The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on November 8, 1965. Present: Commissioner A. L. Williams Absent: Commissioner M. L. Raborn, Jr., Mayor The Chairmancalled the meeting to 'order. The first item of business presented was the further discussion of the proposed amendments to the taxicab regulations. After consideration, Commissioner Higginbotham moved that Section 3 be amended to include that a cab must operate a minimum of five days per week with a minimum of sixty hours per week, seconded by Commissioner Crapps and carried. Commissioner Crapps then mOved that (1) a receipt shall be issued upon demand showing the amount of fare, date, and name of cab driver; and (2) that part dealing with the trans- portation of alcoholic beverages be changed to read "knowingly" involved in the transporting of alcoholic beverages. Seconded by Commissioner Higginbotham and carried. Commissioner Crapps then moved that the City Attorney draw up the final ordinance for adoption, to include all of the amendments as previously discussed and agreed upon as to feasibility by the Commission at the last meeting of October 28, 1965, seconded by Commissioner Higginbotham and carried. Edward C. Daniels, Attorney, next appeared to discuss his request for exempt status as to City license, made the meeting of October 28, 1965. Upon recommendation of the City Attorney, based on the disability of Mr. Daniels and the State law to this effect, Commissioner Baker moved that exempt status be approved for the 1965-66 City occupational license fee; seconded by Commissioner Crapps and carried. Consideration next given to the request of J. V. Jones, 327 West Ninth Street, for the placement of a house trailer for living quarters on his property of the same loca- tion. Mr. Jones agreed to appear at this meeting with a report as to possible objections of surrounding neighbors; and upon his failure to appear, and upon the presentation of a letter from Mrs. Florence Harriss Realty Company, representing Wallace Allbritton property at Eighth Street and Elm Avenue, in which a protest was registered, Commissioner Crapps moved to table the issue until Mr. Jones could present his report; seconded by Commissioner Baker and carried. On recommendation of the City Manager, and on motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried, salary reclassification was authorized as follows: William Moore From 9-C ($67.15/week) To 9-D ($70.76/week) Discussion next heard on the difficulty the City has been having hiring laborers. At present, the City is short thirteen laborers, because of the low starting wage now in effect. It was recommended that a survey be made by the City Manager on employees in the labor classification earning less than $1.25 per hour, with the suggestion that a proposal be submitted to the Commission, based on a starting wage scale of $1.25 per hour in the "A" Classification and graduated to a reasonable top wage in the other Classifications of MINUTES City Commission,.Sanford; Florida" Nov. elllber .,8 at 8 P. 'l;'la. ,. : ' ~ Y "; · '- ' ; Consideration next given to a request of Donald Royer for water service in the ?raver Homes area, legal description being Lots 47 and 48, Second Addition of Park View. )n motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, approval ~as authorized upon the property owner signing the proper petition for annexation. ~On recommendation of the City Manager that there is insufficient street lighting )n West 10th Street between Olive and Mulberry Avenues, Commissioner Crapps moved next on the approval of installing three lights on West 10th Street at Mangoustine, Oleander, and Tessamine Avenues; seconded by Commissioner Higginbotham and carried. Jack Bolt, Chairman of the City's Operation Beautify program, next appeared re- ~arding a request of John Alexander, Chairman of the County Commission and County Beautifi- ation Committee, to attend the work shop of To Keep America Beautiful, Inc., in St.Petersburg on November 12, 1965; and to extend an invitation to this group to hold their 1967 meeting ~t the City of Sanford's new Marina Motel-Restaurant complex, and to be hosted by the ~eminole County Chamber of Commerce and the City of Sanford. Commissioner Baker moved that the Commi~t~egoing, so extend the invitation, and that the Committee work with the Seminole ]ounty Chamber of Commerce, and that a detailed report be given to the City Commission at ~ later date. Seconded by Commissioner Higginbotham and carried. Consideration next given to a request of J. C. Lavender, County Road Department ~uperintendent, appearing in behalf of a County Road Department employee, Dan Edwards, )resently lodged in the City Jail on two charges, Docket Cases No. 72317 and 72318, Disor- .erly Conduct and Driving