The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M.' on July 12, 1965.

The Chairman called the meeting to order.
Commissioner Wilson next introduced Resolution No. 1011,. and after:being read in
full, moved on its passage and adoption. Seconded by Commissioner Higginbotham and carried
the unamimous vote of the Commission.

WHEREAS, HARRY,, SR. has served on the Civil service Board of the City of Sanford
Florida, since September 20, 19Jlq, and served as Chairman of this Board from October ll, 19~5,
bo July 7, 1960,. and
WttEREAS, HARRY LEE, SR. in the performance of his services for the City of Sanford,
iYlorida, has contributed much for the betterment, progress and welfare of this City and its
People, and
WHEREAS ~ HARRY LEE, SR. has always devoted time and effort far above and beyond the
:all of duty and has been held in high regard by those with whom he has been associated,
md it is the desire of the 'City Commission to express due recognition and appreciation to
this beloved servant,
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida~i
'that the sincere commendation and appreciation of the City Commission, both for itself and
for the people of this community, be and the same is hereby given to HARRY I.EF,, SR. for
!twenty-one years of faithful service, and that a silver tray be given to him as a token of
!such commendation and appreciation.
BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the City

A RESOLUTION OF TEE CITY CO~ISSION
OF THE CITY OF SANFORD, FLORIDA,
DESIGNATING UNITED STATE BANK OF
SEMINOLE ~ AS A DEPOSITORY FOR CITY
FUNDS.
WHEREAS, UNITED STATE BANK OF S~INO~ Commenced operation within Seminole County,
Florida, and the City of Sanford, Florida, subsequent to January l, 1965, and
WHEREAS, said Bank is now fully qualified to be accepted and designated as a
depository for City funds, and
~REAS, it hasbeen the policy of the City Commission to designate all banks
within the City of Sanford, Florida as such depositories,
NOW THEREFORE, BE IT RESOLVED BY the City Commission of the City of Sanford, Florida
that United State Bank of Seminole be and it is hereby designated as a depository for City
funds.
BE IT FURTMERRESOLVED that this Resolution be spread upon the minutes of the
City Commission of the City of Sanford, Florida.

Consideration next given to City Manager's recommendation of four street lights on
Onora Road in the newly annexed area, and on motion of Commissioner Crapps, seconded by
Commissioner Baker and carried, the same were approved.
Request next submitted from Argenia and Constance Constantine for removal of Jo~n M.
Fitzpatrick's name from the license as Trustee on license issued to Nick's Package Store at
~10 Sanford Avenue, and on motion of Commissioner Higginbotham, seconded by Commissioner
Baker and carried, the same was approved.
Statement in the amount of $1,050.00 for rental for July, August and September,
1965, of seven signs on I-~ advertising Sanford, was next submitted by Seminole County
Chamber of Commerce, and on motion of Commissioner Baker, seconded by Commissioner Higgin-
!botham and carried, the same was approved for payment.
Request next submitted by the Crom Corporation for finalpayment of a retainer of
!!$2,000.00 due on Contract "B" of Water Treatment Facilities for their work completed on this
!project, as per approval of Albert Shaw, Resident Engineer and City Manager; and on motion
iiof Commissioner Higginbotham, seconded by Commissioner Baker and carried, payment of same
was authorized from the Water and Sewer Renewal and Replacement Fund for Water Improvement
Program.
On recommendation ~ the City Manager, and on motion of Commissioner Higginbotham,
seconded by Commissioner Wilson and carried, salary reclassification was authorized as
follows:
Bill Carroll From ll-C ($65.85/week)
To ll-D ($69.37/week)
The City Attorney next introduced an Ordinance previously requested by A. K.
Shoemaker, Jr., contractor, for the closing and vacating of an alley between Chapman and
Locust Avenues, South of First Street, and on motion of Commissioner Baker, seconded by

