The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on October ll, 1965.

The Chairman called the meeting to order.
The first item was the introduction by Commissioner Crapps of Ordinance No. 874,
rezoning the property of Mr. Howard Hughes on the northwest corner of French Avenue and
Sarita Street to commercial, entitled:

Commissioner Crapps then moved that Ordinance No. 874 be placed on its second and
final reading on next regular meeting date. Motion seconded by Commissioner Higginbotham
and Carried.
Ordinance No. 875 was next introducedby Commissioner Higginbotham, regarding the
rezoning of the C. J. Mixon property on Mulberry Avenue north of West 15th Street to
commercial, entitled:

Thereupon, the Chairman announced that the City Commission of the City of Sanford,
iiFlorida, by unanimous vote had passed and adopted said Ordinance No. 873, entitled:

On the basis of insufficient funds and personnel, motion was made by Commissioner
Higginbotham, seconded by Commissioner Baker and carried, that the City would not participate
on the request of an exhibit at the Legion Fair to be held this year.
Next under consideration was a request on the change of ownership of the City
~ccupational license for sale of beer and wine for consumption on premises, from that of
J. A. Brooks to Frederick and Barbara Hodgin, d/b/a Cook's. Corner, 2617 Orlando Drive. On
recommendation of Chief A. S. Williams that a request for transfer of ownership be approved,
it was moved by Commissioner Baker, seconded by Commissioner Higginbotham and carried that
it be approved.
Consideration next given to a request from property owners abutting Ravona Court
~nd Community Way for the paving of the above streets, with property owners paying $1.25 par
lineal foot, due to the fact that curbs and gutters were installed previously.
On motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried,
bhe paving project by the City was approved on the basis as outlined.
Next submitted by the City Attorney for study and consideration was a proposed
~mendment of the City's Taxicab Ordinance, Chapter 24, Section i through 21.
Taxicab operators and owners appearing in behalf of the proposal and voicing their

and Mr. Collier of the Yellow Cab Company.
After considerable discussion, the Commission tabled any action on the taxicab
proposal as submitted by the City Attorney until another discussion could be held at the
next meeting.
Mr. Powell, manager of Buck's Gun Rack Shop on East F±rst Street, next appeared
before the Commission to call attention to the City's Gun Registration law, Chapter 18,
Sections 70 through 7&, ordinance being put on the City books in 1928, is now apparently
obsolete as the requirement to register all local gun sales with the police department is
a duplication of the federal l~w. He also referred to a recent interpretation by the police
department, whereby they were enforcing registration of a permit by the customer before
purchasing a gun, which is a detriment to sales when the customer can step outside the City
limits and does not have to comply with said registration permit.
Whereby all local gun sales registrations are made available to the police depart-
ment on request, it was moved by Commissioner Higginbotham, seconded by Commissioner Crapps,
and carried that the City Attorney be instructed to amend the applicable sections of the
City's present firearm ordinance to coincide with federal regulations.
Next appearing before the Commission was Mr. Don Smith, owner and operator of
Seminole Sporting Goods at Sanford Avenue and 25th Street, requestingconsideration regarding
the license fee of $75.00 to sell ~ans in a sporting goods business. He explained that the
small number of gun sales was a courtesy to his regular patrons and the profit was practi-
cally nil, and that he was paying three other occupational license fees to operate his
business.
The City Clerk stated that under the new license fee schedule a catagory was not
set up for businesses operating strictly as a sporting goods. This constituted an interpre-
tation of several catagories for this type of an operation, and more than one license fee
being applicable.
It was moved by Commissioner Crapps to establish one sporting goods license as a
general merchant. Motion seconded by Commissioner Higginbotham and failed to carry over the
dissenting votes of Commissioner Baker, Commissioner Wilson, and Mayor Raborn.
After considerable discussion regarding other inequalities imposed on various
businesses under the new license fee schedule with recommendation~that the schedule not be
amended until the next fiscal year, it was moved by Commissioner Crapps, seconded by Commis-
sioner Higginbotham and carried over the dissenting vote of Commissioner Baker, to eliminate
the firearms license fee on sporting goods and create a sporting goods catagory, combining
all fees into one license and charging a license fee accordingly.
A petition was presented from the residents of the area Of:West l~th Street and
Bell Avenue requesting the City to clean the drainage ditch in that area. The City Manager
brought to the Commission's attention that this type of work is done by City prison labor,
and for some time there has been three prisoners or less, so this work has been placed at
the bottom of the work schedules.
Next submitted for approval of payment was a bill from A. C. Doudney Surveyors,
in the amount of $655.01, regarding survey work on the marina-lakefront development project.
This contract is under the same agreement with the engineers of Clark, Dietz, Painter and
Associates, and the costs of such work to be withheld for a period of four months from the

