MINUTES City Commission, Sanford, Florida 19 65 The City 'Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o"clock P. Baker The Chairman called the meeting to order and stated the first order of business was a Public Hearing to consider the rezoning from C,1 to C-2 property as proposed and described in the following legal notice published in the sanford Herald on February 19, 1965: NOTICE OF PUBLIC HEARING OF PROPOSED CH_ANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDAR~S OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on March 8, 1965, to consider the following changes and amendments to the Zoning Ordinance of the City of Sanford, Florida: (A) That property zoned in District C-1 (Neighborhood Commercial), located between Oak Avenue and Myrtle Avenue from 25th Street to Park Drive, is proposed to be changed to C-2 (General Commercial) District. Said property being more particularly described as follows: Block l, Dreamwold Second Section, Plat Book 4, ~age 30, and all of Wall Subdivision, Plat Book 10, Page 67, Seminole County Records. (B) That property zoned in District C-1 (Neighborhood Commercial), located between Palmetto Avenue and Laurel Avenue from 25th Street to 26th Street, is proposed to be changed to C-2 (General Commercial) District. Said property being more particularly described as follows: hearing. Whelchel As City Clerk of the City of Sanford, Florida The Chairman announced that the Commission would be glad to hear from anyone in ~avor of or against the rezoning as advertised in the foregoing notice. There being no ob- jections registered, and after discussion, Commissioner Higginbotham moved that the property be rezoned as advertised, and to authorize the City Attorney to prepare an ordinance per- raining to same. Seconded by Commissioner Raborn and carried. Dr. W. Vincent Roberts next appeared, representing the Chamber of Commerce Lake 56 MINUTES City Commission, Sanford, Florida' March 8 a.t 8 P. M. Fla, __ Monroe Development Committee, to introduce John Burton, Architect, who discussed with the Commission a plan on lowering construction cost of building the marina to between six and eight hundred thousand dollars by the use of project criteria type bidding, reducing the number of wet slips, and offering his services free to the City to aid the City Manager in drawing up specifications for the bids. After discussion, Commissioner Higginbotham moved that the City Manager and John Burton work together on the details, advertise for bids on various parts of the project, and arrive at some definite cost amounts; seconded by Com- missioner Wilson and carried. On recommendation of the City Hanager, and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, salary reclassifications were authorized as follows: Phyllis W. Senkarik From 6-C ($58,58 per week) To 6-D ($60,75 per week) Bobby Thompson From 9-C ($67.95 per week) To 9-D ($71.50 per week) Estimate No. 6, in the amount of $12,908.58, submitted by the Crom Corporation for materials on job site and work performed to February 28, 1965, on Contract "B", dated July 1 1965, for construction of prestressed concrete tanks for the Water Improvement Facilities; and Estimate No. 6, in the amount of $52,600.27, submitted by Lee Construction Company, for materials on job site and work performed to March 2, 1965, on Contract "D", dated July 9, 1965, for the construction of Water Plant for the Water Improvement Facilities, as per approval of B. C. Conklin of Clark, Dietz, Painter and Associates, A. Shaw, Resident Engi- neer, and City Manager. On motion of Commissioner Wilson, seconded by Commissioner Raborn and carried, payment of same was authorized from the Construction Trust Fund of 196~. Commissioner Wilson next introduced Resolution No. 1006 authorizing a County maintenance agreement on beautification, and after being read in full, moved on its passage and adoption. Seconded by Commissioner Raborn and carried. Said Resolution being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF T_ME CITY OF SANFORD, FLORIDA, REQUESTING CO- OPERATION OF THE BOARD OF COUNTY COMMISSIONERS OF SEHINODE COUNTY, FLORIDA, IN BEAUTIFICATION PROJECT ON HIGHWAY 17-92 WHEREAS, the City of Sanford, Florida, through its Beautification Committe pro- poses to plant and bea~tify Highway 17-92 from its intersection with Interstate 5 South to General Hutchison Road according to planting specifications and plans approved by the State Road Department; and WHEREAS, upon completion of such project, the State Road Department will be willing to maintain the same out of secondary road funds applicable to Seminole County upon request of the Board of County Commissioners of Seminole County, Florida; and WHEREAS, such project is deemed to be of interest to all of the population of Seminole County including the City of Sanford, NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that upon completion of the above-mentioned project the Board of County Commia- sioners be and they are hereby requested to authorize the State Road Department eT Florida out of county secondary road funds to maintain the project. Seconded by Commissioner Wilson and carried. Said Resolution being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, SUPPORTING AND AGREEING TO PARTICIPATE IN THE ECONOMIC OPPORTUNITY ACT OF 1965. WHEREAS, it has come to the attention of the City Commission of the City of Sanford, Florida, that it would be desirable for the area of the City of Sanford to participate in the EcOnomic Opportunity Act of 1965 pertaining to training job opportunity and other phases covered by said act; NOW,~ T~.REFORE, BE IT RESOLVED by the City Co~mission of the City of Sanford, Florida, that it does support such project and agrees to participate therein to the extent that the same may be applicable to the area of the City of Sanford and does constitute W. Raborn, Jr. City 0'le~ .