M. 19 6.5 The City Commission of the City of Sanford, Florida, met in regular adjourned session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on June 1965. Present: Commissioner M. L. Raborn, Jr., Acting Mayor " Joe B. Baker " Earl Higginbotham " A.L. Wilson City Manager W. E. Enowles City Clerk H. L. Whelchel Deputy Clerk Rosa M. Rotundo Acting Police Chief A. S. Williams Absent: Commissioner J. H. Crapps, Mayor City Attorney Wm C. Hutchison, Jr. The meeting was called to order by the Chairman. Chief Mack N. Cleveland, Sr., next appeared and the Commission commended him for his 4~ years and ll months active service with the City and expressed their appreciation for his many years of service. Consideration next given to redemption of Tax Certificate No. 269, Seminole County Tax Sale of May 28, 196~, on Lot l, Block G, Woodmere Park Second Replat; the tax assessment was made January l, 1963, prior to the transfer of the property to the City of Sanford; and after discussion Commissioner Baker moved to authorize the payment of taxes, interest and cost, in the amount of $51.95. Seconded by Commissioner Wilson and carried. Request next received from Mrs. Annie B. Shannon, 2900 French Drive, for annexation of her property contiguous to South Pinecrest, and after discussion, Commissioner Higgin- botham moved to approve this area for annexation, seconded by Commissioner Baker and carried. Request next received from the Fleet Reserve for a liquor license at City owned building on the lakefront, and after discussion, Commissioner Baker moved to table, seconded by Commissioner Higginbotham and carried. Request next received from A. K. Shoemaker, Jr., to close and vacate the east-west alley in Block H, First Street Extension, and after considerable discussion, Commissioner Higginbotham moved to authorize a Public Hearing on June 28, 1965, to consider closing, vacating and abandoning the above mentioned alley. Seconded by Commissioner Baker and carried. Consideration next given to combining Personal Property taxes with City Licenses and with Real Estate taxes, and after discussion, Commissioner Baker moved to authorize the City Attorney to prepare Ordinances pertaining to same. Seconded by Commissioner Higgin- botham and carried. Ezekiel Dixon, 1908 West 13th Street, next appeared and complained about the noise and moral behavior of teenagers at the West Side Snack Bar, 'owned by George Sikes; and after discussion, Commissioner Baker moved to authorize the City Clerk to notify George Sikes that a Public Hearing would be held June l~, 1965, to consider revoking license No. 827, trans- !ferred May 19, 1965. Seconded by Commissioner Wilson and carried. Request next received from Walter Gielow, Editor and Publisher of the Sanford Herald, for a $50.00 donation to help cover the cost of $1,200.00 for the color rendering of ~he Lake front Marina published in the paper, and after .discussion, Commissioner Higginbotham moved to authorize the same to be paid to the Seminole County Chamber of Commerce. Fitzpatrick to the Sanford Housing Authority Commission for a four year term be- ginning May 20, 1965, and expiring May 20, 1969. Seconded by Commissioner Higginbotham and carried. Commissioner Higginbotham next introduced Ordinance No. 854, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 771 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT TRANSFERRING CERTAIN TERRITORY FROM M-1 (LIGHT INDUSTRIAL) DISTRICT TO C-1 (NEIGHBORHOOD COMMERCIAL) DISTRICT. and same was placed on its first reading and read in full. Commissioner Wilson next introduced Ordinance No. 855, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 771 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT TRANSFE.RRING CERTAIN TERRITORY FROM R-2 (TWO FAMILY DWELLING) DISTRICT TO R-3 (MULTIPLE FAMILY D'WELLING) DISTRICT. and same was placed on its first reading and read in full. Final estimate in the amount of $6,356.86 was submitted by Cambron Construction Company, Inc., for materials on job site and work completed on Contract "C", dated June 29, 1964, for Main Transmission Lines for the Water Improvement Facilities, as per approval of B. C. Conklin of Clark, Dietz, Painter and Associates, Albert Shaw, Resident Engineer, and City Manager; and on motion of Commissioner Wilson, seconded by Commissioner Baker and carried, payment of same was authorized from the Construction Trust Fund of 1964. On motion of Commissioner Wilson, seconded by Commissioner Baker and carried, a transfer of up to $10,000.00 from Renewal and Replacement Fund