City. Commission, Sanford, Florida Janu~y /4-~ at 8 P. M.
The City Commission of the City of Sanford, Florida, met in regular annual session
at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on January $, 1966.

The meeting was called to order by the Chairman.
The 1965-65 City of Sanford Audit was submitted for approval by JohnM. Fitzpatric~
Certified Public Accountant; and after discussion, Commissioner Higginbotham moved that the
audit be approved and accepted as submitted, seconded by Commissioner Crapps and carried.
John L. Martin, 818 East 10th Street, appeared requesting a time extension on
Condemnation Report No. 62-35, Group IV, on his building at 815 East 10th Street, the
building condemnation October 10, 1962. After discussion, Commissioner Higginbothammoved
to allow an extension of 30 days to proceed with the naceSsary repairs, and another 30 days
to complete these repairs to the satisfaction of the building code, and if not completed
within the 60'days the City to demolish the structure. Seconded by Commissioner Crapps and
carried.
Letter next submitted from ~orrey V. Black, Secretary of the Ginderville Volun-
teer Fire Department, Luc., requesting permission to fill their fire truck tanks from the
fire hydrants in the Pinecrest area. The department had been obtaining their water from
HLH plant and now HLH has installed a fence on their perimeter and the water supply is not
always available. After consideration, Commissioner Higginbotham moved that the request be
denied on the basis that fire protection is one of the inducements for annexation to the
City, and without the City's knowledge the water could be used for other purposes. The
motion died for lack of a second. Commissioner Baker moved that the City proceed to desig-
nate a fire hydrant on the south side and one on the east side of Pinecrest for the
Ginderville Fire Department's use during emergency periods only, and this motion died for
lack of a second. Commissioner Crapps then moved that the City Commission talk with Mr.
Black or the designated officials as to their needs, and then arrive at a point of action,
seconded by Commissioner Baker and carried.
Consideration next given to two requests from the following City employees for
salary advances:
Edgar L. Griffith, Street Superintendent, for $~00.00,
repayable at $25.00 per pay period ($50.00 per month)
Tommie Robinson, laborer in the Sewer Division, for $100.00
repayable at $10.00 per pay period ($$0.00 per month)
After considerabt~ discussion, Commissioner Wilson moved that the salary advances and repay-
ment of same be approved as outlined, seconded by Commissioner Crapps and carried over the
dissenting vote of commissioner Baker.
Discussion next held on the problem developing at the shopping area at the north-
west corner of 25th Street and French Avenue, consisting of the Winn-Dixie Store and the
Super-X Drug Store, regarding their debris-trash blowing from the parking area into neigh-
boring yards. The drug store manager does not accept a~y responsibility, as his lease
proposition is limited to the inside of the store premises only. Commissioner Higginbotham

moved that the proper person and/or property owner be notified that the City is requiring
the construction of a fence along the west property line of this property to catch all
blowing debris, and further, that a provision be made by them for sweeping or cleaning up
their parking area. Seconded by Commissioner Baker and carried.
Request next received from Col. Patton of the Health, Education and Welfare,
Social Security Division, for aid in obtaining suitable free facilities to serve Seminole
County, and if facilities were unavailable they might have to discontinue the Sanford service
until funds from GSA for a regular.service center in Sanford were approved. After discus-
sion, Commissioner Crapps moved that the prior action to remove this service from the City
Commission Room in the. City Hall stand, and it wassuggested that-Col. Patton contact
W. Vincent Roberts regarding available space. Seconded by Commissioner Baker and carried.
Next submitted for discussion was a request from James K. Donahue of Boston,
Massachusetts, for authorization and granting of a Community Antenna Television operation
franchise in the City of Sanford. Commissioner Higginbothammoved that this request be
denied and that this company be notified of the previous action and feelings of the Commis-
sion in not granting or giving further consideration to any individuals or companies for an.'!
operation of a community antenna television system in the City of SanfOrd at the present
time, and that any further applicants be discouraged. Seconded by Commissioner Crapps and
carried.
Commissioner Higginbotham next introduced Resolution No. 1016, and after-being
read in full, moved on its passage and adoption. Seconded by Commissioner Baker and carried
by the unanimous vote of the Commission.

COMMENDING J. H. CRAPPS FOR HIS
SERVICE AS MAYOR AND COMMISSIONER
OF T~ CITY OF SANFORD, FLORIDA.
WHEREAS, J. H. CRAPPS has been a loyal and faithful servant of the City of
Sanford, Florida, having served as Commissioner from January 5, 1960 to January 4, 1966,
and as Mayor from January 2, 1962 to January 8, 1963 and from January 5, 1965 to June 28,
1965, and
W~tEREAS, J. H. CRAPPS has devoted time and effort far above and beyond the call
of duty and is held in high regard by the City Commission and the people of the City of ~
Sanford, and it is the desire of the City Commission to express proper recognition and
appreciation to this retiring Official,
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida that the sincere commendation and appreciation of the City Commission both for
itself and for the people of this community, together with sincere good wishes for his
future, be and the same is hereby exDressed to J. H. CRAPPS, and that a silver tray be
presented to "Jimmie" as a token of the high esteem which is felt by all'.
BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the
City Commission and a copy hereof be given to J. H. CRAPPS.
PASSED AND ADOPTED this fourth day of January, A.D. 1966.

~t this time Commissioner Crapps was presented with a gift of appreciation,
consisting of an engraved' silver tray, for his past services as Mayor and Commissioner of
the City of Sanford.
There being no further business to be transacted by the outgoing board, the
meeting adjourned sine die.
The Commission then reconvened for the purpose of organization, Commissioner
M. L. Raborn, Jr., and Commissioner W. Vincent Roberts signing the oath and acceptance of
office~ were seated as Commissioners of the City of Sanford, Florida, for three year terms.
On motion of Commissioner Baker, seconded by Commissioner Wilson and carried,
Commissioner Higginbotham was next appointed temporary Chairman, pending the election of
a Mayor.
The first order of business being the election of a Mayor for the ensuing year.
Commissioner Raborn nominated Commissioner Wilson and moved that the nominations be closed
and that the Clerk be instructed to cast a unanimous ballot for Commissioner Wilson as
Mayor. Seconded by Commissioner Baker and carried.
Thereupon, Commissioner Wilson was declared to be the duly elected Mayor of the
City of Sanford, Florida, for the year 1966, and signed the oath and acceptance of office
and took the Chair.
There being no further business, the meeting adjourned.
