The City Commission .of the City of Sanford, Florida, met in regular adjourned
session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on
October 28, 1965.

The meeting was called to order by' the Chairman.
Edward C. Daniels, Attorney, appeared to request an exempt status from the City
occupational license fee required of attorneys, on the grounds that he was a disabled war
veteran of ten per cent disability or more, and that the laws of the State of Florida allow
an exemption of up to $50.00 on city licenses for this disability status. Mr. Daniels
presented a letter of evidence from the Veterans Administration showing a thirty per cent
disability as proof, and stated he was a resident of Seminole County for a year and a half,
and a registered voter in this county. Commissioner Crapps moved that the request be taken
under advisement until a study and decision could be rendered by the City Attorney.
Seconded by Commissioner Baker and carried. "
Consideration next given to the proposed increase of premium rate on the health
insurance for City employees. Fred Harris, local agent, and James Coffman, special agent,
representing Gulf Life Insurance Company, appeared and presented a financial recap showing
the City's experience-claims for the past two years. From the period beginning Hay 22, 196~,
through May 22, 1965, the premiums paid on life and.'health was $28,251.20, with claims
reflecting paid out on the same period to be $30,558.67. Mr. Coffman stated that to put
the plan on a more sound basis that one of the following alternatives was recommended:
1. A $25.00 deductible be applied to Room and Board and Special
Charges, both in-patient and out-patient for each confinement.
Under this plan there would be no change in rate premium schedule.
2. No Change in Plan, with suggesnted rate Adjustment:
Employee Health Insurance - increase of $1.O0/month
" cost to City
Dependent Health Insurance - increase of $1.12/month cost to employee
No change in Life Rate or Accidental Death and Dismemberment
rate. No change in Retirees rates.
After due consideration, Commissioner Higginbotham moved to authorize the City to
pay the $1.00 per month increase per employee up to the anniversary date of May 22, 1966,
and the City to receive an audit as soon as possible thereafter, and no later than Sept-
ember l, 1966, for the City's next year's budget consideration. Authorization to include
the increase, as outlined above, be retroactive as of October 22, 1965. Seconded by
Commissioner Crapps and carried.
C. Vernon Mize, Attorney representing owners of the Yellow Cab, Sanford Transit
Company, next appeared to discuss the proposed ordinance on taxicab operations. Mr. Mize
presented the following sections of the ordinance, giving his client's interpretations and
recommended changes:
1. Section 3: That part of Ordinance controlling the open hours;
recommended that vehicle operating time be set from 7:00 A.M. to
12:00 Midnight.
