The City Commission of the City of Sanford, Florida, met in special session at the
City Hall in the City of Sanford, Florida, at 8:00 P. M. on July l, 1965.

The meeting was called to order by the Chairman.
Harold Wilde, of Maurice Connell & Associates, Inc., appeared to discuss the
engineering for the Lakefront Development Project.
Mr. Wilde stated that the engineers would furnish the engineering on a time plus
~ost basis with a maximum of $~6,000.00 for the following:
1. Design services complete with plans and specifications
through advertising and bid letting.
2. Professional services of inspections during construction.
5. Resident Engineer.
Mr. Wilde next stated that they could furnish the design services and the profes-
sional services for a maximum of $55,000.00.
The City Attorney next informed the Commission, the President of the Sanford
Atlantic National Bank and the Attorney for the~ank are going to require the following for
the financing of the golf course:
1. City eliminate the right to appoint an assignee in case of default.
2. City waiver all requirements for the golf course to be maintained
and operated as a Country Club in case of default.
5. Receivership clause to be added to the lease.
Commissioner Higginbotham moved to follow the advice of the City Attorney that the
City is not in a position to subordinate the lease, and to advise the Attorney of the Bank
and David M. Whelchel. Seconded by Commissioner Baker and carried.
Offer next received from J. Brailey Odham to sell the Sunlamd water system for the
sum of $121,000.00, and after discussion, Commissioner Higginbotham moved to decline the Offer
smd if he wants to sell for $91,000.00, the City will consider. Seco~ed by Commissioner
Crapps and carried.
Consideration next given to the policy of closing City Hall for a holiday when the
holiday comes on a week-end, and after discussion, Commissioner Higginbothammoved to close
Monday, July 5, 1965, to observe July $, 1965, which falls on a Sunday. Seconded by
Commissioner Wilson and carried.
There being no further business, the meeting adjourned.
