The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on July 26, 1965.

The Chairman called the meeting to order.
First item of business was a Public Hearing held on the condemnation of nineteen
(19) structures listed 'as Report Numbers 65-127 through 65-145 whereby the following
appeared:
Report No. 65-134, estate of Nancy Myers, was represented by V. J. Wallin for her
brother Horace S. Jackson, requesting a period of 6 months whereby the estate would be
settled within that period.
Moved by Commissioner Crapps, seconded by Commissioner Baker and carried that a
~eriod of 90 days be granted in which to either repair or demolish the structure.
Report No. 65-1#5, 610 Laurel Avenue, was representedby owner W. D. McCalley,
~eporting that he was going to have a contractor put aluminum siding on the structure and
install twenty-one new windows. He was instructed to confer with the City's Building Official
further regarding the electrical and plumbing system repairs.
Moved by Commissioner Baker, seconded by Commissioner Higginbotham and carried
that a time period of 90 days be granted to the property owner to either repair to bring the
structure up to standard codes or to demolish.
Report No. 65-139, 512 Cypress Avenue, Lemon Hartford Estate, was represented by
!Mary Harris of Belle Glade, Florida, whereby she stated that there were four persons involved
iin the estate.
Whereby the question arose of city forces demolishing the structure, the City
iManager stated that if all four persons wished to sign an agreement allowing the city to do
this work, the approximated cost would run from $65.00 to $70.00.
Moved by Commissioner Crapps, seconded by Commissioner Baker and carried for a
i!time period of 90 days in which to either repair or demolish the structure.
Report No. 65-130, 420 East Fifth Street, represented by property owner Leola
i!~oberts, stated that she was contemplating repairs to the commercial structure.
Moved by Commissioner Baker, seconded by Commissioner Higginbotham and carried
that a time period of 90 days be granted for the repair or demolition work.
Report No. 65-132, 919 Willow Avenue, was represented by property owner, Stephen
SimmS, who stated that he was living on the property, and that he wished to repair and do
general clean-up work.

Consideration was next given to a written request of Attorney Vernon Mize regarding

~umber Company, Toll property; and 65-1z~, 517 East 25th Street, Walter Fallen.

The letter stated that owners Fallen and Hagen were deceased and the property in
an estate whereby it was to be sold; with the Toll property to be processed as sale property.
It was moved by Commissioner Baker, seconded by Commissioner Higginbotham and
carried for the granting of a 90-day period on the above mentioned property for either repair
or demolition work.
It was reported that property located at the corner of Celery and Mellonvilte
Avenues, Report Numbers 65-128 and 65-129, were already demolished.

It was moved by Commissioner Crapps, seconded by Commissioner Higginbotham and carried that
the owners be granted a period of 90 days in which to repair or demolish the structures.
The City Manager reported on a prior Condemnation Report No. 6~-89 at 212 West
Fourth Street whereby the owner,,.~s;~ Argenia Constantine, had failed to pursue the repair
work after taking out building permits for the repair on the structure, electrical and
plumbing, which were to have been completed within 30 days after issuance. In addition, the
City had granted four time extensions since its condemnation at a public hearing on June 8,
196~, in order that repair work could be started and completed.
Under due consideration by the City, it was moved by Commissioner Higginbotham,
seconded by Commissioner Baker and carried that Mrs. Argenia Constantine be given a 10-day
notice from the City Manager's Office to the effect that the structure will be demolished
by the City.
Consideration next given to application submitted by Henry and Veronica Rodgers
for a City license to sell beer and wine off the premises at 919 West First Sgreet, former
location of the Levy Grocery Store.
Application having been approved by the Acting Police Chief, it was moved by
Commissioner Higginbotham, seconded by Commissioner Crapps and carried that the license for
the consumpti~of beer and wine off premises be approved.
Recommendations from the City's Zoning and Planning Commission were next sub-
mitted for consideration regarding zoning of newly annexed areas to the City and requests
for conditional uses in the R-lA Single Family Dwelling Districts.
It was moved by Commissioner Higginbotham, seconded by Commissioner Baker and
carried that advertisement be made for a Public Hearing date for August 9, 1965, regarding
the zoning of the newly annexed areas to the City as follows:
(a) Area known as the Shannon property on the northeast corner of
Onora Road and Woodland Drive consisting of approximately
9 acres to be zoned R-lA Single Family Dwelling District.
(b) Onora Road and 17-92, east of 17-92 to Southgate Road and
between the Sanford Shopping Plaza and Onora Road to be
zoned C-1 Neighborhood Commerdial District.
It was moved by Commissioner Baker, seconded by Commissioner Higginbotham and
carried that the approval for a childrens day nursery and kindergarten operation as a
condition~ use on the Shannon property under the R-lA zoning be tabled until the zoning is
legal.

