The City Commission of the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on December 14, 1964.

The meeting was called to order by the Chairman.
Recommendation next resubmitted by the Zoning and Planning Commission to allow a
conditional use at 2~40 Oak Avenue for a day nursery.
The Mayor stated that Jerry Daniels, Jr., 2435 Myrtle Avenue, called to reaffirm
his letter of opposition to the conditional use at 2440 Oak Avenue for a day nursery.
~ After considerable discussion, Commissioner Baker moved to allow a conditional
use at 2Jl!~O Oak Avenue for a day nursery for Mrs. Annie Abrahams, seconded by COmmissioner
Crapps and carried.
Commissioner Baker suggested that the Zoning and Planning Commission be asked its
opinion of notifying the property owners for conditional use and to hold a public hearing,
the same as they do for rezoning.
Request next received for street lights at Fifth Street and Hickory Avenue, Third
Street and Bay Avenue, and the Police Benevolent Bdilding on Seminole Boulevard; and on
motion of Commissioner Crapps, seconded by CoMmissioner Baker and carried, same was author-
ized.
Consideration next given to delinquent personal property taxes since 1931 through
1963, in the amount of $61,768.43, and after considerable discussion, Commissioner Higgin-
botham moved that the delinquent personal property owners be notified that the City will
levy aEainst the personal property and collect the delinquent taxes; and in the future,
this is to be performed annually. Seconded by Commissioner Crapps and carried.
The City Manager next submitted the following tabulation of bids, which were opened
publicly at 2:00 o'clock P. M. on December 9, 1964, for furnishing gasoline and diesel fuel,
in accordance with the specifications in the invitation for bids published in the Sanford
Herald on November 20, 1964

After discussion, Commissioner Baker moved to accept the low bid of City Service
Oil Company for furnishing premium gasoline at a price of .205¢ per gallon, regular gaso-
line at a price of .1975¢ per gallon, and diesel fuel at a price of .11¢ per gallon.
Seconded by Commissioner Higginbotham and carried.

· The City Manager next submitted the following tabulation of bids, which were opened
publicly at 2:00 o'clock P. M. on December 10, 196&, for furnishing two police cars, one
light pickup, one pickup 7,400 GVW, one truck lO,O00 GVW, and one truck 16,000 GVW, and
fencing material, in accordance with the specifications in the invitation for bids published
in the Sanford Herald on November 30, 1964.

After discussion, Commissioner Crapps moved to accept the low bid of Reeves Fence
Company for furnishing the fence at a price of $869.51, seconded by Commissioner Higginbotham
and carried.
Commissioner Higginbotham moved to retain Car #28 as a utility police car, at a
~rice of $693.00 from the bid, seconded by Commissioner Raborn and carried.
After discussion, Commissioner Higginbotham moved to accept the low bid of Seminole
lounty Motors for furnishing two police cars at a price of $5,187.00, seconded by Commissioner
Baker and carried.
After discussion, Commissioner Baker moved to accept the low bid of Strickland-
Horrison, Inc., for furnishing one light pickup truck, one pickup 7,400 GVW, one ~ruck
lO,O00 GVW, and on truck 16,000 GVW, at a price of $7,6~.00, seconded by Commissioner
5igginbotham and carried.
Consideration next given to adopting the revised plumbing code, and after discus-
sion, Commissioner Baker moved to adopt same, and it died for lack of a second.
Commissioner Raborn moved to table until next meeting, seconded by Commissioner
3rapps and carried.
Consideration next given to prohibiting telephone solicitation, and on motion of
3ommissioner Higginbotham, seconded by Commissioner Baker and carried, the City Attorney was

Gene Stevenson, Attorney from Fern Park, next appeared representing the Capri
Restaurant, requesting an extension of closing time until 2:00 o'clock A. M.
After considerable discussion, Commissioner Higginbotham moved to authorize the~
City Attorney to prepare an ordinance that any place serving food and alcoholic beverages
and accomodating 200 or more persons be allowed to remain open until 2:00 o'clock A. M.,
seconded by Commissioner Crapps, and denied over the dissenting votes of CommissiOner Baker,
Commissioner Raborn and Commissioner Wilson.
Commissioner Crapps next moved that the City conform with Seminole County with
the sale of alcoholic beverages, seconded by Commissioner Higginbotham and denied with the
dissenting votes of Commissioner Baker, Commissioner Raborn and Commissioner Wilson.
Estimate No. 3, in the amount of $28,169.66, submitted by The Crom Corporation
for materials on job site and work performed to November 30, 1964, on Contract "B", dated
July l, 196&, for construction of Prestressed Concrete Tanks for the Water Improvement
Facilities; Estimate No. 5, in the amount of $17,996.47, submitted by Cambron Construction
Company, Inc., for materials on job site and work performed to December 10, 196~, on
Contract "C", dated June 29, 1964, for Main Transmission Lines for the Water Improvement
Facilities; and Estimate No. 3, in the amount of $38,286, submitted by Lee Construction
Company, for materials on dob site and work performed to December 8, 1964, on Contract "D",
dated July 9, 196&, for the construction of Water Plant for the Water Improvement Facilities,
as per approval of B. C. Conklin of Clark, Dietz, Painter & Associates, A. Shaw, Resident
Engineer, and City Manager. On motion of Commissioner Baker, seconded by Commissioner
Crapps and carried, payment of same was authorized.from the Construction Trust Fund of 1964.
On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and
carried, minutes of regular meeting of November 23, 196&, were next approved.
On motion of Commissioner Crapps, seconded by Commissioner Baker and carried,
current vouchers and payrolls were next approved as evidenced by General Fund Florida State
Bank Voucher Nos. 8993 through 9184, General Fund Sanford Atlantic National Bank Voucher
Nos. 9296 through 9335, and Water and Sewer Revenue Fund Sanford Atlantic National Bar~
Voucher Nos. 868 through 879.
Consideration next given~.to request of Dewitt Trailer Park on'Highway 17-92 for
water and sewer connections, and after discussion, Commissioner Baker moved to designat~
this as an area for annexation, if they obtain signatures for annexation from 50% plus one
of the property owners. Seconded by Commissioner Raborn and carried.
After discussion, Commissioner Baker moved to authorize the City Attorney to get a
legislative act allowing a petition signed for annexation to be valid for five years.
Seconded by Commissioner Raborn and carried.
Consideration next given to multiple sewer connections on one sewer tap, and
Commissioner Baker moved to change the p~licy and require every person, in the future, to
have one sewer tap for every house. Seconded by Commissioner Higginbotham and carried over
the dissenting vote of Commissioner Crapps.
Commissioner Raborn moved to amend the motion that every new construction would
have a one sewer tap, seconded by Commissioner Higginbotham and carried.
Request next received for the library to close December 26, 1964, and on motion of
Commissioner Crapps, seconded by Commissioner Baker and carried, Same was granted.
There being no further business, the meeting adjourned.
