The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on April 12, 1965.

The meeting was called to order by the Chairman.
The first order of business was a Public Hearing to consider zoning to C~.2 ·
Generat Commercial) District the property as proposed and described in the following legal
notice published in the Sanford Herald on March 26, 1965:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA
Notice is hereby given that a Public Hearing will be held at the Commission Room
~ the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on April 12, 1965,
to consider the following changes and amendments to the Zoning Ordinance of the City of
Sanford, Florida:
That property lying at the southwest corner of 27th Street ~and French AvenUe is
proposed to be zoned C-2 (General Commercial) District. Said property being more particu-
larly described as follows:
The east 250 feet of Lots 1, 2, 5 and 4, Amended Plat of Druid Park
All parties in interest and citizens shall have an opportunity to be heard at
said hearing.

The Chairman announced that the Commission would be glad to hear from anyone in
favor of or against the zoning as advertised in the foregoing notice. There being no ob-
jections registered, and after discussion, Commissioner Higginbotham moved that the property
be zoned as advertised, and to authorize the City Attorney to prepare an ordinance per-
taining to same. Seconded by Commissioner Baker and carried.
The next order of business was a Public Hearing to consider rez0ning from R-lA
(One Family Dwelling) District to C-2 (Neighborhood Commercial) District the property as
proposed and described in the following legal notice published in the Sanford Herald on
March 26, 1965:

Commissioner Raborn next introduced Ordinance No. 852, entitled:

Resignation next received from Chief of Police R. G. Williams, to be effective
iOctober l, 1965, and to be relieved from active duty as of April 22, 1965; and Commissioner
Baker moved to accept his resignation with regrets, and that he be relieved of active duty
las of April 22, 1965, with full pay until October l, 1965. Seconded by Commissioner
iHigginbotham and carried.
George Fo White, ll7 Country Club Road, next appeared and requested a bus franchise,
'!and after discussion, Commissioner Higginbotham moved to table, seconded by Commissioner
ilBaker and carried.
Request next submitted f~om Southern Bell Telephone Company for the Commission to
i:ladopt a resolution requesting the federal excise tax be repealed, and on motion of Commis-
~isioner Raborn, seconded by Commissioner Higginbotham and carried over the dissenting vote
iof Commissioner Baker, the City Attorney was authorized to prepare a resolution pertaining
to same.

On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and
carried, the City Attorney was authorized to prepare a resolution commending Captain James O.
Mayo.
Commissioner Higginbotham moved to join the Chamber of Commerce as petitioners in
an appeal to the Utilities Commission for a County wide telephOne service, seconded by
Commissioner Baker and carried.
Consideration next given to the development of the lakefront marina, and Mr. McClure
a member of the Village Board of Casselberry, appeared and offered the help of the board in
any way that they can.
John Burton, A. B. Peterson, Jr., Dr. Vincent Roberts, Dewitt T. Matthews, Jr.,
and John Krider appeared in favor of the marina.
Commissioner Raborn moved to construct the lakefront development project as pre-
sented in the report to the City Commission by the consulting engineers, seconded by
Commissioner Baker and carried.
Request next received from Elmer Brooken, Felton Brooken and Milton Brooken, d/b/a
Union Cab Company, for an additional taxicab license, and after discussion Commissioner
Baker moved to grant the additional licesne, seconded by Commissioner Higginbotham and
carried.
Consideration next given to the annexation of property on Onora Road and Highway
17-92, and after discussion, Commissioner Higginbotham moved to include the Standard Service
Station on the southeast corner of Onora Road and Highway 17-92 in Amended Plat of Druid
Park Subdivision, seconded by Commissioner Baker and carried.
On recommendation of the City Manager, and on motion of Commissioner Higginbotham,
seconded by Commissioner Baker and carried, salary reclassification was authorized as follows:
Helen Kelly From 8-C ($62.92 per week)
To 8-D ($65.85 per week)
Request next received £rom property owners on Grandview Avenue north of 2~th Place,
for the City to pave their street at a cost of $2.17 per front foot to each property owner,
and on motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, the
/?City Manager was authorized to proceed with the paving with the balance of the cost to be
charged to the street fund.
Estimate No. 7, in the amount of $35,554.90, submitted by Lee Construction Company,
for materials on job site and work performed to March 31, 1965, on Contract "D", dated
July 9, 196&, for the construction of Water Plant for the Water Improvement Facilities; and
Final Estimate, in the amount of $1,809.69, submitted by Meridith Corporation, for materials
on job site and work performed, to March 31, 1965, on Contract "A", dated June 12, 196~, for
well construction for the Water Improvement Facilities, as per approval of B. C. Conklin of
i!Clark, Dietz, Painter and Associates, A. Shaw, Resident Engineer, and City Manager. On
¢!imogion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried, payment of
~same was authorized from the Construction Trust Fund of 196~.
On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried,
current vouchers and payrolls were next approved, as evidenced by General Fund Florida State
~:Bank Voucher Nos. 97J!t~ through 9947, General Fund Sanford Atlantic National Bank Voucher Nos.
~:9~6~ through 9503, and Water and Sewer Revenue Fund Sanford Atlantic National Bank Voucher

