The City Commission of the City of Sanford, Florida, met in Special Session at
the City Hall in the City of Sanford, Florida, at 2:00 o'clock P. M. on February 8, 1965.

The meeting was called to order by the Chairman.
Bob Crumley, acting as spokesman for the Industrial Park Board of the City of
Sanford, presented to the Commission an inquiry from the firm of Lunar Engineering, an
electonic engineering firm whidh is interested in moving to Sanford and locating in the
Industrial Park at Highway 17-92 and French Avenue. After giving a brief history of the
firm, Mr. Crumley explained that the firm wished to build or have built a fully air condi-
tioned building, 8~ feet by 120 feet, of steel construction, on approximately two acres of
ground. The firm presently resides in two locations, Orange City, Florida, and Longwood,
Florida, and plans to consolidate upon the completion of a building in Sanford. Lunar
Engineering is now requesting the City Commission to place a price on one lot in the above
mentioned Industrial Park and option on a second lot for consideration.
After consideration, the Commission agreed to offer one lot for the price of
$10,000.00, with an option for one year after purchase of the first lot on a second ad-
joining lot £Dr an additional $10,000.00. The option would be at no cost.

The Chairman announced that the firzt order of business was a Public Hearing to
consider amendments to the Zoning Ordinance as proposed and described in the following
legal notice published in the Sanford Herald on January 22, 1965.
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the Commission Room
in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M., on February 8,
19~5, to consider the following changes and amendments to the Zoning Ordinance of the City
of Sanford, Florida:
To amend Article XI, C-1 (Neighborhood Commercial) District,
Section 1,. Uses Permitted, TPa~agraph (17), to allow apartment
buildings (Multiple family use)~
All parties in interest and citizens shall have an opportunity to be heard at
said meeting.

The Chairman then announced that the Co~mission would be glad to hear from anyone
in favor of or againstthe amendments as advertised in the foregoing notice.
There being no objections registered, and after discussion, Commissioner Higgin-
botham moved that the amendment to the Zoning Ordinance be authorized as advertised, and
to authorize the City Attorney to prepare an ordinance pertaining to same. Seconded by
Commissioner Wilson and carried.
The next order of business was a Public Hearing to consider the rezoning as
proposed and described in the following legal notice, published in the Sanford Herald on
January 22, 1965.

of Sanford, Florida:
That property lying at the southwest corner of 27th Street and French Avenue is
proposed to be zoned R-1 (Single Family Dwelling) District. Said property being more

Request next received from the Greater Sanford Board of Commerce and the Retail
Merchants Division, represented by DeWitt Mathews, for the permanent removal of the parking
meters. After considerable discussion, Commissioner Higginbotham moved O~remOva~-~:'of~th~

Prezentation of a plan for a botanical and zoological area with the relocation of
of the Zoo was next presented by the Sanford Chamber of Commerce, represented by A. B.
Peterson, Jr. The plan calls for relocating the present Zoo to an area west of the Sewer
Treatment Plant on Highway 17-92.
After discussion, Commissioner Raborn moved that the plan be further studied by
the City Manager and the Commission be advised of future action. Seconded by Commissioner
Higginbotham and carried.
Letter next received from Mrs. C. A. Vining requesting the City to close and
vacate a utility easement at 700 West 2~th Street. After discussion, Commissioner Higgin-
botham moved that construction on present easement be stopped or the property owner deed
the City a comparable easement through Lot 19, Block 9, Dreamwold, Third Section, of the
property from 25th Street, in exchange for the City vacating the present easement. Seconded
by Commissioner Raborn and carried.
Dr. W. Vincent Roberts next appeared, representing the Marina Development Com-
mittee of the Chamber of Commerce, requesting more soundings and probings of Lake Monroe
be made to aid in the study of feasibility of the Marina. After consideration, Commissioner
Higginbotham moved that the soundings and probings be made, at a cost not to exceed
$1,&O0.O0. Seconded by Commissioner Raborn and carried.
Letter requesting a review of a beauty shop license as a home occupation at
2004 Adams Avenue from Doris Mason next submitted to the Commission for consideration.
After discussion, Commissioner Raborn moved to table the request until such time as a full
Commission was available for vote, seconded by Commissioner Wilson and carried.
Request next presented for the appointment of a City Beautification Chairman.
After consideration and discussion, Commissioner Higginbotham moved that Jack Bolt be
appointed as same, seconded by Commissioner Raborn and carried.
Statement No. 9, in the amount of $3,721.95, submitted by Clark, Dietz, Painter
and Associates, covering general supervision of construction of water system on work com-

