H. 165 1965 The City Commission of the'City of Samford, Florida, met in regular session at the ~ity Hall in the City of Sauford, Florida., at 8:00 o'clock P. M. on December 13, 1965. Whelchel Police Chief A. S. Williams The meeting was called to order by the Chairman. Commissioner Wilson next introduced Resolution No. lO15, amd after being read in full, moved on its passage amd adoption. Seconded by Commi ssioner Higginbotham and carried. Said Resolution No. lO15 being in words and figures as follows: A RESOLUTION OF THE CITY COMHISSION OF THE CITY OF SANFORD, FII)RIDA, DESIGNATING BANK DEPOSITORIES FOR THE YEAR 1966. WHEREAS, it is necessary annually to designate depositories for f;,_nds of the City of Sa~ford acoordi~g to the Charter of' the City of Sanford, NOW THEREFORE, be it resolved by the City Commission of the City of Sanford, Florida that The Sanford Atlantic National Bank, Florida State Bank of Sanford amd United State B~ of Seminole be, and they are hereby designated as depositories, for city funds for the year 1966 upon such institutions f~rnishing the necessary reserves and security as is required by law. BE I~ FUR~ RESOLVED that this Resolution be spread upon the minutes of the City ~ommission of the City of Samford, Florida, and a copy hereof be delivered to the President of each of said institutions. Baker As 'the' '0'ity Commiss'ion of 't'b'e' ' City of Sanford, Florida Consideration next given to employee holidays for City personnel for Christmas and Hew Year's, and after discussion, Co~missiOner Higginbotham moved that the City employees be authorized to have the full day of Friday, December 2~, 1965, as a holiday, and that all other work days will be worked as normal, seconded by Commissioner Crapps and carried. Request next presented from Robert Besserer, 1305 Forest Drive, for a street light to be placed at Forest Drive and Washington Court. The City Manager recommended this instal- lation, and further recommended street lights be placed at Commercial Street and Laurel Avenue, and at Commercial Street and Elm Avenue. After consideration, Commissioner Crapps moved on approval of the three locations for street lights, seconded,.by Commissioner Wilson and carried. "- Consideration was next given to the statement in the amo~ut of $600.00 for the 0ity's membership fee, based o~ population, in the Florida League of Municipalities, and nmotion of Commissioner seconded Commissioner Wilson and same Baker, by carried, was Ipproved for payment. MINUTES City Commission, Sanford, Florida December 15 at 8 P.. M. 1965 Statement from the A. C. Doudney Surveyors, Inc., in the amount of $1,251.26, for survey work done for the Marina Lakefront Development project, was next presented for ap- proval, and on motion of Commissioner Crapps, seconded by Commissioner Baker and carried, same was approved for payment from General Fund, to be reimbursed when the Public Improvement Revenue Bonds are sold. Statement of LeRoy C. Robb Construction Company for work completed on Mainten,~_ce Building north of West Sixth Street was next submitted, representing 85 per cent of materials and work completed, in the amount of $11,200.00; and on recommendation of the City Manager, Commissioner Crapps moved that payment of said amount be approved, seconded by Commissioner Baker. and carried. On recommendation of the City Manager, and on motion of Commissioner Crapps, seconded by Commissioner Wilson and carried, salary reclassifioation~was authorized as follows: John T. Bennett From 21-D ($$,900 O0 annual) To 21-E ($5,068~00 ,n~ual) Request next submitted from John A. Burton, IV, Architect representing Butte Knitting Mills, Spartanburg, South Carolina, new owners of Alix of Hiami plant at Sanford, asking for the City's position on installing a water and sewer main to serve the Sanford plant, giving cost of such installation, with cost figure for sprinkler system installation, if installed. After discussion, Commissioner Crapps moved that the City Hanager notify the company that the City will extend the utilities, upon their determination of their needs, upon the payment to the City the actual cost of any or all utility extensions, and upon the property owners signing the proper annexation petition or agreement that would be valid for such time that the City determined'it feasible to annex the property, and to pay the outside City limit water and s~wer rate fees on City utilities Until such annexation. Seconded by Commissioner Baker and carried. H. 196.5 On further review by the Zoning and Pla~ing Commission, requested by the City Commission~'~the Board again denied a recommendation for the rezoning from R-1 (One Family Residence) to C-1 (Neighborhood Commercial) the location of the southwest corner of West 25th Street and Poinsetta Avenue, as advertised in Public Hearing notice published in Sanford Herald November 12, 1965, and held November 22, 1965. After consideration, Commis- sioner Crapps moved to deny the rezoning appeal until such time as this particular property should become contiguous to commercially zoned property in this immediate area, seconded by Commissioner Wilson and carried. On motion of Commissioner Wilson, seconded by Commissioner Crapps