to Construction Trust Fund of 1964, was authorized for completion of the Water Improvement Program. Request next received from Frank Bines to borrow $103.00 and to repay the loan Higginbotham, seconded by Commissioner at $20.00 per week, and on motion of Commissioner/Baker and carried, same was authorized. A. K. Shoemaker, Jr., owner of Shoemaker Construction Company, next appeared and stated that he was going to build 2 two-story apartment buildings with forty-eight units with an initial investment of $340,000.00 and an ultimate investment of $450,000.00 on East First Street between Locust Avenue and Chapman Avenue. He requested that the City pave Locust Avenue and Chapman Avenue, and after consideration, he was referred to the City Manager for price and discussion. Statement in the amount of $1,117.15 for partial billing for rental of seven signs on I-4 advertising Sanford, was presented by Seminole County Chamber of Commerce, and on motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, same was approved for payment. Request next received from Mr. Martin Anderson for consideration for a CATV fran- chise, and after discussion, Commissioner Higginbotham movedto notify him that the City is not interested at this time. Seconded by Commissioner Baker and carried. Request next received from Whataburger, 2545 French Avenue, for the City to pave Bayard Street abutting their property, they stated that they would pay one-third of the cost and the orooert~ owneron the other side of the street would pay one-third, and after 85 MINUTES City' Commission, Sanford, Florida June 3.at 8 P. M. 1965 discussion, Commissioner Baker moved to accept their money and to pave one-half the block. Seconded by Commissioner Higginbotham and carried. On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, the following transfers were authorized: $30.00 From Engineering Travel for subscription to National Fire Protection To Engineering Dues and Subscriptions $100.00 From Parks Stadium Account To Parks Equipment General Account Request next received for utilities at Sanford Mobile Park, Inc., at 3515 South Orlando Drive, and after discussion, Commissioner Wilson moved to reaffirm them that the City will furnish the utilities if he will get the annexation petitions signed by the prop- erty owners between him and the City limits. Seconded by Commissioner Baker and carried. On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, ~utes of regular meetings of May lO, 1965, and May 24~ 1965, were approved. Consideration next given to the relocation of poles for traffic lights on Twenty- fifth Street, and after discussion, Commissioner Higginbotham moved to authorize the instal- lation of concrete poles, seconded by Commissioner Baker and carried. Request next received from Oscar Gunn, Box 324, Lake Monroe, Florida, for a taxi- icab license, and after discussion, Commissioner Higginbotham moved that the request be denied, seconded by Commissioner Baker and carried. On recommendation of the City Manager, and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, salary reclassification was authorized as follows Willie Lee Robins6n From To Roosevelt Robinson From To 3-D ($5z~.35 per week) 3-E ($55.94 per week) 3-D ($54.35 per week) 3-E ($55.95 per week) Request next received from James Lee for utilities to another party's property out- ~side City Limits, and after discussion, Commissioner Higginbotham moved to let ~m connect if it is contiguous to his property on Narcissus Avenue. Seconded by Commissioner Baker and carried. Request next received from Mrs. L. B. Place for a beer and wine license for con- sumption on premises at Twentieth Street and Hardy Avenue, and after discussion, and on motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried over the dissenting vote of Commissioner Wilson, same was reapproved. After discussion, Commissioner Higginbotham moved to pay $20.00 per month each to the five officers in charge of the City owned police dogs, and $20.00 per month each to W. H. Harriett and Thos A. Deppen for care and food for dogs used in Police work. Seconded by ~iiCo~missioner Wilson and carried. Consideration next given to watering streets in the Pinehurst Park area, and extra police protection, and on motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, these services were authorized to be discontinued. Consideration next given to financing of $6,571.75 on refuse packer, and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, the Mayor and ~ity Clerk were authorized to negotiate a loan for same.