It was moved by Commissioner Baker, seconded by Commissioner Higginbotham and
carried that the location at 2~th Place on the west side of Sanford Avenue in an R-lA
Single Family Dwelling District be approved as a conditional use for the proposed construc-
tion of the Southern Methodist Church.
A letter to the engineering firm of Clark, Dietz, Painter and Associates was next
discussed regarding the signing to authorize the firm to proceed with the design work for
construction plans of the lakefront development site.
It was moved by Commissioner Higginbotham to so authorize the Mayor's signature
thereon and the Mayor and Clerk signing the contract authorizing the firm to proceed with
the above outlined work. Motion failed for a lack of a second.
It was moved by Commissioner Baker that the signing of the letter be tabled until
the City Commission's negotiations with Dr. B. J. LaCour were executed or a commitment of
direct details in writing were received. Motion died for lack of a second.
It was moved by Commissioner Higginbotham that the matter be tabled long enough
for the City Manager to telephone Dr. LaCour regarding confirmation of the franchise for the
Holidy Inn construction in Sanford whereby the Seminole County Chamber of Commerce had pre-
viously received this word. Motion died for lack of a second.
It was moved by Commissioner Crapps to withhold any work by the Engineers until
such time as the City completes its business with Dr. LaCo~zr. Motion seconded by Commis-
sioner Baker with Commissioner Higginbotham and Commissioner-MaYor Raborn opposing.
iCommissioner Higginbotham stating his opposition was because it is a delay in action; with
Commissioner Crapps contesting this statement. Motion failed.
It was moved by Commissioner Crapps, seconded by Commissioner Baker and carried
iito holding notice to proceed in the letter to the Engineers until such time as the City
ireceives a confirmation from Dr. LaCour that he has received the franchise for the Holiday
~Inn for the town of Sanford.
The minutes of July 21, 1965, were read by the Mayor whereby it was an un-official
i!meeting in which the City selected Dr. B. J. LaCour to build a Holiday Inn Motel in the
iiCity of Sanford, Florida, on ground to be provided by the City of Sanford.
Moved by Co~missioner Crapps, seconded by Commissioner Higginbotham and carried
iithat the minutes as read be officially adopted for the selection of Dr. LaCour.
It was further moved by Commissioner Baker, seconded by Commissioner Crapps that
Dr. LaCour be notified that the City Commission had set a sixty (60) day limitation on their
selection for him and to finalize his negotiations on the construction of a Holiday Inn on
the site. Motion failed to carry.
It was moved by Commissioner Baker, seconded by Commissioner Crapps that the motion

i~e amended to read that the City's selection of Dr. LaCour be limited to sixty days to give
l~he City proof of his ability to complete his agreement with the City on the performance of
iithe hotel construction on the site within that time. Motion to include that the City Manager
~ould talk with Dr. LaCour the following day regarding this action.
Motion failed for a lack of a second whereby Commissioner Crapps withdrew his second
on the above motion on t~e basis that the City Attorney could handle the matter in his dis-
Cussion with Dr. LaCour in the near future.
Mr. Jack Bolt, Chairman of the City Beautification Program appeared requesting that
beautification project be approved for addition to their list with the planting of trees

on First Street. This would be landscaping from Sanford Avenue to French Avenue including
eventually the downtown side streets whereby allowance would be made for a 4' x 4' section
of the sidewalk to be cut out for the plantings. The request to also include the watering
of the trees and plants by~::the::dit, y~until such time as they were established.
It was moved by Commissioner Higginbotham, seconded by Commissioner Baker and
carried that approval be given to the addition of this project on First Street with the
City crews removing the sidewalk sections as labor and equipment were available and the
watering until the trees and holly plants were established.
The first reading of an ordinance on the combined procedure of billing of the
real estate and personal property tax and the occupational city licenses was tabled for the
next meeting whereby the ordinance was not prepared.
Whereby the ordinance, was not prepared, the first reading to amend the Place of
holding city elections was tabled until the next meeting.
On further discussion regarding the location, it was moved by Commissioner Higgin-
botham, seconded by Commissioner Baker and carried that the ordinance, changing the place of
holding City elections, be drawn to denote the location as the Civic Center on Sanford
Avenue and Seminole Boulevard, instead of the City Hall as originally designated.
After considerable discussion, no action was taken regarding a change in publi-
cation of election notice from the specified time of twenty to thirty days.
The registration procedure for City elections was next discussed with the City
Manager reporting a meeting with the County Registrar whereby that office would submit a
list of electors and allow the use of five county voting machines on the basis that they
would prepare the machine ballots for the five machines at a cost of $22.00 per machine and
furnish a list of electors at a cost of approximately $69.15; making a total estimate of
$180.00 plus any cost that the City might have regarding additional personnel.
It was moved by Commissioner Higginbotham, seconded by Commissioner Crapps and
carried that the proposal as outlined, and to include the use of the voting machines, be
approved with each Commissioner recommending the names of three persons to work as clerks
with the final selection of ten names that the Commission concur on.
Consideration was next given to the City Commissioners attending the Florida
League of Municipalities Meeting in Miami at the Hotel Everglades on October 24 through 26,
1965.
Due to several objections being registered by the Commissioners, regarding the
selection of the hotel, it was moved by Commissioner Baker, seconded by Commissioner
Higginbotham and carried that a letter be written to the Florida League of Municipalities
regarding the objection.
The City Manager brought to the Commission's attention that Robert Zanders, City's
labor sewer crew foreman, had been in the employment of the City for 40 years whereby they
might wish to recognize this loyal service.
It was moved by Commissioner Higginbotham, seconded by Commissioner Crapps and
carried that this service be recognized with a presentation before the City Commission of
an engraved gold watch to Robert Zanders.
Consideration was next given to a request for transfer of funds within the police
accounts as follows. Transfer of $400.00 from Accoun~ No. 2259, Parking Meters to Account

