' - The City Commission of the City of Sanford, Florida, met in special session at the City Hall in the City of Sanford, Florida, at 2:00 o'clock P. M. on February 22, 1985. Present: Commissioner J. Rotundo Absent: Chief of Police R. G. Williams The meeting was called to order by the Chairman. The engineering firm of Raulerson and Associates of Tampa, represented by Ted Raulerson, president of the firm, appeared before the Commission t° discuss ways and means of cutting the cost of building a Marina in Lake Monroe. AfYer discussion, the Mayor in- structed the City Manager to notify Raulerson and Associates upon completion of the scheduled borings and soundings in Lake Hon~oe, giving the firm an opportunity to submit more realistic cost of providing fill and construction. Next received was a request from Joseph Ladonicski, of Lunar Engineering, for a delay of 30 to 80 days on any action on the purchase and options of Lots 5 and 6 in the Industrial Park on Lake Monree. After discussion, Commissioner Higginbotham moved that the City Manager notify Joseph Ladonicski that he can purchase at the price offered at the Special Commission meeting of February 17, 1965, within the next 8© days, unless someone else purchases the property in the meantime; and to further give him an option of one year only on Lot 5, When and if he purchases Lot 6. Jack Bolt, City Beautification Chairman, appeared for the purpose of establishing the objectives of the Beautification Committee, and plans for meeting the objectives, once the order of priorities was established. The City CoMmission agreed to the following list as to priority, first on the list having top priority, second having next priority, and so on: Landscape Seminole Boulevard from Mellonville Avenue along Lake Monroe to and including the Interchange on To landscape Highway 17-92 from Lake Monroe south to General Hutchison Road. To solicit funds from the civic, service and professional clubs and associations of the City, and to expend such funds to achieve objectives approved by the City Commission. To sponsor a commu_uity and school Tree Planting Program for May Day. 5. Establish and maintain a City Plant Nursery. 6. Establish a Botanical Garden and move the City Zoo into it. 7. To landscape State Road 46 from Interstate 4 through the east City limits. ~. To landscape the City Parks 9. To landscape 25th Street from French Avenue past the City Cemetery. On motion of Commissioner Raborn, seconded by Commissioner Higginbotham and carried, the preceding list was approved. Commissioner Higginbotham then moved to authorize the City Attorney to prepare a resolution to present to the County Commission for the use of secondary road funds on this project, seconded by Commissioner Baker and carried. Doris Mason next appeared asking for a waiver to allow a beauty shop in a resi- dential area, having had a license at this location in prior years, but due to poor health had let the license expire without renewing. After consideration, Commissioner Higginbotham moved to grant a license to Doris Mason at her residence, 2004 Adams Avenue, seconded by Commissioner Baker and carried over the dissenting votes of Commissioner Wilson and Commis- sioner Raborn. A request was next submitted by Ruby Quarrie for the transfer of beer and wine license No. 222, from Quarrie's Grocery, 713 West 9th Street, to Altman's Grocery at the same address, the grocery to be operated by George and Mary Altman. Commissioner Higgin- botham moved that the request be granted on approval of Chief of Police, seconded by Commissioner Baker and carried. H. L. Foley, 2413 Grandview Avenue, next appeared with a petition requesting street paving of East 24th Street between Sanford Avenue and Grandview Avenue, and Grandview Avenue South from 2~th Street north as far as platted. After discussion, the Mayor requested any action be tabled until he could confer with Mr. Bush. Consideration next given to the type of parking on First Street between Park and iiOak Avenues' and after considerable discussion, Commissioner Higginbotham moved to revise parking to parallel Parking on both sides of the street in that area, as a safety precaution iland to stimulate the traffic flow; and further, change to 30 degree angle parking from Park i'to Sanford Avenues on East First Street, and the same died for lack of a second. Co~issioner Raborn next introduced a motion that the City Commission reaffirm its pol~ay that a building or land developer is to pay the cost of bringing utilities to his construction or development from the closest existing connections available, and also all cost of utilities within the boundaries of his development. Seconded by Commissioner Baker and carried. Request for consideration of utility installation cost next presented by Shoemaker Construction Co., Inc., at Madera Drive construction site, and it was agreed that the request fell under the above motion of policy. Commissioner Higginbotham moved to authorize a transfer within the Fire Department iiaccounts of $170.00 from No. 2321, Building Repairs.and Maintenance, to No. 2346, Quarter i. Supplies, seconded by Commissioner Wilson and carried. Consideration next given to Firemen's Pension Fund law changes, and after discus- sion, Commissioner Wilson moved that the City contribute an amount equal to 5% of firemen's salary to the Pension Fund, starting OctOber l, 1965, providing the firemen contribute 5% of their salary to the fund; this being