011066-Regular Session176 MINUTES City Commission, Sanford, Florida Janua.ry 10~ at 8 P. M. The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on January 10,'1966. Present: Commissioner A. L. Wilson, Mayor " J.B. Baker " Earl Higginbotham " M.L. Raborn, Jr. " W. Vincent Roberts City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. L. Whelchel Police Chief A. S. Williams The meeting was called to order by the Chairman. Appearing in behalf of a previous request for condsideration of authorization for use of a City fire hydrant, as designated in the Pinecrest area from which they could fill their tank wagon fire fighting equipment and that such usage would be for fire fighting only, were officers of the ~inderville Volunteer Fire Department Tom White, President and Fire Chief, Leon Steinmeyer, Dick Frank and Secretary Lorry V. Black. Fire Chief White outlined that under previous arrangements, they had filled their 1,O00 gallon tanks at the HLH Plant, but this property had now been fenced and the distance from Sunland Estates to the housing locati0n~of their truck was not feasible. On recommendation by the City Manager, Commissioner Roberts moved that approval be granted on the following basis: 1. The Ginderville Fire Department officials work out an agreement with Hunt officials for the placement of a fire hydrant on Hunt's private property; hydrant location to be accessible to fire fighters at all times. 2. Hydrant to be placed on Hunt's side of the meter and on their lines. Ginderville Fire Department to purchase the hydrant and all fittings. The City to provide the labor for the installation of the hydrant. Motion seconded by Commissioner Higginbotham and carried. On motion of Commissioner Higginbotham, the following transfers of funds were authorized: $35.00 from Account No. 1506, Printing and Office Expense 25.00 from Account No. 1509, Miscellaneous Expense~i lO.O0 from Account No. 1513, Dues for a total of $70.00 to Account No. 1514, for employee advertisement under the Civil Service Accounts, seconded by Commissioner Roberts and carried. Consideration was next given the tabulation of bids as outlined on furnishing gasoline and fuel oil to the City for the period from January 15, 1966, to December 31, 1966, as specified in the invitation to bid, published in the Sanford Herald on December 31, 1965, and publicly opened at the City Hall at 2:00 P. Fl* · : ':; " ' ' ' ~ '~ :'~ Commissioner Higginbotham moved that all low bids be accepted and awarded to Sinclair Refining Company on premium gasoline at 20.8¢ per gallon and regular gasoline au 19.6¢ per gallon and to the Pure Oil Company on diesel fuel at 11.6~¢ per gallon, seconded by Commissioner Baker and carried. Robert Crumley, Chairman of the City's Lake Monroe Industrial Park Board, appeared and spoke to the Commission as to their reaction in a possible business endeavor for the Industrial Park in that James Blythe, formerly owning the Blythe Transportation Truck Line on Highway 17-92, had shown an interest in the park property for a potential truck refrig- eration service with a possibility of a cold storage warehouse. A preliminary discussion was held by the Commission on the feasibility of this particular type of heavy truck traffic generating in this'area. Commissioner Baker recom- mended that consideration be given to the possibility of use by this potential firm in the tiback area of the park, which probably is presently the City's tree stump dump and located north of First Street and Poplar Avenue, behind Sanford Manufacturing Company in the area south of the City's sewage treatment plant. This area could be back lots of the Industrial Park platted as 7, 8 or 9, or not in the Industrial Park plat. The Commission instructed Mr. Crumley that the Industrial Park Board members further i]pursue as to Hr. Blythe's specific plans and details and to advise him of the area that would ?be receptive for fu2ther consideration by the Commission, reporting back to the Commission Ion their findings. With regards to further interest by the Commission, the City Manager presented a memorandum relative to respective costs of extending a 12-inch water main on the east side of Highway 17-92 to Alix of Miami, as previously discussed and authorized under certain conditions, showing an approximated material cost of $9,929.19; plus outlining the cost of a further extension of this same line to tie in the Sunland Estates water system, privately owned by J. Brailey Odham, at an estimated material cost of $33,5~6.