The City Manager next sUbmitted the following tabulation of bids, which were opened
publicly at 2:00 o'clock P. M. on March 19, 1965, for furnishing one refuse Packer body, one
truck chassis, and one sewer rodding machine, in accordance with the specifications in the
invitation for bids published in the Sanford Herald on March 5, 1965.

After discussion, Commissioner Raborn moved to accept the low bid of Truck Equip-
ment, Inc., for furnishing one refuse packer body at a price of $~,950.00, seconded by
Commissioner Baker and carried.
After discussion, Commissioner Higginbothammoved to accept the bid of White
Motor Company of Orlando on one diesel truck chasis, at a price of $7,~O6.75, seconded by
Commissioner Rabornand carried.
After discussion' Commissioner Baker moved to accept the bid of Southern Pipe &
Tool Co. of Jacksonville on a sewer rodding machine, at a price of $5,500.00, seconded by
Commissioner Higginbotham and carried.
Consideration next given to the Public Hearing scheduled this date, on rezoning
the C-1 (Neighborhood Commercial) area south of 25th Street to 26th Street between Palmetto
Avenue to Laurel Avenue to C-2 (General Commercial), and on motion of Commissioner Raborn,
seconded by Commissioner Higginbotham and carried, the same was re-set to be heard April 12,
1965.
Commissioner Baker next introduced Resolution No. 1008, and after being read in

in full, moved on its passage and adoption. Seconded by Commissioner Higginbotham and
carried. Said Resolution No. 1008 being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA
ESTABLISHING THE POLICY FOR COMPULSORY
RETIREMENT OF ALL CITY EMPLOYEE
PERSONNEL.
WHEREAS, the City Commission has reCently supplemented and implemented a retire-
ment program for the City's non-uniformed employees, as well as supplementing the retirement
programs for its uniformed employees, all at substantial expense to the taxpayers of the
City of Sanford, and
WHEREAS, as a result of the same such retirement programs are now deemed to be
actuarially sound, and
WHEREAS, in order to see that the residents of the City, as well as employees of
the City, receive the maximum benefit from employment, and that the interests of the public
!land the City are best served through its employment program and the incentives provided
'ithereby, it is deemed necessary and desirable to establish a retirement policy for key
employees within the City, and
WHEREAS, the necessity of such policy has been investigated by the City Commission
and competent professional advice sought in respect thereto,
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that the following constitute the retirement policy of the City of Sanford:
1. Employees affected by this retirement policy resolution shall be those
included within the following categories:
a) Department heads.
b) Division superintendents.
(c) Police Department~officers.
(d) Fire Department officers.
2. Retirement age for all employees in the above-named categories shall be the
date such employee reaches his 65th birthday, and such employees shall automatically be
retired on such date, provided, howerver, that employees who have reached their 65th birthday
Iprior to the effective date of this resolution shall be retired 30 days after such effective
~date
3. The date of birth used in determining the age for retirement shall be that
birth date listed upon the personnel records of the City of Sanford as signed by such
employee.
4. Employees desiring to continue work for the City of Sanford after reaching
retirement age may submit a written request for such continued employment to the City
i!Commission.~ Such requests may be considered by the City Commission only for those employees
ilwho have not attained their 70th birthday. If the City Commission deems that it will be in
ithe best interests of the City, such employee and all personnel in the department affected
l!by such employee, the City Commission may approve such request for continued employment,
!provided, however, that such approval shall not extend for a period exceeding one year.
iiRenewal of such request may be made on an amuual basis prior to such employee reaching his
!i70th birthday.
BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of the
City Commission, and that the same become effective immediately upon its passage and adoption.

On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried.
minutes of special meeting of March l, 1965, special meeting of March 3, 1965, and regular
meeting of March 8, 1965, were nex~ approved.
Consideration next given to a quit claim deed pertaining to the alley behind the
property of Jeno Paulucci, 2020 Washington Avenue, further described as the North-South
Easement, Block 8, Bel-Air Subdivision, releasing the land to Jeno Paulucci, reserving the
right of use by any City vehicle for i~gress and egress, also reserving utility easements;
and on motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried, the
City Clerk and Acting Mayor were authorized to sign the deed and deliver it to Mr. Paulucci.
Request next received for a $50.00 transfer from Contingency to the Library for
travel expense for the head librarian to attend a three day short course at Miami, Florida;
and on motion of Commissioner Baker, seconded by Commissioner Raborn, and carried, the same
was authorized.
Request next submitted that the Commission clear up a misunderstanding Harold
Logan, builder of St. Johns Village, has as to his paying of sewer tap fees, as Mr. Logan
now believes that he does not have to pay tap fees, since he paid the $1 200.00 on the
water line. On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and
carried, the City Manager was instructed to advise Harold Logan that he is to pay the sewer
tap fees.
Consideration next given to the working of City prisoners outside the City limits
on the Beamtification Project only, and on motion of Commissioner Baker, seconded by Com-
missioner Higginbotham and carried, the same was authorized.
Bob Shedden, Manager of Southern Bell Telephone Company of Sanford, next appeared
requesting the passage of a resolution requesting the Congress to repeal the federal excise
tax on communication services; and on motion of Commissioner Raborn, seconded by Commissioner
Higginbotham and carried, the City Attorney was authorized to prepare a resolution pertaining
to same.
Consideration next given to the parking of vehicles on downtown First Street;
and after discussion, Commissioner Higginbotham moved that parking from'Park Avenue west to
Oak Avenue be made parallel, with the rest of First Street from Park Avenue east to Sanford
Avenue be made 30 degree angle parking, and the motion died for lack of a second.
Commissioner Higginbotham then moved that parking be the same as mentioned in
original motion, and the City Manager borrow the State Road Department's erasing line machine
to erase the present lines, replacing the blade before returning the machine, and the same
died for lack of a second.
After further discussion of First Street parking, Commissioner Raborn moved that
all parking on First Street be made 30 degree angle parking, including the approval of the
negotiating by the City Manager on the State Road Department erasing machine and blade

replacement, and the motion died for lack of a second.
The Commission then agreed to table the issue until the City Manager could present
the Commission with sketches of various angles of parking.
There being no further business, the meeting adjourned.
