The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. H. on January ll, 1965.

The meeting was called to order by the Chaii*mau.
Ke~ueth W. McIntosh appeared and was presented Resolution No. lO0~, passed and
adopted at annual regular session of January 5, 1965, commending him for his services as
Municipal Judge.
Reynolds Clark and Harold A. Wilde, Engineers for Haurice H. Co~uell and Associates,
Inc., Co~sulting Engineers for the proposed Lake front marina, next appeared and explained
their report on the proposed marina.

Fred George appeared to oppose the City financing the proposed marina.
Hack N. Cleveland, Jr., Attorney for Harold C. Logan, next appeared and stated
that Mr. Logan had been denied water service at two houses, which he had built between
Pomegranate Avenue and Persimmon Avenue, because he was informed that the City's policy was
for the subdivision owner to pay for water and sewer services to the subdivision. After
iiscussion, same was taken under advisement until the next meeting.
Consideration next given to the appointment of a community action committee, and
7ommissioner Wilson moved to table, seconded by Commissioner Higginbotham and carried.
Estimate No. $, in the amount of $58,689.54, submitted by the Crom Corporation for
materials on job site and work performed to January l, 1965, on Contract "B", dated July l,
196~, for construction of Prestressed Concrete Tanks for the Water Improvement Facilities;
i~stimate No. $, in the amount of $15,8~2.00, submitted by Lee Const~aotion Company for
materials on job site and work performed to January $, 1965, on Contract "D", dated July 9,
196~, for the construction of Water Plant for the Water Improvement Facilities; as per
approval of B. C. Conklin of Clark, Dietz, Painter & Associates, A. Shaw, Resident Engineer,
and City Manager. On motion of Commissioner Higginbotham, seconded by Commissioner Baker
and carried, payment of same was authorized from the Construction Trust Fund of 1965.
Request next submitted for an extension of time on Certificate of Condemnation
Po. 65-103, covering property located at 1505 West 15th Street, dated August 28, 19.65, to
Virginia Beatrice Hill; and on motion of Commissioner Baker, se¢~ed by Commissioner Wilson
and carried, the Commission authorized an extension of 60 days to repair or demolish said
st~oture.
Request next submitted for an extension of time on Certificate of Condemnation

No' 6~-108, covering property located at 1511 Southwest Road, dated August 28, 196~, to
CharlieEdwards; and on motion of Commissioner Wilson, seconded by Commissioner Baker and
carried, the Commission aUthorized an extension of 90 days to repair or demolish said
structure.
Consideration next given to Certificate of Condemnation No. 63-72, covering prop-
erty located at lll7 West 12th Street, dated August 28, 1963, to Miss J. E. Laing; a~d on
motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, the Ctty
Manager was authorized to proceed with demolition.
Consideration next given to Certificate of Condemnation No. 6~-117, covering prop-
erty located at 1505 Bell Avenue, dated September 18, 196~, to Hiss J' E. Laimg; and on
motion of Commissioner Higginb0tham, seconded by Commissioner Baker a~d carried, the City
Hamager was authorized to proceed with demolition.
Request next received from Harper L. Douglas, Trustee of TrLuity H. E. Church,
located at 700 Sa~ford Avenue, for the City to demolish the building at an estimated price
not to exceed $1,000.00; end after discussion, Commissioner Wilson moved to authorize same.
Seconded by Commissioner Baker and carried.
Recommendation next received from the Zoning a~d Plamuing Commission to allow
apartment buildings (multiple family use) in the C-1 neighborhood commercial districts, and
!on motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, a public
hearing was authorized for February 8, 1965, to consider same.
Recommendation next rec~eved-- from the Zoning and Pla~n~:ng Comm~:ssion to zone the
newly a~exed area described as East 250 feet of Lots l, 2, ~ a~d ~, Amended Plat of Druid
Park, be zoned R-1 (single family dwelling) District; and on motion of Commissioner Baker,
seconded by Commissioner Higginbotham and carried, a public hearing was authorized for
February 8, 1965, to con~ider same.
Commissioner Higginbotham next introduced Ordinamce No. 8~7, entitled:

and same was placed on its first reading and read in full.
Commissioner Higginbotham then moved on the waiver of the requirement of the
second reading of Ordimamce No. 857, and that same be placed on its fLual passage and
.adoption. Seconded by Commissioner Wilson.
Thereupon, the question recurred on the waiver of the second readLug, the roll

There-aport, the Chairman announced that the City Commission of the City of Sanford,

Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted said Ordinance No. 8~8, entitled:

FLORIDA, ADOPTING A PLUMBING CODE FOR
THE CITY OF SAlrFORD, FLORIDA.
Jerry Simons, Representative of Alix of Fiiami, next appeared and explained that
the appointment of a community action committee would benefit them by training sewing machine
operators, as they are always in need in their business. After discussion, Commissioner
Raborn moved that the Fiayor be authorized to appoint a community action committee, and
same died for lack of a second.
On motion of Commissioner Baker, seconded by Commissioner Wilson and carried,
current vouchers and payrolls were next approved as evidenced by General ~ud Florida State..
Bank Vouchers Nos. 918~ through 9371, ~eneral Fund Sanford Atlantic National Bank Vouchers
Nos. 9336 through 9380, and Water and Sewer Revenue Fu~d Sanford Atlantic National Bank
Vouchers Nos. 880 through 896.
On motion of Commissioner Baker, seconded by Commissioner Wilson and carried,
minutes of regular meeting of December 28, 196~, and regular annual meeting of January
1965, were next approved.
Estimate No. 2, in the amount of $9,169.99, submitted by Fieridith Corporation for
materials on job site and work performed to December 31, 196~, on Contract "A", dated

Ju~e 12, 196~, for "Well" construction for Water Improvement Facilities; and Estimate No. 6,
in the amount of $23,371.75, submitted by Camb=on Construction Company, Inc., for materials
on job site and work performed to January ll, 1965, on Contract "C", dated June 29, 196~,
for Hain Transmission Lines for the Water Improvement Facilities, as per approval of B. C.
Oonklin of Clark, Dietz, Painter& Associates, A. Shaw, Resident Engineer, a~d City Hanager.
On Motion of Commissioner Wilson, seconded by Commissioner Baker and carried, payment of
same was authorized from the Construction Trust Fund of 1965.
On motion of Commissioner Baker, seconded by Commissioner Wilson and carried,
final payment of $3,180.00 to LeRoyC. Robb Construction Company, Inc., on the new utility
building at 500 West Fourteenth Street, was next approved.
Request next submitted for an extension of time on Certificate of Condemuation
No. 6~-126, covering property located at ll6 Laurel Avenue, ow~ed by Robert Hooney; end
on motion of Commissioner Baker, seconded by Commissioner Raborn and carried, the Commission
authorized a~ extension of 90 days to repair or demolish said structure.
On motion of Commissioner Wilson, seconded by Commissioner Baker and carried,
the City Attorney was authorized to procure legislative action for the use of sand from
the River for bulkheading for the proposed Harina from the Internal Improvement ~and.
Commissioner Raborn moved to reimburse Commissioner Baker for expenses to attend
the League of Municipalities committee meetings on amuexation in Jacksonville, ~lorida, on
January 17, 1965. Seconded by Commissioner Wilson and carried.