While Intoxicated. Mr. Lavender stated that this man was a very ~ood employee, and, that to his knowledge, was a first offender in the City Court, and 0hat this man was needed back on his job. Commissioner Higginbothammoved that upon receipt ~f a letter from the Municipal Judge to the City Commission, that the sentences mentioned ~bove be suspended, and on approval of the Police Chief, Dan Edwards be released from jail; ~econded by Commissioner Baker and carried. A recommendation from the Building Official and the City Manager was next pre- ~ented for the Co~mission's consideration, for the adoption of regulations to control home ~mprovement type contracts; as some contractors from out of the City, firms in the general ~ome repair business, were using unethical methods and poorly written, high interest contracts ~t the expense of unsuspecting citizens. After consideration, Commissioner Crapps moved 0hat all legal steps, within the City's power and deemed necessary, both inside the City and ~ut, be taken to control such practices by these companies and their representatives; ~econded by Co~issioner Baker and carried. On motion of Co~missioner Crapps, seconded by Commissioner Higginbotham and carried, ~ public hearing was set for November 22, 1965, to consider and determine whether or not the ]ity will close and vacate that certain east-west alley, lying between Lots ll and 24, and k2, 25, and 26, Block 9, Bel-Air, Plat Book 3, Page 69, Public Records, Seminole County, P!orida. Commissioner Crapps next introduced Ordinance No. 876, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, REPEALING SECTIONS 18-70 THROUGH 18-74, INCLUSIVE, THE CODE OF THE CITY OF SANEOP~D,.FLORIDA~ 1954, AS AMENDED, SAID SECTIONS PERTAINING TO DEALERS AND SALES OF SMALL ARMS, AND AMENDING CHAPTER 18, THE CODE OF THE CITY OF SANFORD, FLORID2A, 1954, AS AMENDED, BY ADDING THERETO SECTION 18-70, PROVIDING FORDEALER REQUIRE- MENTS IN THE SALE OF SMALL ARMS. Commissioner Crapps next introduced Ordinance No. 878, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING CHAPTER 14, SECTION 14-13 THEREOF, THE CODE OF THE CITY OF SANFORD, FLORIDA, 1954, AS AMENDED, SAID SECTION PROVIDING FOR SCHEDULE OF OCCU- PATIONS AND LICENSE TAXES, SAID AMENDMENT CREATING A SPORTING GOODS DEA!~R CLASSIFI- CATION AND ESTABLISHING THE TAX THEREFOR. and on motion of Commissioner Crapps, seconded by Commissioner Baker and carried, the same was placed on its first reading and read in full. On motion of Commissioner Higgiffbotham, seconded by Commissioner Crapps and carried, the revised minutes of October 20, 1965; the minutes of October 25, 1965; and the minutes of October ll, 1965, with the correction on authorization of the City Manager to take bids to read: on police and compact cars, pickup and dtunp trucks, refuse packer, backhoe-loader, street sweeper, trencher, and tandem roller, were next approved. On motion of Commissioner Crapps, seconded by Commissioner Baker and carried, current vouchers and payrolls were next approved, as evidenced by General Fund Florida. State Bank Voucher Nos. 4235 through Nos. 4274; General Fund Sanford Atlantic National Bank Voucher Nos. 10185 through 10406; and Water and Sewer Revenue Fund Sanford Atlantic National Bank Voucher Nos. lO31 through Nos. 1043. city Manager next requested authorization~to purchase or to take bids on office equipment and two-way radio equipment, with the outright purchase on one mobile two-way radio unit; and on motion of Commissioner Crapps, seconded by Commissioner Baker and carried, the same was authorized. A letter of request from Fred Cawley, 422 Palmetto Avenue, was next submitted, requesting an exemption of the City occupational license fee for himself, based on his being 72 years of age, and also a holder of an exempt State and County license. Commissioner Higginbotham moved that the request be approved, seconded by Commissioner Crapps and carried. Consideration next given to a request from R. W. Ware, Attorney, representing property owner W. D. McCalley, on Condemnation Report 65-145, located at 610 Laurel Avenue, for a time extension of 90 days in which to complete the necessary repairs..Commissioner Crapps moved that a 90-day extension be granted, seconded by Commissioner Baker and carried. A request by Letty Caldwell, ll9 East 7th Street, was next presented for the City to condemn and demolish a two-story house and two warehouses on the southwest corner of 7th Street and Magnolia Avenue, legally described as Lots l, 2, and 3, Block 9, Tier 3, E. R. Trafford's Map of Sanford. Commissioner Crapps moved that this matter be approved and fur- ther worked out with the City Manager on the condemnation and demolition of the said build- ings, seconded by Commissioner Higginbotham and carried.
