2. Section 15 (b): Procedures for approving private mechanics or
garages as safety inspectors; recommended that the City Commission
should designate a minimum fee for the inspection charge.
3. Section 25: That part of Ordinance restricting additional fees
charged for additional passengers; recommended additional pas-
sengers should not ride free of charge, and that some charge be
set.
Section 27 (6): That part of Ordinance relating to violation of
any State law or City ordinance within 12 months which would cause
suspension of taxi driver's permit; recommended applicable only when
operating a vehicle for hire and only after second minor o~fense.
5. Section 28: That part of Ordinance relating to soliciting for
or engaging in selling, delivering or transporting of intoxicating
beverages, etc.; recommended the word "knowingly" be inserted.
6. Section 27 (e): That part of Ordinance relating to suspension or
revocation of chauffeur's permit by the City; recommended giving
the Municipal Judge the authority to suspend, with the right of
the accused to appeal to the City Commisssion.
7- Section 19: That part of Ordinance requiring passengers to pay
fare; recommended that a driver be permitted to demand advance
payment of fare under certain circumstances.
8. Further recommendations: (a) a receipt be available upon request
of passenger listing drivers name, date, and rate of fare, (b) a
daily manifest-record be required.
The Chairman then thanked C. Vernon Mize for appearing and discussing the proposed
Ordinance, and assured him that the Commission would consider the recommendations given.
Letter next submitted by C. Vernon Mize, Jr., Attorney representing the estate of
Walter Fallen, requesting a public hearing be set to review the denial of the Sanford Zoning
and Planning Commission on rezoning from R-l, single family residential, to C-l, neighborhood
commercial, property located at Poinsetta Avenue and 25th Street, legally described as Lots
16 and 17, Block 3, Palm Terrace. On motion of Commissioner Crapps, seconded by Commissioner
Higginbotham and carried, a public hearing date was set for November 22, 1965.
Consideration next given to a request of Olof G. Nordgren, 109 South Mangoustine
Avenue, for water service outside the City limits on Palm Drive, Lot 60 and north 42.5 feet
of Lot 61, Wolfer's ~ake View Terrace. After discussion, Commissioner Baker moved on ap-
proval upon the property owner signing an annexation petition, seconded by Commissioner
~Higginbothamand carried.
On recommendation of the City Manager, and on motion of Commissioner Higginbotham,
seconded by Commissioner Crapps and carried, salary reclassification was authorized as follows

Vivan J. Walden next appeared in the interest of Nancy MeYers Estate, requesting
that the property at 507 East Ninth Street, under Condemnation Report No. 65-134, be given
a time extension to clear the estate. On motion of Commissioner Crapps, seconded by Commis-
sioner Wilson and carried, an extension of 90 days was authorized.
Stephen Simms, 919 Willow Avenue, next appeared to request consideration be given
to a time extension on his property under Condemnation Report No. 65-132. On motion of
Commissioner Baker, seconded by Commissioner Wilson and carried, an extension of 90 days
'~was authorized.
J. V. Jones, 327 West Ninth Street, next appeared requesting consideration for
authorization to place a house trailer on his property at 327 West Ninth Street, to be used
as living quarters for his daughter and four children. He further stated that he would
effect a fence of hedge around the trailer; but, when questioned, would not state the

action on the request until Mr. Jones checked with the abutting neighbors regarding any
objections they might have.
Consideration next given to ~equest of beer and wine consumption off premises
license transfer from John D. Carlton to John Daniels, business located at 1013 West 13th
Street. On approval of the Police Chief, Commissioner Higginbotham moved on approval of the
transfer, seconded by Commissioner Crapps and carried.
A statement from Ardaman & Associates, Orlando, Florida, inthe amount of $2,710.00
for test borings and probings at the lakefront development site was next presented. On
recommendation of the City Manager that the billing was in line with the work performed,
Commissioner Higginbotham moved on approval of payment, and that funds be made available
from the General Fund, as a temporary loan, to be returned from the Marina Bond Sale.
Seconded by Commissioner Baker and carried.
Consideration next given to the request of Ernest Cowley for permission to have
fireworks in the Municipal Stadium for the homecoming football game on November 5, 1965.
After discussion, Commissioner Baker moved to approve under the conditions that the State
law requirements of a licensed fireworks handler would be provided, plus the required cov-
erage of liability insurance to cover the City in the amounts of $10,000.00, $500,000.00
and $100,000.00 also be provided at no expense to the City. Seconded by Commissioner
Crapps and carried.
The redraft of the Golf Course Consent and Modification Agreement as prepared by
Douglas Stenstrom, Attorney for David M. Whelchel, proposed leasee, was next presented for
discussion. The City Attorney informed the Commission of detrimental aspects of some of
the changes, and advised the Commission not to execute the redraft as written. After delib-
eration and discussion of the certain points in question, Commissioner Higginbotham moved
the City Attorney redraw the redraft to include a definition of capital improvements; change
the wor~ing that effects Paragraph 8 of the consent agreement of May 26, 1952, between the
City of Sanford and Mayfair Inn, Inc., eliminating Paragraphs 2 and 3 of the original lease;
the motion to include authorization be given to the Mayor to sign and execute the agreement
when modified. Seconded by Commissioner Crapps and carried.
On motion of Commissioner Crapps, seconded by Commissioner Wilson and carried~
the City Clerk, City Attorney, and Mayor were next authorized access to Safety Deposit Box
177 in the Sanford Atlantic National Bank for.annual audit.
Discussion next given to a list of qualified clerks for election poll workers,
furnished by the County Registrar; and on motion of Commissioner Crapps, seconded by Commis-
sioner Baker and carried, the City Clerk was authorized to select twelve persons from the
said list for work in the City Election of December 7, 1965.

