061465-Regular Session MINUTE'S City Commission, Sanford, Florida June 14 at 8 P. M. 19 65 The City Commission of the City Of:Sanf0rd, Florida, met in regualr session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on June l~, 1965. Present: Commissioner M. Rotundo Acting Police Chief A. S. Williams Absent: Commissioner J. H. Crapps, Mayor Police Chief R. G. Williams The meeting was called to order by the Chairman. The first order of business was a Public Hearing to consider the revocation of occupational license Number 827, issued to George Sykes at the West Side Snack Bar, located at West Thirteenth Street and Persimmon Avenue. George Sykes appeared stating that the name of the place was now the Coffee Pot, and that he was trying to run a nice quiet business, and did not intend to offend the neighbors. After consideration, Commissioner Higginbotham moved to permit the business to retain the license, seconded by Commissioner Baker and carried. Commissioner Baker then moved the owner be instructed to properly light the patio, and keep the music turned down in volume so as not to create a disturbance. Seconded by Commissioner Wilson and carried. Request next received from Horace Paul, President of the Fleet Reserve Corporation, a nonprofit organization, for a liquor license, as the State Legislature had passed-a bill authorizing the club to have a license. After consideration, Commissioner Baker moved that said club be issued a liquor license, seconded by Commissioner Higginbotham and carried over the dissenting vote of Commissioner Wilson. Consideration next given to City of Sanford board appointments of the Electrical Board and the Plumbing Board, and on motion of Commissioner Higginbotham, seconded by Com- missioner Baker and carried, the following appointments were approved: Reappointments to Electical Board: Roy Burns 2 year term to expire January l, 1967 C. L. Hopkins 2 year term to expire January l, 1967 Reappointments to Plumbing Board: Leroy Groover R. L. Harvey William Halback Harry Lee, Jr. 2 year term to expire January 1, 1967 2 year term to expire January 1, 1967 1 year term to expire January 1, 1966 1 year term to expire January 1, 1966 Consideration next given to a vacancy created on the Civil Service Board by Mr. Harry Lee's expiring term, as Mr. Lee has requeste~d that he not be reappointed. Commis- sioner Baker moved that Dr. John Darby be appointed for a period of 2 years, the term to expire June 30, 1967, to commence upon the date of Mr. Lee's expiration June 30, 1965. Seconded by Commissioner Higginbotham and carried. Consideration next given to the paving of Locust and Chapman Avenues between First and Second Streets, and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, same was tabled for further study. Request next received from Willie Hunt of Hunt Lincoln-Mercury Company to place a portable used car lot office on the back end of vacant City lot beside the Library, stating that he will vacate upon request. Jim Hunt of Hunt Construction Company next appeared requesting assistance from the City in the'installation of a six-inch water line at his Mayfair First Addition subdivision. After discussion, Commissioner Higginbotham moved to provide the labor for laying the pipe only, and all other cost be borne by the developer, seconded by Commissioner Wilson and carried over the dissenting vote of Commissioner Baker. Ordinance No. 855, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 771 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT TRANSFERRING CERTAIN TERRITORY FROM M-1 (LIGHT INDUSTRIAL) DISTRICT TO C-1 (NEIGHBORHOOD COMMERCIAL) DISTRICT. placed on its first reading and read in full at regular adjourned meeting on June 3, 1965, was next placed on its final passage and adoption. Consideration next given to the investing of more than one $10,000 unit of a fund at the First Federal Savings and Loan Association, and ~n motion of Commissioner Higginbotham. Next, conSideration given to request of James Lee, builder, for water connection to newly built homes outside of the City limits in the Riverview and Narcissus Avenue area, and after consideration, Commissioner HigginbOtham moved to allow the use of City water to these houses, so long as the existing water main line was available, but the City was not to lay additional lines to serve the area, also, the builder was to pay meter set charges. Seconded by Commissioner Wilson and carried.. Dr. W. Vincent Roberts next spoke in behalf of Harry Lee, retiring member of the Civil Service Board, pointing out the years of faithful service and that Mr. Lee had been a continuous member of the board from the time of its inception some 21 years ago. After further discussion, Commissioner Higginbotham moved that the City Attorney draw up appro- )riate resolution commending Mr. Lee, and that he be presented with a silver tray, seconded