The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on April 26, 1965.

The meeting was called to order by the Chairman.
The first order of business was a Public Hearing to consider revocation of License
No. 265, issued to Betty Ann Howard, d/b/a Betty Ann's Hair Styling Salon, at 2201 Park
Avenue.
The Chairman announced that the Commission would be glad to hear from anyone in
favor of or against the revocation of the above mentioned license.
Kenneth W. McIntosh, attorney for Mrs. Howard, next appeared and requested that
action be tabled for 90 days for Mrs. Howard to relocate her family at 2201 Park Avenue,
or to find another location for the beauty salon; and he further stated that she would make
off-street parking in the rear of the property at 2201 Park Avenue.
After consideration, Commissioner Baker moved to extend the license for 90 dads,
and that she comply with the regulations by this time, seconded by Commissioner Higginbotham
~nd carried.
The next order of business was a Public Hearing to consider revocation of taxicab
License No. 828, issued to George Cambridge, d/b/a Midway Taxi.
The Chairman announced that the Commission would be glad to hear from anyone in
favor of or against the revocation of the above mentioned license.
George Cambridge appeared and stated that he had radio service in the cab and tele-
phone service at home, and would keep the cab operating every day in the week except Sunday.
After consideration, Commissioner Higginbotham moved that he be allowed to keep
the taxi license, seconded by Commissioner Raborn and carried.
The next order of business was a Public Hearing to consider revocation of taxicab
licnese No. 936, issued to Daniel Webster Calhoun~
The Chairman announced that the Commission would be glad to hear from anyone in
favor of or against the revocation of the above mentioned license.
Daniel Calhoun appeared and stated that the cab was not in use at present because
it was being repaired.
After consideration, Commissioner Baker moved to table until meeting of May 24,
1965, to see if he can meet the taxicab specifications that are being prepared, seconded
by Commissioner Higginbotham and carried.
The next order of business was a Public Hearing to consider revocation of taxicab
license No. 733, issued to H. H. Hurston, d/b/a Mohawk Cab.
The Chairman announced that the Commission would be glad to-hear from anyone in
favor of or against the revocation of the above mentioned license.

After consideration, Commissioner Raborn moved to table until May 24, 1965,
seconded by Commissioner Baker and carried.
Commissioner Higginbotham moved to table discussion of taxicabs until meeting of
Hay 24, 1965, at whk6h time taxicab specifiCations will be ready, seconded by Commissioner
Raborn and carried.
On motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried,
G. D. Bishep, Jr., was appointed as a member of the Zoning and Planning Commission to fill
the vacancy created by the resignation of C.'W. Johnson.
MMrs. Argenia Constantine next appeared and requested an extension of time on
Condemnation Certificate No. ~4-89, dated June 10, 196~, and after consideration, Commissioner
Raborn moved on an extension until Hay 10, 1965, seconded by Commissioner Baker and carried
over the dissenting vote of Commissioner Higginbotham, Commissioner Higginbotham fUrther
stated that he was opposed because he could not see the people throwing their money away.
Lemuel T. Brown, 2017. Jefferson Avenue, and Richard MMapes, 2020 Adams Avenue, next
appeared objecting to the closing of the east-west alley in Block 9, Bel-Air, abutting Lots
ll, 12, 24, 25 and 26.
Commissioner Baker stated that Robert B. Axt, who owns Lots 25 and 26, Block 9,
Bel-Air,. abutting the alley, had called him to object to the alley being closed.
After discussion, Commissioner Raborn moved to refer same to the City Attorney
for consultation, seconded by Commissioner Baker and carried.

placed on its first reading and read in full at regular meeting of April 12, 1965, was next
placed on its final passage and adoption. After being read in full, the roll was called

Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, had passed and adopted said Ordinance No. 852, entitled:

Consideration next given to the delinquent personal property taxes since 1951, and
after discussion, Commissioner Raborn moved to notify delinquent taxpayers and to collect
all prior years personal property taxes, and collect interest not to exceed five years on
any one year's tax. Seconded by Commissioner Baker and carried.
On motion of Commissioner Baker, seconded by Commissioner Raborn and carried,
minutes of regular meeting of April 12, 1965, special meeting of April l&, 1965, and regular
adjourned meeting of April 19, 1965, were next approved.
Acting Chief of Police A. S. Williams, next requested that the first parking stall
at the corner of First Street and Park Avenue, in front of Sanford Atlantic National Bank,
and the first stall on the east side of Touchton's, at the corner of First Street and
Magnolia Avenue, be eliminated; and after consideration, Commissioner Higginbotham moved
that same be eliminated. Seconded by Commissioner Baker and carried.
Request next received from the City Manager for authorization to purchase asphalt
for West 15th Street, and on motion Of Commissioner Baker, seconded by Commissioner Higgin-
botham and carried, same was granted.
The City Attorney next requested permission to advertise for a grant of fee simple
title to the Internal Improvement Fund for the lake bottom to build the marina, and on motion
of Commissioner Higginbotham, seconded by Commissioner Raborn and carried, same was granted.
Request next received from the Masonic Lodge for an extension of time on the notice
to clean up Block 50, Mellonville Subdivision, and on motion of Commissioner Higginbotham,
seconded by Commissioner Baker and carried, an extension was granted for the month of May,1965!i.
Letter of appreciation was next received from John F. "Jack" Bolt, Chairman of the
Beautification Committee, and Commissioner Baker moved to write him a letter commending him
for his services , seconded by Commissioner Higginbotham and carried.
There being no further business, the meeting adjourned.
