M. 19. 65 { [ The City Commission of the City of Sa~ford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. H. on Ju~e 28, 1965. Commissioner Crapps tendered his resignation as Mayor of the City of Sanford, due to health reasons, a~d expressed his thanks and appreciation to the members of the Commission. the, City Hanager and to the employees in the various departments for their splendid co- 9peration. Commissioner Wilson moved to accept Commissioner Crapps'~resig~ation as Hayer with .regrets, seconded by Commissioner Higginbotham a~d carried. On motion of Commissioner Wilson, seconded by Commissioner Baker and carried, Commissioner Raborn wasappointed temporary Chairman, pending the election of a Hayer. Commissioner Crapps moved to nominate Commissioner Raborn as Mayor, seconded by Commissioner Higginbotham. Commissioner Wilson moved that the nomination be closed and that the Clerk be instructed to cast a u~a~imous ballot for Commissioner Raborn as Mayor. Seconded by Commissioner Baker and carried. Thereupon, Commissioner Raborn was declared to be the duly elected Mayor of the City of Sanford, Florida, for the remainder of the year 1965, a~d signed the oath and acceptance of office, and took the Chair. J. Brailey Odham next appeared amd offered the Sunland Estates water system for sale at a price of $135,000.00, and after considerable discussion, Commissioner Crapps moved not to consider purchasing the water system at this price, and to release Mr. Odham from a~y obligations so that he might sell the system to other individuals. Seconded by Commissio~r Higginbotham and carried. Consideration next given to the lakefront development program, and on motion of iBemmissioner Higginbotham, seconded by Commissioner Baker and carried, the City Manager was authorized to set up meetings with engineering firms and interested parties for hotel leases, seconded by Commissioner Baker aud carried. Commissioner Higginbotham next introduced Ordinance No. 859, entitled: AN ORDINANCE PROVIDING FOR THE CONSTRUCTION OF CERTAIN HUNICIPA~ IMPROVEMENTS IN THE CITY OF SANFORD, FLORIDA; PROVIDING FOR THE ISSUANCE OF $1,000,000 PUBLIC IMPROVE- MENT REVENUE BONDS OF SUCH CITY TO PAY THE COST OF SUCH I~PROVEMENTS AND TO REFUND CERT~INOUTSTANDINGREVE~ CERTIFICATES; PROVIDING FOR THE RIGHTS OF THE HOLDERS OF SUCH BONDS; PROVIDING FOR THE PAYMENT THEREOF; AND MAKING CERTAIN OTHER COVENANTS AND AGREEMENTS IN CON- NECTION WITH THE ISSUANCE AND S~T~ OF SUCH BONDS. and same was placed on its first reading and read in full. ii The City Attorney was authorized to draft the necessary ordinances to combine iipersonal property taxes with real estate taxes. Consideration next given to delinGuent personal property taxes, and after discus- sion, Commissioner Higginbotham moved that alI personal property taxes prior to 1960 be off as uncollectable, and to authorize the City Clerk to send itemized statements to persons owing personal property taxes from 1960 a~d to enforce collections. Seconded by Commissioner Baker and carried. Consideration next given to the combining of personal property taxes with the licenses, and on motion of Commissioner Baker, seconded by Commissioner Wilson and carried, the City Attorney was authorized to draft ordinances to authorize the Tax Collector to sell six-month licenses from October, 1965, to April, 1966, to bring the due license date to April of each year. Joh~R. Coghill, Silver Lake Country Club, 0rland Park, Illinois, next appeared and stated that he would like to purchase the Golf Course. Everett Kerr, representing the New York Giants, appeared and stated that the ~iGiants had accepted David H..Whelchel as the purchaser of the Golf Course, and asked if Mr. !!Whelchel would be acceptable to the Commission. Commissioner Baker moved on the acceptance of Mr. Whelchel as the purchaser of ilthe Golf Course, subject to the New York Giants deeding out Lot A consisting of parts of ~fairways and greens of No. 12 and No. 15 holes, and subject to the following changes in the lease: No Timber to be cut off the property No residence· to be built on the property The golf coursegrou~ds to be kept in condition for playing comparable to clubs in the adjacent area. iSeconded by Commissioner Higginbotham and carried. Request next received from Rex Liquor Store for a transfer of the Alcoholic Beverage license from the Hayfair I_unto Rex Liquor Store No. 2, 2510 Oak Avenue. Commissioner Wilson moved that the request be denied, and the motion died for lack of a second. Commissioner Higginbothammoved that the transfer be granted, seconded byCommis- sioner Crapps, and carried over the dissenting vote of Commissioner Wilson. The Chairman a~ounced that the next order of business was a Public Hearing to :consider vacating, closing and abandoning an east-west alley in Block H, First Street Ex- 'tension, in accordance with the following notice published in the Sanford Herald on June 11, 1965. NOTICE OF PROCEEDING FOR VACATING, CLOSING AND ABANDONING A PORTION OF A STREET TO WHOM IT MAY CONCERN: You will take notice that the City Commission of the City of Sanford, Florida, at 8:00 o'clock P. H. building at 212 North Park Avenue, for the sum of $75,000.00; and on motion of CommiSsioner Crapps, seconded byCommissioner Baker and carried, the offer was denied. Request next received from the United State Bank of Seminole to be designated as City depository, and Commissioner Higginbothammoved to designate the bank as a depository and to authorize the City Attorney to prepare a resolution pertaining to same. After discussion of the aforesaid reports Nos. 65-127 through 65-1~5 and finding ~ach building to be considered unsanitary, unsafe or dilapidated, Commissioner Baker moved to hold a public hearing to condemn same on July 26, 1965, and to authorize a notice to be placed upon each structure, and directed by registered mail to the last known address, as shown by the tax assessment rolls of the City, a notice to the owner of the property involved of the findings of the Commission and of the proposed public hearing. Seconded by Commis- sioner Wilson and carried. Consideration next given to the sick leave policy, and after discussion, Commis- 3ioner Higginbothammoved to retain the present schedule of 15 days, seconded by Commissioner Baker and carried. On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, the following transfers were authorized: From Utility Plants Chemicals Account No. 9230 To Utility Plants Equipment Account No. 9226 the sum of $~0.00. From' Refuse Equipment Account No. ~926 To Sewer Equipment Account No. 9526 the sum of $153.00 for the purchase of radio equipment. The City Manager was authorized to make an emergency purchase of the radio for the hurricane season. Clark, Dietz, Painter & Associates, Consulting Engineers, next submitted a state- merit for November, 196~, through April~23, 1965, covering consulting services a~d general supervision on prestressed tanks for the Water Treatment Facilities, same being the amount of $1,082.50; and on recommendation of the City Manager, and on motion of Commissioner Wilson, seconded by Commissioner Baker and carried, payment of same was authorized from Water and Sewer Revenue Renewal and Replacement Fund. Request next received from the City Manager for authorization to repair the roof of the reservoir at the water plant at 13th Street and French Avenue, and after discussion, and on motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, the City Han~ger was authorized to repair the roof at a cost up to $5,000.00 from the Water and Sewer Renewal and Replacement Fund. On motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, minutes of special meeting of June 8, 1965, and regular meeting of June l~, 1965, were next approved.