by Commissioner Wilson and carried. Estimate No. 9, in the amount of $27,589.75, submitted by Lee Construction Company for materials on job site and work performed to May 31, 1965, on Contract "D", dated July 9, 196~, for construction of Water Plant of Water Treatment Facilities, as per approval of B. C. Conklin of Clark, Dietz, Painter and Associates, A. Shaw, Resident Engineer, and City Manager. On motion of Commissioner Higginbotham, seconded by Commissioner Wilson, and carried, the same was approved pending the completion of work and clearance on variable speed pump motor and control unit to the satisfaction of City Manager. Request next submitted for the stadium tax to be waivered for a benefit show sponsored by the Little Red School House, a charitable organization, and on motion of Commissioner Baker, seconded by Commissioner Wilson and carried, the same was approved. Application for beer and wine license next received, submitted by Rex Liquor Store No. 2, and after consideration, Commissioner Baker moved on approval, seconded by Commissioner Higginbotham and carried. Consideration next given to the combining of Personal Property Tax billing with Licenses and Realty Tax billing, and after discussion, Commissioner Higginbotham moved the City Attorney draw up the necessary ordinances for the Commission's approval, seconded by Commissioner Baker and carried. Commissioner Baker next introduced Ordinance No. 856, entitled: AN ORDINANCE OF THE CITY COMMISSION OF T~tE CITY OF SANFORD, FLORIDA, AMENDING SECTION 16-58, THE CODE OF THE CITY OF SANFORD, FLORIDA~ 195~, AS AMENDED, SAID SECTION REGULATING THE PARKING OF TRUCKS AND CERTAIN VEHICLES OVER TWENTY FEET LONG, SAID AMENDMENT PROHIBITING PARKING OF TRUCKS AND CERTAIN VEHICLES IN RESIDENTIALAREAS- and same was placed on its first reading and read in full. ~Request next submitted for a meeting with J. Brailey Odham to discuss the possi- bility of the City purchasing the Sunland Estates water system, and on motion of Commissioner Milson, seconded by Commissioner Baker and carried, the next regular meeting of June 28, 1965, was set as a tentative date. Consideration next given to a date f6r-meeting with Loomis Leedy, City Fiscal Agent, to discuss the Lakefront Development Project financing, and on motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, the~next regular meeting of June 28, 1965, was set as a tentative date. . FI. 19 69 The City Manager next submitted the following tabulation of bids, which were opened publicly at~2:00 o'clock P. M.. on June ll, 1965, for asphaltic concrete, in accord- ante with the specifications in the invitation for bids published~ in the Sanford Herald on June 4, 1965. BID TABULATION R. M. Wilkins $7.59 per ton Basic Asphalt Corporation 8.34 per ton less 2-10 ($8.17/ton) Orlando Paving 9.62 per ton After discussion, Commissioner Wilson moved to accept the low bid of R. M. Wilkins for furnishing asphaltic concrete at the price of $7.39 per ton. Seconded by Commissioner Baker and carried. Consideration next given to the City's share of material cost on the County con- struction of Southwest Road, as per agreement dated July l~, 1964, stating the City would share up to $6,500.00 of the cost of the project, actual~itotal cost of $21,371.51, City's share at 25% equals $5,342.88. After discussion, Commissioner Higginbotham moved on the payment of $5,342.88 to the County Road Department, seconded by Commissioner Wilson and carried. On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried minutes of regular adjourned meeting of June 3, 1965, and regular adjourned meeting of May 31, 1965, were next approved. On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, current vouchers and payrolls were next approved as evidenced by General Fund Florida State Bank Vouchers Nos. 4002 through Nos. 4006; General Fund Sanford Atlantic National Bank Vouchers Nos. 9558 through Nos. 9597; and Water and Sewer Revenue Fund Sanford Atlantic National Bank Vouchers Nos. 952 through 964. . Consideration.next given to the acquisition of a two-foot strip of land, 125 feet in length, on the lakefront, described as Block G~ Lakeview Park, belonging to Erskine W. Landis, Box 358, Deland, Florida, as it would be desirable in connection with the Lakefront Development Project. The Chairman then instructed the City Attorney to contact the owner and ascertain a price for possible negotiation. Request next submitted by Acting Chief of Police for authority to hire a part time policeman for summer vacation relief work, and after discussion, Commissioner Higginbotham moved that the same be permitted, and the motion died of lack of a second. After further discussion and consideration, Commissioner Wilson moved to hire a permanent policeman as a replacement for one who is leaving employment in the near future, seconded by Commissioner Higginbotham and carried.
