The City Commission of the City of Sanford, Florida, met in adjourned regular
session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on April 19,
1965.

The meeting was called ot order by the Chairman.
A letter was presented to the Chairman by Mr. and Mrs. Kirschstein, the letter
being from Dr. Ernst Holzmann, Mayor of Darnstadt, Germany, who expressed his greetings to
the Mayor and municipality of Sanford.
Horace Paul, Secretary of Branch 127 of the Fleet Reserve, next appeared to discuss
their request for a liquor license for the Fleet Reserve at 219 Seminole Boulevard. After
discussion, it was decided by the Commission to table the request until the meeting of
May 10, 1965.
Estimate No. 7, in the amount of $1~,277.26, next submitted by the Crom Corporation,
for materials on job site and work performed to April 14, 1965, on Contract "B", dated July 1,i
1964, for prestressed concrete tanks for construction of Water Treatment Facilities; and on
motion of Commissioner Baker, seconded by Commissioner Raborn and carried, payment of same
was authorized from the Construction Trust Fund of 1964, on approval of consulting engineers,
Clark, Diet,z, Painter and Associates, the City Engineer, and the City Manager.
On motion of Commissioner Baker, seconded by Commissioner Raborn and carried,
salary reclassification of Patrolman Carl Dodson was denied.
Commissioner Higginbotham next introduced Resolution No;-1009, a~d after being
read in full, moved on its passage and adoption. Seconded by Commissioner Raborn and carried
by the unanimous vote of the Commission.

OF THE CITY OF SANFORD, FLORIDA
COMMENDING CAPTAIN JAMES OTIS MAYO,
USN, COMMANDER RECONNAISSANCE
ATTACK WING ONE.
WHEREAS, CAPTAIN JAMES OTIS MAYO has, since June 20, 1963, bee~ stationed at the
Naval Air Station, Sanford, Florida, and in command of Reconnaissance Attack Wing One of the
United States Navy, during which period he inspired unparalleled accomplishments in the Wing'sl
preparedness and safety, being directly responsible for the successful introduction of the
RA-SC Vigilante Weapons System into fleet operations despite unforeseen major problems, and
in addition thereto, constantly demonstrated his dedicated leadership and .interest in all
affairs involving Navy operations in Sanford, and
WHEREAS, CAPTAIN MAYO, during his period of service in Sanford, Florida, through
his qualities of character, personality and leadership has developed a civilian military
relationship in this community which is a model worthy of emulation by every military
facility, and
WHEREAS, CAPTAIN MAYO has personally played a vital role in this community, having

served as a member of the Mayor's Bi-Racial Committee; a vice president of the Seminole
County Chamber of Commerce; an honorary member of the Sanford Rotary Club, Sanford Kiwanis
Club and Sanford City Commission; was designated Man of the Week by the Orlando Sentinel
Newspaper; and most important, through his foresight, perseverance and persuasion played a
major role in insuring the continued operation of NAS Sanford, and
WHEREAS, as the result of such efforts of CApTAIN MAYO, national and international
recognition has been given not only to the City of Sanford, but to Reconnaissance Attack Wing
One and Naval Air Station, Sanford, and
WEEREAS, CAPTAIN MAYO will soon be transferred from Naval Air Station, Sanford, to
other and more important duties with the United States Navy, and it is the feeling of the
!City Commission of the City of Sanford, Florida, that such transfer will affect all of the
people of this City and it is the desire of the City Commission to make known to the people
of Sanford and the personnel of the Navy his outstanding record of contribution and
accomplishment,
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida
that CAPTAIN JAMES OTIS MAYO be and he is hereby commended for his outsbanding service and
contribution, and that there be expressed herewith the sincere appreciation of the City
Commission and the people of this City efforts, and that by these presents he receive a
token of our best wishes for the future and an early return.
BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the
City Commission and copies thereof delivered to CAPTAIN MAYO, the Navy Department, and the
press.

full, moved on its passage and adoption. Seconded by Commissioner Raborn and carried.
Said Resolution No. lOlO being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION
OF TEE CITY OF SANFORD, FLORIDA,
URGING THE REMOVAL OF FEDERAL
EXCISE TAX ON COMMUNICATIONS SERVICE.
WHEREAS, a ferderal excise tax was imposed on the users of local and long distance
telephone communication services during World War II as a measure to discourage the non-
essential use of such services and produce additional revenues during a time of national
emergency, and
WHEREAS, this tax has been continued ~for a period of more than two decades follow-
ing the termination of the emergency, long after the stated purposes for its imposition no
longer exist, and
WHEREAS, the continuation of this tax amounts to discrimination against telephone
users in that it is the only common household utility so taxed, and
~i::iEREAS, the conditions of daily life have now caused the use of telephone service
to be a necessity in the transaction of urgent business and the obtaining of emergency

medical, police, fire protection, and similar services, and can under no circumstances be
considered a luxury service, and
WHEREAS, telephone users have with just cause constantly and insistently demanded
the repeal of this tax as unjust and discriminatory,
NOW, THEREFORE, BE IT RESOLVED by the City Commission of Sanford, Florida, that
it strongly urges the Congress of the United States to repeal the federal excise tax on
communication services.
BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the
City Commission and copies thereof delivered to our United States Congressmen and the press.