Commissioner Higginbotham, seconded by Commissioner Raborn and carried, payment of same
was authorized from the Construction Trust Fund of 1964.
Statement in the amOlmUt of $500.00 from John Ripandelli, Consulting Actury for
the study of Firemen's Relief and Pension Fund, was next presented for approval of payment.
On motion of Commissioner Wilson, seconded by Commissioner Higginbotham and carried, payment
of same was authorized.
The next order of business was a discussion of the type of parking on downtown
First Street. Upon request from the Commission, the Chief of Police suggested parking at
a 30 degree angle, or at an angle suitable in accordance with what an engineering study
would suggest.
Commissioner Higginbotham moved to change all parking on First Street to parallel
parking, and same died for lack of a second.
Commissioner Wilson moved to allow 30 degree-.::angle parking on First Street, and
ithe same died for lack of a second.
Consideration next given to proposed traffic laning of First Street and French
Avenue, allowing three lanes headed west, two lanes east, the middle west lane being left Jl
iturn only, and no parking from l.~urel Avenue to French Avenue. After discussion, Commissioner~:
Higginbotham moved that the plan as proposed be accepted, and same died for lack of a second.
Commissioner Raborn moved to keep present lay-out as is, but designating the
inorthernmost lane as a straight or right turn only lane, and same died for lack of a second
Upon motion of Commissioner Higginbotham, seconded by Commissioner Wilson and

Commissioner Higginbotham next introduced Ordinance No. 849, entitled:

and on motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried,
the same was placed on its first reading and read in full.
On recommendation of the City Manager, and on motion of Commissioner Wilson,
seconded by Commissioner HigginbOtham and carried, salary reclassification was authorized

also submitted by Lee Construction Company of Sanford, Estimate No. 5, in the amount of

?acilities; and on motion of Commissioner Higginbotham, seconded by Commissioner Raborn and

Dick Morrison next appeared requesting consideration on license fee for Pow ride
business ~o be reduced from present fee of $25.00 per week to a lower fee. After discussion,
Commissioner Higginbotham moved to issue a license at a fee of $25.00 for 90 days, upon
keeping in accordance with the City Sanitary Code, seconded by Commissioner Wilson and
carried.
Request from Harold C. Logan next received asking that his share of cost, amount-
ing to $1,200.00, due the City for constructing a water line to service St. Johns Village
Subdivision, be placed on a pro-rated per lot basis, and paid to the City when the lot was
sold. On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried,
same was denied, and Harold C. Logan was instructed to pay the City of Sanford the full
$1,200.00 cash in advance of construction.
Request next received from Mrs. Ralph Ja~vis, of the Geneva Terrace Subdivision,
for the City of Sanford to assist in the cost of utilities at this subdivision. After
discussion, Commissioner Higginbotham moved to construct water'lines to the property lines
of this subdivision upon proper annexation of the property into the City limits. Seconded
by Commissioner Raborn and carried.
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and
carried, current vouchers and payrolls were next approved as evidenced by General Fund
Florida State Bank Voucher Nos. 9372 through 9552, General Fund Sanford Atlantic National
Bank Voucher Nos. 9381 through 9422, and Water and Sewer Revenue Fund Sanford Atlantic
NationalBank Voucher Nos. 897 through 911.
Consideration next given to the possible changes of new Water Plant control panel
from a manual adjustment system to an automatic adjustmentsystem, at an added cost of
$3,425.00. On recommendation from City Manager, Commissioner Higginbotham moved on placing
an automatic system control panel, and that no additional fee be paid to engineers on this
addition. Seconded by Commissioner Wilson and carried.
Recommendation next submitted by the Zoning and Plan~ing Commission to consider
rezoning C-1 (Neighborhood Commercial) District to C-2 (General Commercial) District,
property described as follows:
Block l, Dreamwold Second Section, Plat Book 4, page 30, and
all of Wall Subdivision, Plat Book 10, page 67, Seminole
County Records.
All Block l, Lots i through 16 Block 2, Lots l0 through 14

Next appeared Garfield Walker requesting a license authorization for Raymond E.
and Janet Russell, doing business as Russell cleaners, 2510 Oak Avenue; and on motion of
Commissioner Higginbotham, seconded by Commissioner Wilson and carried, same was authorized.
