The City Commission of the City of Sanford, Florida, met in regular session at the
3ity Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on May 10, 1965.

The meeting was called to order by the Chairman.
The first order of business was a Public Hearing to consider the rezoning from R-2
lo R-3, property as proposed and described in the following legal notice, published in the
~anford Herald on April 23, 1965.
NOTICE OF PUBLIC HEARING OFiiPR~POSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the Commission Room
kn the City Hall in the City of Sanford,.Florida, at 8:00 o'clock P. M. on May 10, 1965, to
consider the following changes and amendments to the Zoning Ordinance of the City of
Sanford, Florida:
.That property zoned in District R-2 (Two Family Dwelling) located between Bay
Avenue and Willow Avenue, south of East ~th Street extending south at a~ distance of 138 feet
i~o the east-west Alley, is proposed to be changed to R-3 (Multiple Family Dwelling) District.
Baid property being more particularly described as follows:
Lot 43, J. E. Pace's Subdivision of Block C,
Mellonville
All parties in interest and citizens shall have an opportunity tobe heard at
said hearing.

The Chairman announced that the Commission would be glad to hear from anyone in
favor of or against the rezoning as advertised in the foregoing notice. There being no ob-
,jections registered, and after discussion, Commissioner Raborn moved that the property be
rezoned as advertised, and to authorize the City Attorney to prepare an ordinance pertaining
[to same. Seconded by Commissioner Higginbotham and carried.
Next, a Public Hearing to consider the rezoning from M-1 (Industrial) District to
lO-1 (Retail Commercial) District, property as proposed and described in the following legal
notice, published in the Ssm_ford Herald on April 23, 1965.

of the block on the west side of French Avenue between llth and 12th Streets, is proposed
to be changed to C-1 (Neighborhood Commercial) District. Said property being more particu-
larly described as follows:

Request ~next received from Charlie Hampton, MidwaY, for a taxicab license; and
after donsideration, Commissioner Higginbotham moved to deny the request, seconded by
Commissioner Baker and carried.
Request next received from Willie Thomas Free, Apopka, Florida, for a waiver of
fee on produce peddler's license; and after discussion, Commissioner Baker moved that the
request be denied, seconded by Commissioner Higginbotham and carried.
Next received was a request from Dr. A. W. Epps, Jr., 125 N. Summerlin Avenue,
for the removal of a monument at Second Street and Mellonville Avenue, as it constitutes a
traffic hazard. A£ter considerable discussion and deliberation, Commissioner Higginbotham
moved that the request be denied, seconded by Commissioner Baker and carried. Commissioner
Raborn then suggested that the Police Chief survey the area, and, if necessary, move the
stop sign and street line back to a point that would eliminate any hazard which now exists.
Consideration next given to the appointment of an Acting Fire Chief upon the
retirement and inactive service status of Chief Mack N. Cleveland. Commissioner Higginbotham
moved that Assistant Chief R. T. Thomas be appointed Acting Fire Chief, effective Hay 16,
1965, seconded by Commissioner Baker and carried unanimously.
Consideration next given to the appointments to fill vacancies on Housing Auth-
ority, commencing May 20, 1965, for four year terms. After discussion, Commissioner Baker
moved to table these appointments until a later date, seconded by Commissioner Higginbotham
and carried.
Estimate No. 8, in the amount of $23,822.55, submitted by Lee Construction Company
of Sanford, for materials on job site and work performed to April 50, 1965, on Contract "D",
dated July 9, 196~, for construction?of Water Plant of Water Treatment Facilities, as per
approval of B. C. Conklin of Clark, Dietz, Painter and Associates, A. Shaw, Resident Engi-
neer, and City Manager. On motion of Commissioner Baker, seconded by CommiSsioner Higgin-
botham and carried, payment of same was authorized from the Construction Trust Fund of 196~.
Next discussed was the non-payment of County Taxes on the Golf Course, leased to
the New York Giants organization. Commissioner Higginbotham moved that the lease requirement