~2. Under further discussion, it was noted that the Sunland Estates water system was ~iavailable to the City at a price of $120,000.00. Futher figures on the system presented were $2,884.00 in escrow for customers meter deposits, plus an estimated amount of $9,168.17 isewer service charge collections owing to the City for furnishing of sewer service to Sunland, with Mr. Odham requesting consideration that the City allow him a 6-month note in the amount ?f $8,000.00 in which to facilitate his clearing the bank note of the system, the meter i!deposits monies and payment of the past due monthly sewer charges against the system. Commissioner Higginbotham moved on approval for the City of Sanford to purchase !the Sunland Estates water system from J. Brailey odham on the following basis: (a) Purchase the physical assets of the system in the amount of One Hundred and Twenty Thousand Dollars ($120,000.00) (b) Seller, J. Brailey Odham, to retain the title to the land that the wells, water plant and reservoir are situated on. (c) City to pay the balance after first deducting from the $120,000.00 purchase price the amount allotted as customer water meter'deposits and the total amount owing for sewer service charges on closing date of contract. City to accept from Mr. J. Brailey Odham a 6rmonth note in the amount of $5,000.00. (e) City to have the right to salvage all materials from the water wells, aerator, reservoir and plant. MINUTES City Commission, Sanford, Florida January 10 at 8 P.M. 19 66 (f) City agrees to furnish future water taps to the lots within the Sunland Estates subdivision at the standard City rate; and no charge for taps already established but not in use. (g) Seller agrees not to allow the land or wells in the future to be used as a competing utility system against the City. Motion seconded by Commissioner Roberts and carried unanimously, On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, current vouchers and payrolls were next approved as evidenced by General Fund Florida State Bank Voucher Nos. 4329 through4~04; General Fund Sanford Atlantic National Bank Voucher Nos. 11159 through 11361; and Water and Sewer Revenue Fund Sanford Atlantic National Bank Voucher Nos. 1059 through 1072. On motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried, the minutes of the meeting of December 27, 1965, were next approved. Next under consideration was a request for a time extension by Merriwether L. Smith, owner of property at 501 East Third Street, condemned under Report No. 65-138. After consideration, Commissioner Baker moved that, due to Smith's unusual circumstances, an. extension of 60 days be granted, seconded by Commissioner Roberts and carried. On the basis of a~prior discussion by the Commission concerning the feasibility of further pursuing the new modern electronic data processing machines for future use by the City, the City Manager presented a detailed proposal on data processing offered by the Florida State Bank of Sanford; this service to include processing the City's estimated 5,500 utility bills at a cost of $.0375 per account on a four cycle billing per month or $.05 per account on an eight cycle billing per month. The bank would provide all necessary forms for the services; the bank to convert all current records and be ready to process beginning January l, 1967, at a cost of $200.00 for a one-time charge for a oonvermsion Of the 5,500 accounts; make available a detailed list balancing back to current City records and to include performing all programming; furnish a training process for familiarizing all the necessary City employees with the procedure of the system;~a~d once per month prepare and furnish a list of all past due accounts. Commissioner Baker moved to approve theproposal and to authorize the City Manager to proceed on further negotiations with the bank on setting up this type of data processing service for the City's utility accounts. Motion seconded by Commissioner Raborn and carried. Commissioner Raborn next introduced Ordinance No. 881, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ANNEXING TO AND INCLUDING WITHIN THE CORPORATE AREA OF THE CITY OF SANFORD, FLORIDA, THE AREA DESCRIBED HEREINAFTER, IN ACCORDANCE WITH THE PRO- VISIONS OF CHAPTER 57-1815, LAWS OF FLORIDA, ACTS OF 1957. and same was placed on its first reading and read in full. Commissioner Raborn then moved on the waiver of the requirement of the second reading of Ordinance No. 881, and that same be placed on its final passage and adoption. Motion seconded by Commissioner Higginbotham. Commissioner Raborn next introduced Ordinance No. 882, entitled: AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, RE- PEALLNG CHAPTER 24, THE CODE OF THE CITY OF SANFORD, FLORIDA 195~, AS AMENDED,.SAID CHAPTER DEALING WITH TAXICABS AND THE REGULATIONS THEREOF, AND ADOPTING IN LIE~THEREOFNEWREGU- LATIONS AND REQUIREMENTS INVOLVING TAXICABS, THEIR OPERATION, LICENSING AND FINANCIAL ~ESPONSIBILITY. and same was placed onits first reading and read in full. Commissioner Raborn then moved on the waiver of the requirement of the second reading of Ordinance No. 882, and that same be placed on its final passage and adoption.
