Williams The Chairman called the meeting to order stating the first item of business was a Publid Hearing to consider the rezoning of Lots 16 and 17, Block 3, Palm Terrace, from District R-1 (One Family Dwelling) to C-1 (Neighborhood Commercial) District, as proposed and described in the following legal notice published in the Sanford Herald on November 12, 1965: NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND A~ENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room ~in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on November 22, 1965, !to consider the following changes and amendments to the Zoning Ordinance of the City of . Sanford, Florida: That property zoned in District R-1 (One Family Dwelling), located at the south- west corner of Poinsetta Avenue and 25th Street, is proposed to be changed to C-1 (Neighbor- hood Commercial) District. Said property being more particularly described as follows: Lots 16 and 17, Block 3, Palm Terrace All parties in interest and citizens shall have an opportunity to be heard at said Hearing. Attorney C. Vernon iMize, represent±ng the estate of Walter Fallen, owner .of the heretofore desaribed property, '.spoke for the rezoning, noting that the bu±iding had been aon~emned by the City and slated ifor demolition or repair 0atober 29, 19G5. ~. Mize pointed out the feasibility of the !location for commercial use on the basis of 25th Street now nearing completion of four-lane widening, and that the intersection of Sanford Avenue and 25th Street is presently zoned as 'ia ommerciaI. A letter from Chairman John R. Alexander, Board of County Commissioners, was next ~presented' stating that as an abutting property owner of the property to be rezoned, the County Commission had no objection to the rezoning of above described property. Stanley Brumley, representing the proposed grocery store interest, spoke in favor !of the commercial aspect of the rezoning, and pointed out that, in his opinion, the land would increase in value in the near future, if rezoned. The following property owners from the immediate area appeared to register an objection to the proposed rezoning of the property under discussion: J. W. Knight, 2437 Poinsetta Avenue; Fred Readen, 2439 Poinsetta Avenue; and Mr. ~nd Mrs. B. H. Williams, 2513 Poinsetta Avenue. After hearing all persons present and discussions for and against, Commissioner Crapps moved that the matter be referred back to the Zoning and Planning Commission for further study, with consideration toward in cluding a larger area if rezoning to commercial should be feasible; seconded by Commissioner Wilson and carried. Next was a Public Hearing, held to consider the abandonment of that alley abutting the Jeno Paulucci property, between Washington and Jefferson Avenues and south of 20th Street, as proposed and described in the following legal notice published in the Sanford Herald on November 12, 1965: NOTICE OF PROCEEDING FOR VACATING, CLOSING AND ABANDONING A PORTION OF A STREET TO WHOM IT MAY dONCERN: You will take notice that the City Commission of the City of Sanford, Florida, at 8:00 o'clock P. M. on the 22nd day of November, 1965, at the City CommissionerS': Room at the City Hall in the City of Sanford, Florida, will consider and determine whether or not the City will close, vacate and abandon any right of the City and the Public in and to that portion of a street hereinafter described, to wit: That certain East-West Alley lying between Lots ll & 24 and 12, 25 & 26, Block 9, Bel Air, Plat Book 3, Page 79, Public Records Seminole County, Florida. Persons interested may appear and be heard at the time and place above specified. CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA BY: H. L. WHE~HEL, CITY CLERK The Chairman announced that the Commission would be glad to hear from anyone in favor of or against the said abandonment, as advertised in the foregoing notice. Mack N. Cleveland, Jr., Attorney representing Jeno Paulucci, appeared and stated that his client could not be present this date, and requested that the Public Hearing be postponed for a period of up to sixty days. Commissioner Higginbotham moved that the request be granted and the alley be opened to the public until the hearing, seconded by Commissioner