On motion of Commissioner Raborn, seconded by Commissioner Baker and carried,
Ordinance No. 855 was next placed on its first reading and read in full.. Said Ordinance
No. 855, entitled:

Recommendation next submitted by the Zoning and Planning Commission to rezone from
M-1 (Light Industrial) District to C-1 (Neighborhood Commercial) District the following
described property:
Lots l, 2,'3, ~ and 5, Block 15, Tier 9
E. R. Trafford's Map of Sanford
After discussion, Commissioner Baker moved t° authorize a Public Hearing to be
held on May 10, 1965, to consider same. Seconded by Commissioner Higginbotham and carried.
Next order of business was the appointment of a member to the Zoning and Planning
Commission, and after discussion, Commissioner Higginbotham moved to table the appointment;:
until a later date, seconded by Commissioner Baker and carried.
Consideration next given to the appointments to Board of Adjustments and Appeals,
and on motion of Commissioner Raborn, seconded by Commissioner Baker and carried, Mr. E. C.
Harper, Sr., and Mr. Frank Ashdown were appointed, both to serve four year terms expiring
May 9, 1969.
Letter next submitted from M. E. Baker, Jr., 404 East 24th Place, requesting that
his name be withdrawn from petition on the paving of Grandview Avenue, north of East 2~th
Place. After diScussion, Commissioner Higginbotham moved to table the paving program in
that area until the group affected could come to an agreement, seconded by Commissioner
Raborn and carried.
The Chairman next read a letter of resignation submitted by S. M. RiChard,
Superintendent of Public Works, effective October l, 1965, and requesting inactive status
as of April 22, 1965. Commissioner Higginbotham moved to accept this resignation with
regret, and authorized a supplemental retirement fund of $100.00 per month be paid to S.

Letter of resignation next received from Fire Chief Mack N. Cleveland, Sr., re-
tuesting that he be permitted to retire from active duty as of May 16, 1965, being placed
~n inactive duty until he formally retires October~l, 1965. Commissioner Higginbotham moved
to accept Chief Cleveland's resignation as requested with regret, seconded by Commissioner
Baker and carried.
Statement for soundings of Lake Monroe bottom by Manrice H. Connell and Associates,
in the amount of $1,030.02, was next submitted for approval, and on motion of Commissioner
Baker, seconded by Commissioner Raborn and carried, same was authorized for payment.
Consideration next given to the nonuse of taxicabs which have City licenses, and
~ion motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, the City
iplerk was authorized to give notice to the cab owners that it is the intention of the
~ommmssmon to revoke the City license of the following taxicabs:
License' No. 733, Hezekiah Herbert Hurston
License No. 828, George Cambridge
License No. 936, Daniel Webster Calhoun
and that a Public Hearing be set for April 26, 1965, for those in disagreement to show just
cause why the license should not be revoked.
Request next submitted for travel expenses from Orlando to Tallahassee, Florida,
,via Eastern Airlines, in the amount of $133.56, for Thomas McDonald, Andrew Carraway and
~illiam Hutchison, who will lobby for lakefront development property acquisition bill.
iCommissioner Raborn moved the travel expense be authorized, seconded by Commissioner
~igginbotham and carried.
Consideration next given, to~_~he parking on..Firs.t_ S.tr. ee~.i~ .the
.Commissioner Raborn moved to authorize the City Manager to borrow the stripe eraser from the
State Road Department with the understanding that we would replace the blade upon returning
ilit, seconded by Commissioner Higginbotham and carried.
Commissioner Higginbotham next moved to amend the previous motion to read all of
First Street to be changed to parallel parking, seconded by Commissioner Baker, and the vote
tied with the dissenting votes of Commissioner Raborn and Commissioner Wilson.
Commissioner next moved to instruct the Acting Chief of Police to enforce the
lltwo hour parking limit without favor to anyone, seconded by Commissioner Baker and carried.
There being no further business, the meeting adjourned.
