' The City Commission of the City of Sanford, Florida, met in a special session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. July 7, 1965. Present: Commissioner M. L. Raborn, Jr., Mayor J.B. Baker " J.H. Crapps " Earl Higginbotham " A.L. Wilson City Manager W. E. Knowles City Clerk H. L. Whelchel Deputy Clerk Rosa M. Rotundo Absent: City Attorney W. C. Hutchison, Jr. Chief of Police R. G. Williams Acting Chief of Police A.~S. Williams The meeting was called to order by the Chairman. David H. Whelchel and O, Douglas Stenstrom, Attorney for Mr. Whelchel, next appeared to discuss the purchasing of the golf course lease from the New York Giants. Mr. St~nstrom stated that the bank auditors would not authorize the bank to finance the lease if the bank would have to operate the golf course in case of default. Mr. Whelchel offered to pay cash for the lease. Commissioner Crapps moved for the City to subordina~evthe lease up to $50,000.00, but the City not to be obligated for over $50,000.00. Commissioner Higginbothammoved to table until the City Attorney can be present, seconded by Commissioner Baker and carried over the dissenting vote of Commissioner Crapps. Theodore Raulerson, A. D. Rust and R. S. Drisback of Raulerson and Associates, next appeared to discuss the engineering of the Lakefront Development Project. Mr. Raulerson stated that the engineers would furnish the engineering on a time plus cost basis for the following: 1. Design drawings, specif&cations and letting of a contract. 2. Inspection--checking shop drawings and authorizing change orders. 3. R~sident Inspector. Dr. Jesse C. Dietz, B. C. Conklin, Frank Redus, of Clark, Dietz, Painter and Associates, next appeared to discuss the engineering for the Lakefront DevelopmEnt Project on a time plus cost basis with a miximum of $30,680.00 for the following: 1. Help finalize the site planning, Sype and location of detailed facilities, coordination with private developers of motel, restaurant, dry storage. 2. Final designs, construction plans, et~. 3.Bid letting. General Supervision. CommissionerHigginbothammoved to negotiate a contract with Clark, Dietz, Painter ~nd Associates to engineer the Lakefornt Development Project with everything in writing and ~othing outstanding but the resident engineer.