On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried,
minutes of regular meeting of March 22, 1965, were next approved.
Consideration next given to Condemnation Certificate No. 64-89, dated June 10, 1964,
covering property located at 212 West 4th Street, owned by Argenia Constantine, and Commis-
sioner Higginbotham moved that due to noncompliance with agreement made at special meeting
of March l, 1965, to notify her that the building will be demolished in ten days. Seconded
by Commissioner Raborn and carried.
Consideration next given to nonconforming use of a beauty shop as a home occupation,
~loperated by Betty Ann Howard~at 2201 South Park Avenue, and after discussion, Commissioner
Baker moved to authorize the City Clerk to notify her that a public hearing would be held
April 26, 1965, to consider revoking her license, No. 265, issued September 22, 196~.
Seconded by Commissioner Raborn and carried.
Consideration next given to a complaint from J. E. Terwilleger, Jr., 2519 Hiawatha
Avenue, that a Mrs. Anthony Palcido, 515 Celery Avenue, had struck his son with a chain for
riding a bicycle on the sidewalk; and after considerable discussion, Commissioner Higginbotham
moved to authorize the Police Chief to notify her not to strike any child with a chain again.
Seconded by Commissioner Baker and carried.
Consideration next given to advertising for bids for an air conditioner at the
fire station on Palmetto Avenue, and after discussion, Commissioner..Higginbotham moved to
table, seconded by Commissioner Raborn and carried.
Consideration next given to slurry sealing some streets and parking lots, and
Commissioner Baker moved to authorize the same in the amount of $16,617.00, seconded by
Commissioner Higginbotham and carried.
Consideration next given to Seminole County's water control and conservation bill,
which was sent to the Legislature for passage, and after discussion, Commissioner Baker
moved to authorize the City Attorney to prepare a resolution objecting to the bill, seconded
by Commissioner Raborn and carried.
Consideration next given to the split of profits from the insurance sold to the
City, and after discussion, Commissioner Raborn moved to split the profits between the in-
surance agencies with a City license and who own taxable property in the City limits,
seconded by Commissioner Higginbotham and carried.
Commissioner Baker moved that the City consider becoming self insured except for
liability insurance, seconded by Commissioner Raborn and carried.
Request.next received to rezone Lot ~5, J. E. Pace's Subdivision of Block C,
Mellonville, from R-2 (One and Two Family) District to R-3 (Multiple Family) District, and
after discussion, Commissioner Baker moved to authorize a Public Hearing for Nay 10, 1965,
seconded by Commissioner Raborn and carried.
Request next received for a street light at Sth Street and Cedar Avenue, and after
discussion, Commissioner Baker moved to authorize the same. Seconded by Commissioner
Higginbotham and carried.
William C. Hutchison, Jr., City Attorney, next reported that the Home Insurance
Company requested a release on bond for Henry Tamm, Jr., and on motion of Commissioner
Raborn, seconded by Commissioner Baker and carried, the City Attorney was authorized to

write a letter releasing the bond.
On motion of Commissioner Baker, seconded by Commissioner Higginbotham and