funds for repainting of the interior of the City's jail section.
It was moved by Commissioner Higginbotham, seconded by Commissioner Crapps and
carried that the transfer of the above funds as outlined be approved.
Consideration was next given to a request from the Florida Municipal League for
an advertising in their October convention issue of the Municipal Record in the amount of
$42.00, $72.00, and $120.00 for a one-half page ad.
It was moved by Commissioner Higginbotham, seconded by Commissioner Crapps and
carried that the request for the ad be denied on the basis of lack of benefits.
Next presented was a letter of resignation dated ~une 10, 1965, from Mr. Albert
Shaw, City Engineer, to be effective on August l, 1965.
It was moved by Commissioner Crapps, seconded by Commissioner Baker and carried
that the letter be accepted with regrets.
On motion of Commissioner Crapps, seconded by Commissioner Baker and carried, the
minutes of July l, July 7, and July 12, 1965, were accepted and approved as written by the
!!City Clerk.
Under consideration and agreeable to City Commissioners present, stenographic
assistance was to be made available at all meetings, with the City Manager's Secretary being

submitted for consideration if she so desired the extra work. The matter was tabled for
action until the next regular meeting.

The matter of sick leave absence in the Police Department was next discussed rela-
tive to four employees overlapping the 15-day sick leave policy with continued payment of
regular salary.
Whereby Acting Chief Arnold S. Williams informed the CbmmisSion that he was not
aware of this established sick leave policy and the employees were expecting this continued
ipay it was moved by Commissioner Higginbotham, seconded by Commissioner Crapps and carried
that the four employees be paid for the sick leave beyond the 15-day limitation this one
i!time and that the matter of sick leave policy be clarified with the department head regarding
ifuture sick leave.
It was moved by Commissioner Baker, seconded by Commissioner Higginbotham and
~carried that the present established policy of the allowed 15-day sick leave plan and as
idiscussed at ~he prior meeting be in effect and carried out.
After considerable discussion re sick leave, Fiayor-Commissioner Raborn recommended
~.ithat future consideration be given to setting up a sick leave accumulation program whereby
iif the employee(s) are fac'ed with surgery and/or prolonged hospitalization, they would have
maximum of thirty (30) days under these conditions.
The City Manager was instructed to investigate this type of sick leave program
with other communities regarding its workability and report back to the Commission.
Several items were noted and discussed as follows, but without any action taken:
Recent state law changes whereby copies have been received and are on file in the
City Clerk's Office. Notation of the un-named stree~ running north off of Onora Road into
!~he shopping plaza was named by the County as Southgate Road. The State Board of Health,
~hrough the Bureau of Entomology, had supplied information of chemicals that have proven
effective in the control of blind mosquitoes. Report that the drainage p~oblem at Washington
!~ourt would require a material cost of $660.00 and had been placed in the 1965-66 tentative

budget for approval. A letter received from Mr. A. K. Shoemaker, local contractor, with
further information regarding the paving costs pertaining to Locust and Chapman Avenues. A
letter regarding the availability of the City's sewer system for the new proposed Junior
College in Seminole County had been given to the school system. A notation regarding damage
to glasses of a Mr. Rose in Orlando whereby he walked into a police storage call box at
First Street and Park Avenue on May 26, 1965, and was'now requesting payment of approximately
$12.00 on July 22, 1965, ~0 cover cost.
There being no further business, the meeting adjourned to Monday, August 2, 1965,
to continue regular business and budget hearings/discussions.