of written notice be complied with, seconded by Commissioner Raborn and carried.
Statement No. 10, in the amount of $3,16~.82, submitted by Clark,Dietz, Painter
and Associates, covering general supervision of construction of water system on work com-
pleted to April 27, 1965; and on recommendation of City Manager, and on motion of Commissionem
Baker, seconded by Commissioner Raborn and carried, payment of same was authorized from the
Construction Trust Fund of 1964.
Summary ~tatement of final charges, in the amount of $1,889.73, submitted by
Clark, Dietz, Painter and Associates, covering engineering services in connection with
Sewage Treatment Plant; and on recommendation of City Manager, and on motion of Commissioner
Baker, seconded by Commissioner Raborn and carried, payment of same was authorized from the
COnstruction Trust Fund of 1962.
Request for a street light to be installed on Grove Drive in Prayer Homes section
next submitted, and after discussion, Commissioner Baker moved on approval, seconded by
Commissioner Higginbotham and carried.
Commissioner Baker moved to authorize a transfer within the Recreation and Parks
Department accounts, of $637.00 from No. 4170, Maintenance and Repairs - Stadium, to Account
No. 4126, Equipment - General, seconded by Commissioner Higginbotham and carried.
On motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried,
current vouchers and payrolls were next approved, as evidenced by General Fund Florida State
Bank Vouchers No. 9948 through lO,150, General~Fund Sanford Atlantic National Bank Vouchers
No. 9504 through 9557, and Water and Sewer Revenue Fund Sanford Atlantic National Bank
Vouchers No. 927 through 951.
On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried,
the minutes of regular meeting of April 26, 1965, were next approved.
Consideration next given to principal and interest due on parking lot on northwest
corner of First Street and Park Avenue, and after discussion, Commissioner Higginbotham
moved to notify realtors that the property is for sale, and for them to submit proposals,
seconded by Commissioner Baker and carried.
Commissioner Baker moved to lease four parking lot stalls at the First Street and
Park Avenue parking lot to Southward Realty, for a price of $90.00 per lot per year,
seconded by Commissioner Higginbotham and carried over the dissenting vote of Commissioner
Raborn.
Consideration next given to the proposed amendment of Article VIII of the Consti-
tution of the State of Florida, as to exemption of industrial plants in seminole County,
and after discussion, Commissioner Higginbotham moved that the Commission not endorse the
bill, as it was too broad a coverage, seconded by Commissioner Raborn and carried.
Consideration next given to the progress of repairs to condemned Constantine
property at 212 West Fourth Street, and it was brought to the attention of the Commission
that all the necessary permits have not been obtained, and no work had been done to this
date. On motion of Commissioner Higgi~botham, seconded by Commissioner Baker and carried,
the City Manager was instructed to notify the property owner(s) to comply with the building
code as to condemned property immediately, 'or the City would proceed with the destruction
of the building.
Request next submitted through Police Chief to return the parking meters at First

Street in downtown area for four hour parking, and on motion of Commissioner Raborn,
seconded by Commissioner Bakerand carried~ the same was denied.
Consideration next given to Municipal Judge Mize's recommendation of the sentences
of Robert Jefferson, Court Docket No. 70937, to be amended to allow his release, due to
family hardship. Commissioner Baker moved to allow the amendment, seconded by Commissioner
Rabornand carried.
On recommendation of the City Manager, and on motion of Commissioner Higginbotham,
seconded by Commissioner Baker and carried, salary reclassification was authorized as
follows:
S. M. RiChard, Jr. From 30-C ($110.~O per week) To 30-D ($11~.65 per week)
Consideration next given to the possible purchase of Sunland water system. Com-
missioner Higginbotham moved to offer $60,000.00, payable over a six year period without
interest, seconded by Commissioner Raborn and carried. Commissioner Higginbotham then
moved on a property swap, to offer First Street and Park Avenue parking lot for the water
system in an even trade, seconded by Commissioner Baker and carried.
Next the City Manager informed the commission of the lack of co-operation the
City was having on the 25th Street project with the Southern Bell Telephone Company.
Commissioner Baker moved to authorize the City Manager to write a letter to the Atlanta
Office, informing them of the attitude of their personnel, seconded by Commissioner Raborn
and carried.
Consideration next given to the deplorable condition of the Trailway and Greyhound
Bus Terminals, and on motion of Commissioner Raborn, seconded by Commissioner Baker and
carried, the City Manager was authorized to write a letter to both bus terminals, requesting
them to fix up and make their stations presentable.
Request next received from City Manager to attend the City Managers Association
meeting in Montreal, Canada, while on vacation, September 19 through 23, 1965; and on
motion of Commissioner Baker, seconded by Commissioner Raborn and carried, same was
authorized.
Consideration next given to the minutes of March 22, 1965, regular meeting of the
Commission, whereas the Mayor and City Clerk were authorized to sign a deed conveying an
alley behind the property of Jeno Paulucci, 2020 Washington Avenue, further described as
the North-South Easement, Block 8, Bel-Air Subdivision. Commissioner Higginbotham moved
to change the legal description in the minutes to read the same as the deed, to wit: East-
West Alley, Block 9, Bel-Air Subdivision; as it was the intent of the Commission to convey
the latter property, seconded by Commissioner Baker and carried.
There being no further business, the meeting adjourned.