~/ Earl Higginbotham the City Commission of the City of Sanford, Florida Mrs. Herman Houck, owner of the Kentucky Fried Chicken restaurant, which is under construction, appeared to ask for a variance on erecting a sign advertising the business, as her application was rejected by the Zoning and Planning Board. John Creig, of Wallace Neon Sign Company, spoke in behalf of Mrs. Houck, stating that all state and local laws would be met and the sign would be an attraction, and would not interfere with existing signs now in the area. After discussion, and on motiomof Commissioner Higginbotham, seconded by Commis- sioner Raborn and carried, same was authorized. Next submitted for consideration was a recommendation of the Zoning and Planning Commission that the newly annexed area at 27th Street and French Avenue be zoned to C-l, and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, a public hearing was authorized for April 12, 1965. On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried,.minutes of special meeting of February 17, 1965, special meeting of February 22, 1965, and regularmeeting of February 22, 1965, were next approved. On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, current vouchers and payrolls were next approved,~as~.evidenced by General Fund Florida State MINUTES City Commission, Sanford,. Bank Voucher Nos. 9555 through 9745, General Fund Sanford Atlantic National Bank Voucher Nos. 9425 through 9463, and Water and Sewer Revenue Fund Sanford Atlantic National Bank Voucher Nos. 912 through 925. Request for reconsideration of utility installation cost next presented by Shoe- maker Construction Company, Inc., at Madera Drive construction site; and after further consideration, Commissioner Higginbotham moved that the City provide water and sewer instal- lations to the property line of each individual building site, seconded by Commissioner Raborn and carried. Next, consideration given to utility installation cost at Geneva Terrace construc- tion site, and after discussion, Commissioner Raborn moved to table discussion until further information from the developer was obtained, seconded by Commissioner Higginbotham and carried. On recommendation from Chief of Police, Commissioner Higginbotham moved that the City Attorney prepare an o~dinance prohibiting the parking of truck-trailer units on streets in residential areas, seconded by Commissioner Wilson and carried. Letter next presented from Richards, Nodine, Gilkey & Fite, Attorneys at Law, Clearwater, Florida, requesting the City to forego taking any action on condemnation of Constantine properties, as Constance Constantine would soon be a free agent and would be in a much better position to have the property repaired. After discussion, Commissioner Higginbothammoved to proceed with condemnation as ordered, and the motion died ~Of lack of a second. After further discussion, Commissioner Raborn moved to grant the Constantine condemnation on Certificate No. 64-89, dated June lC, 196~, an extension until the next regular Commission meeting of March 22, 1965, and at which time Argenia and/or Constance Constantine are to present, to the Commission proof of their intent to repair the property, and such proof to be a legal and binding contract with a reputable builder to repair the property to meet City Code specifications, and also proof of financing to the satisfaction of the Commission, and an execution clause be entered on the contract that repairs are to commence by March 22, 1965, and all work to be completed within 30 days of said date. Seconded by Commissioner Wilson and carried over the dissenting vote of Commissioner Higgin- botham. Petition next received requesting two street lights on Elliott Avenue, one at Celery Avenue and one between Celery and Montezuma Avenues; and on recommendation of Chief of Police and City Manager, Commissioner Wilson moved on installation of same, seconded by Commissioner Raborn and carried. On recommendation of City Manager, Commissioner Wilson moved on the installation of two street lights, one at San:Carlos Avenue and Third Street, the Other at San Marcos and Third Street, seconded bY Commissioner Rabornand carried. The City Manager next requested additional office help, due to the additional work load created by the various civic organizations working through his office; and on motion of Commissioner Wilson, seconded by Commissioner Raborn and carried, the City Manager was in- structed to attend City business first. There being no further business, the meeting adjourned.
