I~Io ~9 65 The City Commission of the City of Sanford, Florida, met in regular a~uual session at the City Hall in the City of Sa~ford, Florida, at 8:00 o'clock P. M. on January 5, 1965. Present: Commissioner A. L. Wilson, Mayor " Joe B. Baker " J.H. Crapps " M.L. Raborn, Jr. " Earl HiEginbotham City Attorney Wm. C. Hutchison, Jr. City Manager W. E. ~owles City Clerk H. L. Whelchel Deputy Clerk Rosa M. Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman. Marvin Meltzer, Sanford Mauufacturers, I~c., appeared to discuss the activation of aCommunity Action Committee, which would be sponsored by the Citizens of this comm~ty for the purpose of providing a vocational school for the t~aining of jobless personS. The proE~am designed to provide employees for industry, such as sewing machine dperators, plant checkers, packers, or any function having a need for employees covering a wide re, ge of jobs. He stated that the U. S. Government would help pay the cost ~or the vocational school u~der the Anti-Poverty Act. Joe Foy, Florida State Employment Agency, appeared to further discuss the possi- bility of a Commuz~ity Action Committee, stating that the purpose of the committee was to co-ordLuate all existing agencies to work with the Comm-~ity Action Committee to find ways and means of securing employment for people without jobs. The Mayor then requested that the activation of a Community Action Committee be taken u~der advisement and further study. Request next submitted by the Sa~ford Gas Company for the recognition of the assignment and transfer of the Sanford Gas Company franchise to the Florida Public ~tilities Company, Sanford Gas Division~ and, on motion of Commissioner Higginbotham, seconded by Commissioner Crapps a~d carried, the same was approved. Request next submitted for an extension of 60 days by Rosco Morgan, l~01 W. l~th Street, on Condemnation Report No. 65-113. On recommendation of City Manager, who stated that Roscoe Morgan was repairing the building himself, and was doing a good job, Commissioner Baker moved that the extension be granted, seconded by Commissioner Crapps and carried. Consideration next given to the appointment of a municipal judge, and after dis- cussion, Commissioner HigginBotham moved to appoint C. Verno~ Mize, Jr., as H~uicipal Judge for the City of Sauford, seconded by Commissioner Baker and carried. Resolution No. lO0~ was next introduced, and after being read Lu full, Commissioner Baker moved on its passage and adoption. Seconded by Commissioner Higgi~hotham and carried. McINTOSE FOR HIS SERVICE AS MUNICI~AT, JUDGE OF THE CITY OF SANFORD, FLORIDA. ~REAS, on January l, 1961, KENNETH W. McINTOSH was appointed Municipal Judge the City of Sanford, Florida, and WEEREAS, JUDGE HcINTOSH on January 5, 1965, will assume his duties as Co,~uty Prosecuting Attorney of Seminole County, Florida, necessitating his resignation as Municipal Judge, and :~ MINUTES City Commission, Sanford, Florida Ja.lzua_'r~ff 5 at 8 P. M. 196~ WEEREAS, the untiring and devoted efforts of K~TH W. Mc~TOSH during the last four years have resulted in a Municipal Court for the City of Sanford ~hich stands as a model for all municipalities in the dignity of its operation and the respect of the people of this City, and WHEREAS, the resignation of JUDGE McINTOSH will be felt by City Officials, the Police Department and all'residents of the City, and the City Commission desires that pro- p~r recognition for outstanding service be given, NOW THEREFORE, BE IT RESOLVED by'the City Commission of the City of Sanford, Florida, that the sincere ~commendation and appreciation of the City and its people be ex- pressed to KENNETH W. McINTOSH for his outstanding service as Municipal Judge of the City of Sanford, Florida, from January l, 1961 to January ~, 1965, a~d that this Resolution be accepted as a token of the high regard felt be all, BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the City Commission and copies thereof delivered to KENNETH W. Crap~s As 'th~ City C~mm±s'si0n of the ' City of Sa~ford, Florida Consideration next given to the continUation of hiring of crossing guards at certain school intersections for the month of January, 1965, After discussion, Commissioner Baker moved to authorize a transfer from contingency funds necessary to compensate the guards for one month, seconded by Commissioner Higginbotham and carried. T=voice~ in the amount of $78.00, for Liability Insurance policy for the Police Pistol Range was next submitted, City Manager requesting that it be paid from General Fund~, as the City was the principal insured; amd, upon motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried, the same was authorized. Request next submitted that Municipal Judge C. Vernon Mize, Jr., not be restricted to the one year waiting period to enroll in the group insurance policy. Commissioner Baker moved that the waiting period be waived, seconded by Commissioner Crapps and carried. There being no further business to be transacted by the outgoing Board, the meeting adjourned sine die. The Commission then reconvened for the purpose of organization, Commissioner Joe B. Baker signing the oath and acceptance of office a~d being seated as Commissioner of the City of Sanford, Florida, for a three year term. On motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, Commissioner Crapps was next appointed temporary Chairman, pending the election of a Mayor. The first order of business being the election of a Mayor for the ensui~ear. Commissioner Wilson nominated Commissioner Crapps and moved that the nominations be closed and that the Clerk be instructed to cast a unanimous ballot for Commissioner Crapps as Mayor. Fi. 19 65 Thereupon, Commissioner Crapps was declared to be the duly elected Fiayor of the City of Sanford, Florida, for the year 1965, and signed the oath and acceptance of office and took the Chair.
