered to give the City eighteen or nineteen cocoa plumosa
, thirty to thirty-five feet high; and after discussion, Commissioner Higginbotham

There being no further business, the meeting adjourned.
