The City Commission of the City of Sanford, Ptorida, met in regular adjourned
session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on August 30,
1965.

The meeting was called to order by the Chairman.
A letter requesting retirement by Acting Fire Chief R. T. Thomas as of October 15,
1965, and inactive status as of September l, 1965, was next presented for consideration, and
on motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, the
same was accepted with regrets.
Commissioner Baker then moved to appoint Lt. George Manning Harriett Acting Fire
iChief, seconded by Commissioner Higginbotham and carried.
Consideration next given to a transfer of $300.00 from Account No. ll~9, Mayor's
Fund, to Account No. ll07, Commission Expense; and on motion of Commissioner Higginbotham,
seconded by Commissioner Crapps and carried, the same was authorized.
Request next received from Charlie Wilson, heir to Julia Richardson estate, on
3ondemnation Report No. 65-127, asking for a 90 day extension, due to his being out of town
until Nomember, 1965. After discussion, Commissioner Crapps moved to extend proceedings for
80 days, seconded by Commissioner Baker and carried.
Request next received from L. A. Baker to cancel his request to purchase a lO.~
foot strip of City land at Fourth Street and Willow Avenue, and after discussion, Commissione~
Higginbotham moved to withdraw the City's offer, canceling any and all agreements with Mr.
Baker on the said property, seconded by Commissioner Baker and carried.
The City Manager next submitted a letter from the Florida State Road Department
rejecting the City's request for a traffic light at Third Steeet and French Avenue, advising
that thief study taken in 1964 was up-dated with a spot check July 21 and A~gust 26 of this
year, and that the results failed to show a need for the traffic light.
The City Attorney next submitted for discussion an agreement for lease for four and
one-half acres of land on the proposed Lakefront Development Project from Dr. B. J. LaCour
of Daytona Beach, Florida. After much discussion and consideration as to the contents of the
agreement, Commissioner Higginbotham moved that the City Attorney draw up a new agreement for
bhe City Commission's approval outlining the matters proposed in Dr. LaCour's agreement ex-
oluding the following: (1) the land development obligations required of the City (2) plans
and specifications and (3) mortgage financing; seconded by Commissionsr Crapps and carried.
Consideration nex~ given to that 2 foot by 125 fo~t strip of land located in the
northwest corner of Sanford Avenue and Seminole Boulevard,~belonging to Erskine W. Landis,
Box 358, DeLand, Florida; and after discussion, Commissioner crapps moved, to offer $1,000.00
to Mr. Landis for the property, seconded by Commissioner Baker and carried.
Paul Lewis, agent for Hertz Rent-A-Car, appeared to request consideration be given
~o lowering the proposed license fee for automobile rentals in the City, stating that it was

it was agreed that the license fee was in line with surrounding cities, and no action was
taken on the request. :
Commissioner Crapps next introduced Ordinance No. 872, entitled:

14-13 THEREOF, THE CODE OF THE CITY OF
SANFORD, FLORIDA 195~, AS AMENDED, SAID
SECTION PROVIDING FOR SCHEDULE OF OCCU-
PATIONS AND LICENSE TAXES, SAID AMENDMENT~
CHANGING SUCH SCHEDULES ,OF .OCCUPATIONS
AND INCREASING ~THE LICENSE TAXES IMPOSED.
and same was placed on its first reading and read in full.
Commissioner Higginbotham next introduced Ordinance No. 871, entitled:
AN ORDINANCE OF THE CITY OF SANFORD,
FLORIDA, .AMENDING SECTION 23-8 OF CHAPTER
23, THE CODE OF THE CITY OF SANFORD, FLORIDA,
1954, AS AMENDED, SAID SECTION ESTABLISHING
A TAX ON EACH AND EVERY PURCHASE IN THE CITY
OF ELECTRICITY, METERED OR BOTTLED GAS,
WATER AND TELEPHONE SERVICE, SAID AMEND-
MENT INCREASING SAID TAX.
and same was placed on its first reading and read in full.
The City Attorney next presented for consideration an outline of a lease agreement
between the City of Sanford and David M. Whelchel for the City owned golf course, with the
modifications and stipulations agreed on in prior Commission meetings. ~ After discussion,
Commissioner Higginbotham ~moved that the lease, as outlined, be prepared with an additional
clause inserted in the lease that no live trees were to be cut down without the expressed
consent of the City Commission, and that the Mayor be authorized to sign and negotiate the
lease for the City, seconded by Commissioner Crapps and carried.
Request next submitted by City Manager for a replacement radio at a cost of $760.00
be authorized for Car 16, Building Inspector's automobile, as the existing radio was beyond
repair. Commissioner Crapps moved to transfer from Account No. 8150, Contingency, to Account
No. 5026, Equipment, the said amount for the purchase of the radio, seconded by Commissioner
Higginbotham and carried.
There being no further business, the meeting adjourned.