Letter next submitted for consideration from Shoemaker Construction Company, Inc.,
requesting the City to consider the paving of Chapman and Locust Avenues from First to
Second Streets. Commissioner Wilson moved that no action be taken on the request until such
time A. K. Shoemaker met with the Commission when he is ready to start his apartment project.
Seconded byCommissioner Baker and carried.
Consideration next given to voting proceedure of the next City election as to
location of the poll. Co~issioner Higginbotham moved to authorize the City Attorney to
draft an Ordinance to the effect that all future City elections be held at the City Hall, or
in a place that the City Commission may elect. Seconded by Commissioner Baker and carried.
Consideration next given to proceedures governing the registration of voters, and
after discussion, Commissioner Crapps moved to authorize the City Manager to confer with the
County Registrar and arrive at a plan of joint County-City registration and submit the cost
Of such ~lau to City Commission for their consideration. Seconded by Commissioner Wilson
~nd carried.
On motion of Commissioner Wilson, seconded by Commissioner Crapps, and carried,
~urrent vouchers and payrolls were next approved, as evidenced by General Fund Florida State
3ank Vouchers Nos. 4002 through Nos. 4060; General Fund Sanford Atlantic National Bank
~ouchers Nom. 10698 through Nos. 10890; and Sanford Atlantic National Bank Vouchers Nos. 9598
~nd 9599; and Water and Sewer Revenue Fund Sanford Atlantic National Bank Vouchers Nos. 965
through Nos. 977.
On motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried,
minutes of regular meeting of June 28, 1965, were next aDproved.
Consideration next given to a request from Harper Neon-Sign Company, Inc., of
!Drlando, to remove the Hayfair 2rm.n portion of the sign located at First Street and French
iAvenue, northeast corner, and replace it with a sign advertising the Zoo. After discussion,
~ommissioner Higginbotlmm moved to remove the Mayfair Irm sign and not to replace with any
sign, seconded by Commissioner Baker and carried.
Consideration next given to the seven Police Officers receiving $20.00 per month
Per man for food and care of police dogs, and on recommendation of Acting Police Chief and
City Manager, Commissioner Higginbotham moved to cut Officers ltarriett's and Deppen's dogs
from the allowance keeping only the dogs ow-ned by the City, seconded by Commissioner Baker
and carried.
The paving of Bayard Street, next discussed, and on motion of Commissioner Crapps,
seconded by Commissioner Wilson, and carried, action was tabled until a time that it be
~etter received by the property~.o.wner$.
B.C. Conklin, Engineer, representing Clark, Dietz, Painter and Associates of
Jrbarm, Illinois and Sanford, Florida, next; appeared to discuss a proposed agreement for
~onsulting engineering service in connection with the Lakefront Development Pro~ect; the
}proposal offered for consideration for all engineering services not to exceed the amount of
$50,650.00. After discussion, Commissioner Higginbotham moved to accept the contract, but
~o tentatively withhold the signing of the contract until the City had worked out an agree-
merit with private capital interest regarding a motel-restaurant complex lease, and that the
~paragraph designating the time to commence work in the actual contract be re-worded to re-

commence work. Seconded by Commissioner Baker and carried.
Next discussed was the recommendation of Clark, Dietz, Painter and Associates as
to the surveyor for the Lakefront Development Project. Mr. Conklin, speaking for the
Association, sub~;'tted A. C. Doudney, and on motion of Commissioner Baker, seconded by
Commissioner Higginbotham amd carried, same was approved.
Letter next submitted from John Burton, IV, Architect, offering engineering ser-
vices for the Lakefront Development Project, and after discussion, Commissioner Wilson moved
to notify Mr. Burton by letter that the City has made their selection of an engineer, and
to thank him for his time and effort. Commissioner Higginbotham then moved to table the
request, seconded by Commissioner Crapps and ca~ried.
Letter next submitted from Thomas S. McDonald, Vice President of the Abstract
Corporation of Sanford, requesting consideration be given to a group of local businessmen
who wSsh to build a motel and restaurant on the proposed marina property, and extend an
invitation to the Commission to meet with these men at the University Inn Motel in Deland
for a discussion July l~, 1965. Commissioner Baker moved to accept the invitationfor
discussion, seconded by Commissioner Higginbotham and carried.
The City Attorney then presented in typewritten form a proposed Ordinance entitled:
AN ORDINANCE PROVIDING FOR THE CONSTRUCTION OF CERTAIN
MUNICIPAL IMPRO~NTS IN TEE CITY OF SANFORD, FLORIDA; ~
PROVIDING FOR THE ISSUANCE OF $1,000,000 PUBLIC. IMPROVE-
HENT REVENUE BONDS OF SUCH CITY TO PAY THE COST OF SUCH
IHPRO~TS AND TO REFUND CERTAIN OUTSTANDING REVE~
CERTIFICATESI PROVIDING FOR THE RIGHTS OF THE HOLDERS OF
SUCH BONDS; PROVIDING FOR THE PAYMENT THEREOF; AND
MAKING CERTAIN OT~R COVENANTS AND AGREEMENTS IN CON-
NECTION WITH THE ISSUANCE ~ SgT~ OF SUCH BONDS.
The proposed Ordinance was placed on second reading and read.
CoCmissioner Higginbothammoved that said Ordinance be adopted, seconded by Commis-
sioner Baker, and after due consideration, thereof, by the Commission, the Mayor-Commissioner
put the question on motion for adoption of said Ordinance, and the roll being called, the
following voted:

Whereupon, the motion was declared duly adopted.
The Mayor-Commissioner, as presiding officer, and the remaining four Commissioners
~and the City Clerk, as Clerk of the Commission, announced that they had each authenticated
said Ordinance with their official signatures.
Consideration next given to the recording of future minutes with stenographic
assistance, and after discussion, Commissioner Crapps moved to do away with the ,recorder,
seconded by Commissioner Wilson, but failed to carry over the dissenting votes of Commissioner
Baker and Mayor-Commissioner Raborn. Commissioner Higginbotham abstaining.
There being no further business, the meeting adjourned.