sioner Higginbotham and carried.
Next submitted was a list of utility accounts that have presented collection
,roblems, as follows:

Also, it was noted that a water account outside the City limits had been illegally tapped
nd water taken without being registered through a meter. After much discussion, Commissioner
Higginbo~h~m moved the City Attorney be authorized to take any legal action he deemed neces-
.jsary to enforce the collection of the foregoing accounts, including legal action against

Consideration next given to letter from J. Brailey Odham regarding the past due
payments, from March, 1965, to the present date, on the City's sewer utility account at
Sunland Estates. The Commission instructed the City Manager to notify Mr. Odham that the
account is to be paid in full by December, 1965, and that the account will be paid on a
current monthly basis after that date, or the matter will be turned over to the City
Attorney for legal action.
A letter from Dr. B. J. LaCour, Holiday Inn, Daytona Beach, Florida, was next
submitted for consideration. Dr. LaCour stated that his application for Holiday Inn-Sanford
Marina Franchise was now in the hands of Jeff Mann, Holiday Inns of America, Inc., Franchise
Sales Department, and that as soon as a response is obtained he would notify the City and
proceed with the architect for final plans. After discussion, the Commission instructed
the City Manager to set up an informal meeting with Dr. LaCour November 3, 1965, at 1:30 P.M.
to discuss further terms of the lease.
Next, on recommendation of the Building Official, Commissioner Higginbotham moved
on approval of exempting members of the Examining Boards of the City's Plumbing and Electri-
cal Boards from the annual renewal charge of competency certificates. Seconded by Com-
missioner Baker and carried.
Consideration next given to request of Randall Priest, Route 2, Box 497, for the
rental or leasing of the Sanford Civic Center for organizational and business meetings of
the Citizens' Councils, States Rights Racial Integrity, headquarters in Jackson, Mississippi.
After much discussion, Commissioner Higginbotham~moved to deny the request, and the motion
died from the lack of a second. Commis .s then moved to table the request,
seconded by Commissioner Baker, and motion fai~ed with the dissenting votes of Commissioners
Wilson, Baker and Raborn. After further discuSsion, Commissioner Higginbotham moved that
the Civic Center not be used for this purpose~,sec°nded by Commissioner Wilson. Thereupon,
the question recurred on the motion to deny the.request, and the roll was called and the
vote stands as follows:

Thereupon, the Chairman announced that the motion to deny the request was carried.
Consideration next given to the City Employees Retirees Dinner program, and on
motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried, the Mayor
was designated as the Master of Ceremony, and would handle the entire program.
The State Road Bond Issue was next discussed, and on motion of Commissioner
Higginbotham, seconded by Commissioner Crapps and carried, the City Attorney was authorized
to draw up the proper resolution endorsing the Bond Issue, and forward it to the Seminole
County Commission.
Request next received from Bernarr MacFadden Foundation, owners of the Sanford
Naval Academy, to barricade San Carlos Avenue from East First Street to Seminole Boulevard,i
The City of Sanford..had, some years ago, abandoned this particular street right-of-way for
the previous owneers; but, the owners had never closed the street to public traffic. After
discussion, CommisSioner Higginbotham moved to notify the Sanford Naval Academy that the
City requests that the street be permanently closed at both intersections, recommending

curbs and sidewalks be installed; or, open the street to public traffic. Seconded by
Commissioner Crapps and carried.
Commissioner Baker next presented for discussion the proposed Junior College site
selection~ and moved that the Seminole County Board~of Public Instruction be notified that
the City would consider running water and sewer lines to the property when the site is
selected, if the site is within a reasonable distance from the City of Sanford. Seconded
by Commissioner Higginbotham and carried.
There being no further business, the meeting was adjourned.