and camried, the current vouchers and payrolls were next approved as evidenced by General ~nd Florida ~State Bank Vouchers Nos. $275 through Nos. $328; General Fund Sanford Atlantic National Bank Vouchers Nos. 10506 through Nos. 10500 and Nos. 11063 through Nos. 11158; Water and Sewer Revenue Fund Sanford Atlantic National Bank Vouchers Nos. 1055 through Nos. 1058. On motion of Commissioner Baker, seconded by Commissioner Crapps and carried, minutes of regular meeting of October 28, 1965, and regular meeting of November 8, 1965, were next approved. Consideration next given to Condemnation Report No. 65-152, at 619 East 10th Street, under the name of Mary and Fannie Cooper,.deceased, whereby the time for repair or demolition had expired November 29, 1965, and the City crews, when moving in to demolish the st~acture, had found an elderly man living there. The Commission instructed the City Manager to work out any problems for the removal of the person from the premises and the City to Proceed with the demolition of the dilapidated structure. Request next received from Loxcreen Plant in the Sanford Industrial Park on South Sanford Avenue, for outside City water service. After discussion, Commissioner Crapps moved to authoriZe the service from the industrial service line that is presently in exist- ante, seconded by Commissioner Higginbotham and carried. Consideration next given to the site purchased by the Sanford Herald in the City's Lake HonrOe Industrial Park not being serviced by City sewer lines, and the expense of laying such an individual line would be prohibitive. Commissioner Crapps moved that the Sanford Herald be allowed to install the necessary septic tank facilities to take care of their sewage requirements until the City could work out, in the future, the money for pro- ;~viding sewer lines to the entire area of the park. Seconded by Commissioner Wilson and carried. The use of the City Commission~.;Room by the State Health, Education and Welfare Department, Social Security Division, was next discussed. After much deliberation, Commis- sioner Higginbothammoved to notiZy the Social Security Division that their weekly meeting space at the City Hall wuuld have to be moved out as soon as possible, due to the increase of citizens pursuing their weekly service here in Sanford causing an inconvenience of availa- ble space in the City Hall, seconded by Commissioner Baker and carried. Consideration next given to Resolution No. 1008, adopted Hatch 22, 1965, estab- lishing the poli6y for compulsory retirement of City superviSorS~.at the age of 65, with the Commission reserving the right ~ approve or disapproV~ annual requests of supervisors and employees to work past the age of 65. After discussion of including all employees, excluding laborers, under this policy, Commissioner Baker movedl that Resolution No. 1008 be amended MINUTES City Commission, Sanford, Florida December 13 at 8 P.H. 1965 to include all employees of the City, .~xcluding the laborers, the amendment to be effective January l, 1966, seconded by Commissioner Higginbotham and carried. Consideration next given to City of Sanford board appointments of the Board of Adjustment and Appeals, Plumbing Board, and Electrical Board, a~d on motion of Commissioner iHigginbotham, seconded by CommissionerCrapps and carried, the following appointments were approved: Reappointment to Board of Adjustment a~d Appeals: H. R. Strickland Reappointment to Plumbing Board: William Halback Harry Lee, Jr. Reappointment to Electrical Board: E. C. Harper, Jr. Donald Young year term to expire January 7, 1969 2 year term to expire January 1, 1968 2 year term to expire January 1, 1968 2 year term to expire January 1, 1968 2 year term to expire January 1, 1968 Petition next submitted for one or more street lights on West 12th Street, west · of Pomegranite Avenue. After discussion as to exact locatmon, CommisSioner Higginbotham moved that the request be denied on the basis that the street is not City right-of-way, !seconded by Commissioner Baker amd carried./ Letter of resignation was next submitted by Dr. W. Vi~ent Roberts, Chairman of Civil Service Board, effective January l, 1966, relieving him of the~appointment t° the Civil Servide Board. Commissioner Higginbotham quickly moved to deny the request until such time the Doctor had placed his proper signatUre upon the request so presented, seconded by Commissioner Crapps and carried. Consideration next given to a letter of reply submitted by the City Attorney from Erskine W. Landis, Box 358, Deland, Florida, dated December 15, 1965, regarding the sale o2 further negotiation of his privately owned 2-fo0tstrip of land on the lakefront, in conjunction With the City's development of the marina site. ~. Laudis was agreeable to the sale of this land for an outright price of $2,500.00 with him bearing the cost of sale, or at a price of $2,000.00 net to him. After discussion, Commissioner Higginbotham moved to approve and accept the price of $2,000.00 net to Mr. La~dis, and authorize the payment of same out of the General Fu~d, to be refunded to this fund upon sale of Public Improvement Bond Sale in the near future, seconded by Commissioner Crapps a~d carried.