contingent to the Firemen's Pension Fund obtaining passage of retirement law reductions agreed upon. Seconded by Commissioner Raborn and carried. Ordinance No. 849, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AP~NDING SECTION 4-2, SUBSECTION (b) THEREOF, THE CODE OF TP~E CITY OF SANFORD, FLORIDA, 1954, AS AMENDED, SAID SUBSECTION PROVIDING FOR THE HOURS OF SALE OF ALCOHOLIC BEVERAGES FOR HOTELS, SAID AMENDMENT INCLUDING THEREIN RESTAUR_&NTS HAVING A SEATING CAPACITY OF MORE THAN TWO HUNDRED PERSONS. placed on its first reading and read in full at regular meeting of February 8, 1965, was next placed on its final passage and adoption. Commissioner Wilson then moved on the waiver of the requirement of the second reading of Ordinance No. 850, and that same be placed on its final passage and adoption. Seconded by Commissioner Higginbotham. Thereupon, the question recurred on the waiver of the second reading, the roll was called and the Vote stands as follows: Commissioner Crapps Yea " Baker " " Higginbotham " " Rab o rn " " Wils on Said Ordinance No. 850 was then placed on its final passage and adoption, the roll was called and the vote stands as follows: Commissioner Crapps Yea " Baker " " Higginbotham " "' Raborn " " Wilson Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, by unanimous vote had passed and adopted said Ordinance No. 850, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ARTICLE IX, SECTION 1, PARAGRAPH (17) OF ORDINANCE NUMBER 771 OF SAID CITY, AS AKENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SAI~FORD, SAID SECTION PROVIDING FOR USES PERMITTED IN C-1 (NEIGHBORHOOD CO~RCIAL) DISTRICT, SAID AKENDMENT ADDING THERETO ~P~-RTMENT BUILDINGS. Consideration next given to zoning the newly annexed area at 27th Street and French Avenue to R-1 (One family dwelling) District, and on request of Dr. Adams, owner, Commissioner Raborn moved same be referred to the Zoning and Planning Commission. Seconded by Commissioner Baker and carried. On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, minutes of regular meetings of January 25, 1965, and February 8, 1965, special meeting of February 8, 1965, were next approved. Letter next received from Argenia Constantine requesting an extension of time on Certificate of Condemnation No. 6~-102, dated August 12, 1964, covering property located at 703 West 9th Street, and Certificate ~ Condemnation No. 64-89, dated June lC, 1964, covering property located at 212 West 4th Street; and after consideration, Commissioner Baker moved to deny any extension, seconded by Commissioner Higginbotham and carried. Request ne~ received from local automobile dealers for the use of First Street, between Palmetto Avenue and Park Avenue, for an automobile show on April 7, 8, 9 and lC, 1965, with the street in this area being closed to normal traffic, working with the merchants for a big promotion sale day. Commissioner Higginbotham moved same be permitted, with the understanding that Fire and Police regulations would be observed, seconded by Commissioner Baker and carried. M'. 1965 Consideration next given to a request from Jeno Paulucci, 2020 Washington Avenue, ~hat the alley behind his property be deeded to him so he could make improvements and keep general public from using it as a public drive. After discussion, Commissioner Wilson aoved to give Jeno Paulucci a quit claim deed on the North-South Easement, Block 8, Bel-Air ~ubdivision, reserving the right of use by any City vehicle for ingress and egress, also ~eserving utility easements, all subject to the approval of abutting property owners, seconded Commissioner Raborn and carried. Consideration next given to request of Thomas Haigler, City employee, repaying a loan of $100.00 owed the City at the rate of $5.00 per week, rather than the customary three weekly payments required, due to the hardship caused by the death of his wife. On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, same was approved. Authority next requested to pay to Texas Midwest Contracting Company, through the insurance carrier, final settlement claims on Sewer Treatment Plant contract, from the Construction Trust Fund of 1962, in the amount of $30,460.5~, and an engineering claim of $5,~92.~7 to Clark, Dietz, Painter and Associates for engineering work on same. On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and Carried, same was auth- orized' subject to approval of the City Attorney. ~ Next submitted for consideration was a plaque for the Sewer Treatment Plant, and after discussion, Commissioner Higginbotham moved same be authorized, seconded by Commis- sioner Rabornand carried. R~quest next received from Chief of Police R. G. Consideration next given to request of Randall Chase for the City Commission to permit some of the original writings of General Sanford to~ be temporarily removed from the ~ibrary by Gifford Cochran, who is preparing a biography. Commissioner Raborn moved to leave l~hls issue to the discretion of the Library Trustees, seconded by Commissioner Baker and Darried. City realty taxes on Seminole Memorial Hospital owned property, described as ~ots l, 2, 3, 4, and east lO1.4 feet of Lots 5 and 6, Block 4, Mellonville, located at lorthwest corner of Mellonville Avenue and East First Street, were next submitted for ex- ~mption; and on motion of Commissioner Baker, seconded by Commissioner Higginbotham and .be ~arried, taxes on same were authorized to/cancelled and the property deemed exempt.