Crapps and carried. The City Managernext presented a proposal on a starting wage scale of Grade 3 and 5 employees, as requested by the Commission in the meeting of November 8, 1965. Those laborers of this grade in the 'A' classification to have a base of $1.25 per hour, and other classifications of B, C, D and E graduated to a top wage of $1.60 per hour. After consideration, Commissioner Higginbotham moved that the revised wage scale of Grade 3 and 5 be instituted as described, effective December l, 1965, seconded by Commissioner Crapps and carried. After further consideration of the wage scale of all other employees, Commissioner Crapps moved that the City Manager proceed with a study and present at his earliest conve- nience a proposal revising the balance of the pay schedule, giving particular attention to a provision for pay increases on a longevity basis for those in "E" classification after a period of years in this grade. Seconded by Commissioner Baker and carried. Request for extension of time on Condemnation Report No. 65-1J!J~ , property located at 517 East 25th Street, was next received from C. After consideration, Commissioner Crapps moved on a 90-day exten- sion, seconded by Commissioner Wilson and carried. Consideration next given to a report from the City Manager that drywood termite evidence had been discovered in the upstairs of the City Hall. Upon request, a quotation figure of $1,700.00 had been given by Walker Chemical Company of Orlando for tent fumigation. After discussion, Commissioner Higginbotham moved that any action be held in abeyance, seconded by Commissioner Crapps and carried. Consideration next given to a Mutual Aid Agreement of the Florida Forest Service for fire fighting services, whereby the City could sign the agreement and still restrict its services to inside the City limits. Commissioner Crapps moved the agreement be referred to the City Attorney for further study, seconded by Commissioner Wilson and carried. Commissioner Crapps next introdUced Ordinance No. 877, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ANNEXING TO AND INCLD-DING WITHIN THE CORPORATE AREA OF THE CITY OF SANFORD, FLORIDA THE AREA DESCRIBED HEREINAFTER, IN ACCORDANCE WITH THE PROVISIONS OF CHAPTER 57-1815, LAWS OF FLORIDA, ACTS OF 1957. and same was placed on its first reading and read in full. Commissioner Crapps then moved on the waiver of the requirement of the second reading of Ordinance No. 877, and that same be placed on its final passage and adoption. Seconded by Commissioner Wilson. Commissioner Crapps~next introduced Ordinance No. 879, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SUBPARAGRAPH(c) OF SECTION 4-2 OF CHAPTER ~, THE CODE OF THE CITY OF SANFORD, FLORIDA, 1954, AS AMENDED, SAID SECTION DEALING WITH SALES OF INTOXICATING LIQUORS ON STATE, COUNTY OR MUNICIPAL PRIMARY ELECTION DAYS, SAID AMENDMENT PERMITTING SALES ON SUCH DAYS EXCEPT AS PROHIBITED BY STATE LAW. and same was placed on its first reading and read in full. On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, the revised set of minutes of October ll, 1965, were next approved. The City Manager next submitted the following tabulation of bids which were opened publicly at 2:00 o'clock P. M. on November 19, 1965, for furnishing two police cars, two compact sedans or two regular sedans, two pickups 5,000 GVW, two pickups 7,400 GVW, one long wheel base refuse dump truck, one dump truck, one 20-yard refuse packer body, one diesel truck'chassis, one street sweeper, and one tandem roller, in accordance with the specifi- cations in the invitation for bids published in the Sanford Herald on November 9, 1965. After consideration, Commissioner Baker moved to accept the bid of Strickland- Morrison Sales, Inc., for furnishing two standard sedans at a price of $4,082.60, and two 5,000 GVW Ranchero pickup trucks at a price of $3,269.06, seconded by Commissioner Higginbotham and carried. Upon consideration, Commissioner Higginbotham moved to accept the low bid of Strickland-Morrison Sales, Inc., for furnishing two 7,&O0 GVW pickup trucks at a price of $3,741.06, seconded by commissioner Baker and carried. After discussion, Commissioner Crapps moved to accept the low bid of Strickland- Morrison Sales, Inc., for