date of July 29, 1965. Commissioner Crapps moved to withhold payment until the date agreed
upon, seconded by Commissioner Higginbotham and carried.
The notification regarding the proposed increase of 7.39% on the City's group
health insurance program for employees through the Gulf Life Insurance Company was next sub-
mitted for discussion. Figures indicated the company had paid $27,000.00 in claims over the
City's $25,000.00 premium payments, with the 7.39% amounting to $1,864.80 per year increase
on the health insurance portion of the plan. The Commission recommended that action be
tabled until the next meeting, and that an insurance representative of Gulf Life be present
to discuss the matter further.
On recommendation of the City Manager, and on motion of Commissioner Crapps,
seconded by Commissioner Higginbotham and carried, salary reclassification was authorized
as follows:
Earl Bourquardez From 22-C ($4,962.00 per year)
To 22-D ($5,093.00 per year)
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried,
the City Commission minutes of September 13, 1965, were approved as written.
Consideration next given to a letter of request, dated October 8, 1965, from the
Sanford Naval Academy, proposing an extension, repairs, and use of the existing dock on Lake
Monroe from Seminole Boulevard approximately 108 feet out from the bulkhead, for the school's
boating program. The Academy, recognizing the City's lakefront development program and its
possible future expansion, stated in the letter that they were aware that the facility was
subject to cancellation by the Commission as future circumstances might dictate,
On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried,
the request was g=anted, subject to the school being notified in writing that the approval
is conditioned on 'future needs of the City of Sanford.
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried,
the Mayor was designated to be the official delegate to cast the vote for the City of Sanford
regarding amendments to the Charter and Bylaws of the Florida League of Municipalities, to be
introduced at the annual meeting in Miami, October 24 to 26, 1965.
Municipal Judge C. Vernon Mize, Jr., submitted a letter of recommendation, dated
October 8, 1965, for the release of George Carlton, incarcerated for drunkenness, Docket
Case No. 72383, and sentenced to 30 days. On approval of the Police Chief, and on motion of
Commissioner Higginbotham, seconded by Commissioner Wilson and carried, the Police Chief was
instructed to release the said George Carlton from the City Jail.
A letter dated October 5, 1965, from Mrs. Fred (Helen L. ) Williams, owner of the
Rose Court Apartments, 2015 Sa~ford Avenue, was next considered. Mrs. Williams requested the
5ity to condemn the dilapidated garage on the rear of the above mentioned property and to
~roceed~ immediately with the demolition, with the understanding that the owner would reimburse
~'the City for all costs regarding the removal.

!i Commissioner Higginbotham moved that the legal procedure of condemnation be elimi-
nated, and the City proceed immediately to demolish the structure, billing all costs to the
owner. Motion seconded by Commissioner Baker and carried.
On behalf of the City's program Operation ~Beautify, a $50.00 check was accepted
~from Mrs

signing, be forwarded to Mrs. Lasker for her generous gift. Motion seconded by Commissioner
Crapps and carried.
A letter from Mr. Johnny Walker, contractor~ was next considered, requesting a
water service outside the City limits on property of Phillip S. Boyd, described as the north
189 feet of the east 130 feet of Lot 18, Florida Land and Colonization Company's Celery
Plantation, Narcissus Avenue. On motion of Commissioner Higginbotham, seconded by Commis-
sioner Baker and carried, the water service was approved on the basis that the property
owner sign the required annexation petition.
A bill was next submitted, through the Seminole County Chamber of Commerce, for
one month's rental of $350.00 for seven Sanford advertising billboard signs. It was moved
by Commissioner Crapps, seconded by Co~issioner Higginbotham and carried that the rental fee~
in the amount of $2,100.00, be paid in advance for a period of six months.
The Mayor informed the Commission that Mrs. Camilla Bruce, County Registrar, would
prepare a list of trained and qualified voting clerks for work in the City's coming election,
and would sumit it for their selection as to number required before the next Commission
meeting.
Next considered was the City's proposed banquet honoring four retirees, namely,
Police Chief Roy Williams, Fire Chief Mack N. Cleveland, Fire Chief R. T. Thomas, and Public
Works Director S. M. RiChard, Sr.. The Commission approved the purchase of four plaques;
outlined a guest list, with the event to be held at the Police Benevolent Building, around
the first week in No~rember.
On motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried,
the City Manager was authorized to advertise for bids on City equipment, as police cars, com-
pact sedans, pickup and dump trucks, refuse packer, street sweeper, tandem roller, backhoe-
loader, and trencher.
The City Attorney informed the Commission that he had not, to date, received a
reply from Mr. Erskine W. Landis, Box 358, DeLand, Florida, regarding the sale or further
negotiation of his privately owned 2-foot strip of land on the lakefront, in conjunction with
the City's development of the marina site. Commissioner Baker moved that the City Attorney
:be authorized to notify Mr. Landis, in writing, that the. City was now proceeding with the
condemnation of this property. Motion seconded by Commissioner Higginbotham and carried.
Upon presentation of a proposed offer, the Commission agreed to take under con-
sideration an offer of $40,000.00 for the City property at the northwest corner of First
Street and Park Avenue, if it were to be consumated as a redevelopment of the entire block
in that portion of the dOwntown area.
On motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried,
current vouchers and payrolls were next approved as evidenced by General Fund Florida State
Bank Vouchers Nos. &164 through ~252; General Fund Sanford Atlantic National Bank Vouchers
Nos. 9996 through lO18~; and Water and Sewer Revenue Fund Sanford Atlantic National Bank
Vouchers Nos. 1006 through 1030.
There being no further business, the meeting adjourned.
