March 22, at 8 P.H. 19 65 The City Commission of the City'of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o~'clock P. H. on March 22, 1965. Present: Commissioner A. L. Wilson, Acting Mayor " J.B. Baker " Earl Higginbetham " H.L. Rabo~n, Jr. City Manager W. E. Knowles Police Chief R. G. Williams Absent: Commissioner J. H. Crapps, Mayor City Attorney Wm. C. Hutchison, Jr. City Clerk H. L. Whelchel Deputy Clerk Rosa H. Rotundo The meeting was called to orderby the Chairman. Mary HcHahon, 309 Park Avenue, appeared for'the purpose of complaining about early morning noise caused by a crowing rooster~ and the Chairm~ referred the matter to the Police Chief for disposition. Loomis Leedy, Fiscal Agent for the City of Sanford, next appeared to discuss fi- nancing of the revised lakefront development project, a new fire station a~d equipment, and a recreation building. Hr. Leedy assured the Commission that revenue certificates on a $1,000,O00.00 issue could be secured under the power franchises, using the utility tax reve- nues as added security-to enhance the value of the issue for best possible marketability. The Commission accepted the report from Hr. Leedy as satisfactory and eXpressed their appreciation. Proposal for a community ante~ua television system for'the City of Sanford next submitted by Abe Patlove, representing the Jerrold Corporation, Philadelphia, Pennsylvania. Hack No Cleveland, Jr., Attorney, appeared requestingthe City forestall a~y final decisions as his client, Telrod of Channel 2, Orlando, would like consideration of their ante~ua system. After discussion, Commissioner Higginbotham moved that no action be taken on a~y community a~tenna television system until it can be determined that there is a desire of the residents of the City for such service, seconded by Commissioner Raborn and carried. Fred Van Pelt, 2~31 Princeton Avenue, next appeared requesting the City to relieve him of the monthly sewer service charge, as he is not connected to the City sewer system. The Chairman then advised Mr. Van Pelt that it was impossible to relieve him of the sewer iicharge, as it is incorporated in the bond ordinance that the charge must be collected if the · pr°perry is within 75 feet of the sewer line. ii Hack Cleveland, Jr., reappeared, representing the Armed Forces Committee of Semi- nole County Chamber of Commerce, requesting a donation~from the CitY for a barbecue and tournament at the Mayfair Golf Course; and on motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried, the same was authorized in the amount of $500.00. George White, ll7 Country Club Road, next appeared requesting a franchise to ioperate a bus transportation system, and proposed an operation of 6 routes with 18 buses, buses:.per route, to run every 30 minutes, with a terminal located downtow~ Sanford. The ~Commission requested Hr. White to submit at the next regular meeting of April 12, 1965, more information as to bus schedule, type of buses, a~d capital financing ability. Request next submitted for extension of time on CondemNation Report No. (group 9), at 1403 W. 15th Street, by Virginia Hill; and on motion of Commissioner Raborn, seconded by Commissioner Baker and carried, and extension of 60 days was given, extending to the condemnation of said building, and it was noted that this was a final Hay 22, 1965,