furnishing one 19,000 GVW long wheel base refuse dump truck at a price of $3,642.79, seconded by Commissioner Baker and carried. After lengthy discussion, Commissioner Crapps moved to accept the bid of Strickland- Morrison Sales, Inc., for furnishing one 25,000 GVW dump truck at a price of $5,709.54, seconded by Commissioner Higginbotham and carried over the dissenting votes of Commissioner Raborn and Commissioner Baker. On due consideration, Commissioner Baker moved to accept the bid of Truck Equipment, Inc., for furnishing one Loadmaster 20-yard refuse packer body at a price of $4,950.00, seconded by Commissioner Higginbotham and carried. After due consideration, Commissioner Baker moved to accept the bid of Superior GEC Trucks, Inc., Orlando, for furnishing one 29,000 GVW diesel truck chassis, with Loadmaster, at a price of $7,557.61~ seconded by Commissioner Wilson and carried. After a report by the City Manager, Commissioner Baker moved that if after further checking on the low bid of an Elgin street sweeper as to the feasibility of the company furnishing parts and their repair facilities, this bid be accepted in the amount of $9,711.00, as bid by R. A. Litkenhaus and Associates, but if adverse information were obtained, the authorization would be to accept the M. D. Moody & Son, Inc., bid in the amoUnt of $10,&91.O0 for a Wayne. Motion seconded by Commissioner Higginbotham and carried. It was moved by Commissioner Crapps, seconded by Commissioner Baker and carried, to accept the bid of State Tractor & Equipment Co., Inc. of Orlando, for furnishing at a price of $6,671.00, one Gallon, with Roll-O-Static, tandem roller. 163" 19 65 MINUTES City Commission, Sanford,,' FlOrida 'N°v. ember, 22 at 8 P. On request of the City Manager, it was moved by Commissioner Baker, seconded by Commissioner Wilson and tarried, to table the awarding of the bid on the one diesel backhoe- loader equipment uatil the City Manager could more fully investigate the Clark machine and the performance on the other machines that were bid. After due consideration, Commissioner Baker moved to accept the bid of Florida Equipment Company of Orlando for furnishing one Davis trencher~ with crawler tracks, at a price of $3,551.00 on the basis that this price, per City Hanager's affirmation with repre- sentative of company, would include the added cost of $324.00 for the trailer. Motion seconded by Commissioner Crapps and carried. Consideratio~ next given the possible utilization of information from the County assessment rolls in a revaluation program of the City real estate taxes, the Chairman stating that he had comferred with the County Tax Assessor and that she was receptive to some sort of co-operative a=raggememt. After further discussiom, Commissioner Crapps moved that a plan of action of utilizing the County records in compiling the City's tax rolls be put in effect as soom as possible; and that the City Attorney be instructed to check on the matter of a referendum requirement to use the County's tax assessment rolls, if they so contemplated to do so in the mear future. Seconded by Commissioner Baker and carried. Commissioner Higginbotham then moved that th~ City Clerk and City Manager work out iany co-operative efforts to utilize the County assessmemt records, with authorization to iobtain the cost of doimg so, and presemt a report to the City Commission. Seconded by Commissioner Crapps and tarried. Request next presented from H. C. Hagan, 100 North Elliott Avenue, for consideration i!of an exempt occupatiomal City license to operate as a surveyor, based on his now attaimed 'age of 72 years, that he is a disabled veteran, and the fact that he is doing very little iisurvey work. After discussiom, Commissioner Wilso~ moved thor an exempt occupational licemse iibe approved and issued,~but restricted to a one-man operation, and mot to include a~jasso- i!ciates, seconded by Commissioner Higginbothamand carried. Consideration next given to the appointment of a Fire Chief, and after discussiom, Commissioner Higginbotham moved that George H,~ing Earriett, Sr., be appointed to fill the !vacancy, se°onded by Commissioner Crapps and tarried over the dissemting vote of Commissioner Baker, Commissioner Ra~orm abstaining.
