The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on June 15, 1966.

The meeting was called to order by the Chairman.
The first item of business was a request for transfer of beer and wine License
No. 135 from the name of Jerry Bentley, deceased, to his widow, Natherine Bentley, fox con-
sumption on premises at the location of 302 Sanford Avenue, Victory Beer Garden. After
consideration, Commissioner Raborn moved that the transfer in name only be approved as
recommended by Police Chief. Seconded by Commissioner Roberts and carried.
Next requested was the transfer of License No. 288 from the name of W. E. Cherry,
Cherry's Service Station, lO18 French Avenue, to Annie F. Abrams, same location, for
consumption ~ff premises of beer smd wine. On recommendation of the Police Chief, motion
of Commissioner Roberts, seconded by Commissioner Baker and carried, same was approved.
A discussion was held as to developments between the City and John DuBose, Chief,
Operations Bulkhead, Internal Improvement Trustees Fund, Tallahassee, regarding their request
to stop the dredging of the lakefront-marina project. The State Game and Fresh Water Fish
Commission contending that the dredging was muddying the water and killing fish, and had
filed a grievance to this effect with said Trustees. The City Manager pointed out that the
City had been and was continuing to comply with all specifications as set forth in the permit
issued by the Corps of Engineers:; but, a situation of apparent misunderstanding among the
state agencies involved in the permit had developed.
After consideration, on motion of Commissioner Baker, seconded by Commissioner
Roberts and carried, the City Manager was authorized to meet with any officials, as deemed
necessary, of the various state agencies, presenting all information to clear any misunder-
standings; and, further, if necessary, to go to Tallahassee to discuss and resolve this
situation with Dr. O. E. Frye, Director, Florida Game and Fresh Water Fish Commission.
Tgbled at the last meetiBg for further study and next discussed was consideration
regarding a ~roposed report submitted by the Finance Director and Tax Assessor for the
City's reassessing of land values. The report outlined the County value of such property,
present City value and proposed City value. The Tax Assessor outlined the formula used for
setting up an equitable basis as shown under the proposed new tax figure.
After discussion, Commissioner Higginbotham moved that the proposed tax assessment
i!figures on land value be further studied for overall inequalities, ~he Tax Assessor be given
iladditional help if needed, the formula as outlined for the basis of the reassessing figures
·!ias presented on the partial land value list be accepted and used for the preparation of the
!City's 1966-67 tax roll assessment; with all property owners so notified. Seconded by
!Oommissioner Raborn and Carried.
Consideration next given to the purchasing of Lot 5, Block X, St. Gertnude's
i~iAddition, approximately one acre consisting of 152 x 350 feet, situated in the middle of

Commissioner Higginbotham moved to offer the owner the sum of one thousand dollars(S1,000.00)
cash for the property. Seconded by Commissioner Raborn and carried.
Property located at 301-507 Sanford Avenue was next~ discussed regarding the
hazardous condition of the marquees overhanging the sidewalk creating a danger to the public.
Pictures were shown to substantiate the hazard, plus a report that the owner had received
prior notice of this hazardous condition witha r~quest to correct the situation, with no
action to date.
On motion of Co~missioner Baker, seconded by Co~missioner Roberts and carried,
action was taken that in view of the fact that the marquees on the above described property
constitute an immediate hazard to the safety of the public using the sidewalk on Sanford
Avenue, said marquees are condemned, and the property owner notified that in the event said
marquees are not removed or replaced within ten (10) days the same will be effected by the
City and the cost thereof assessed as a lien against the property. This is construed and
deemed necessary as an emergency measure by the City Commission.
On motion of Commissioner Baker, seconded by Commissioner Raborn and carried,
approval was given to reappoint Donald R. Jones to the Civil Service Board fora two-year
term from June 30, 1966, to June 30, 1968.
After discussion, Commissioner Higginbotham moved that funds be transferred from
Contingency Account No. 8150 to the various department accounts as follows:

On recommendation of the City Manager, motion of Commissioner Baker, seoonded by

No. 4017, dated Flay 25, 1966, submitted by Ardaman and Associates, in the amount of $878.00,
for additional structural borings; and Statement dated June 7, 1966, in the amount of
$1,508.85, submitted by A. C. Doudney Surveyors for work performed relating to the additional
borings, were presented; and on motion of Commissioner Higginbotham, seconded by Commissioner
Roberts and carried, payment of the three statements were authorized from the Public
Improvements Construction Fund.

The City Manager next submitted a cost report regarding the presentation at the
last meeting by the Lake Monroe Beautification Committee of Seminole County Chamber of Com-
nerce for installation of street lighting on Seminole Boulevard, from Mellonville Avenue to Sta
Interchange 4.
After discussion, the Commission instructed the City Manager to write a letter to
bhe County Commission submitting a proposal for their consideration on this particular Boule-
~ard Lighting Project, that the County furnish all materials cost with the City providing the
~abor and equipment.

On motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried
the minutes of May 9, 1966, were approved.
On motion of Commissioner Higginbotham, seconded by Commissioner Roberts and car-
~ied, the current vouchers and payrolls were next approved as evidenced by General Fund
Florida State Bank Vouchers No. 4632 through No. 4687; General Fund Sanford Atl~utic National
Bank Vouchers No. 12172 through No. 12361; Water and Sewer Revenue Fund Sanford Atlantic
National Bank Vouchers No. 1137 through No. ll~8.
Next discussed was a request from the Sanford-Seminole Jaycees for consideration
of a $300.00 increase in their present appropriation for this year as allowed under the
City's current 1965-66 budget.
After consideration, Commissioner Baker moved that the request for additional funds
be denied, as such requests are handled at the regular budget hearings. Seconded by Commis-
sioner Higginbotham and carried.
After discussion, on motion of Commissioner Raborn, seconded by Commissioner Baker
and carried, the request of Randall Chase for a traffic light at the intersection of 25th
Street and 01d Lake Mary Road was ~.referred back to him with a recommendation that he present
the request to the County~i~iCommission, due to only th~northeast corner of the intersection
being inside the City limits.
The City employees salary review was re-pres~nted by the City Manager, requesting
that to curtail present employee turnover that the Commission affirm (a) if a substantial
pay raise was to be effective in the near future (b) when the pay raise would be effective,
and (c) if the list reworked three weeks ago and presented was in line with the Commission's
criteria as outlined at previous salary review meetings.
After lengthy discussion, Commissioner Higginbotham moved that the pay schedule
as submitted by the City Manager be accepted with the exception of changing certain inequities
as discussed and outlined with necessary steps taken to put the salary increase into effect
as of October l, 1966, seconded by Commissioner Roberts and carried.
On motion of Commissioner Higginbotham, seconded by Commissioner Roberts and
carried, authorization was next given for the transfer of $195.00 from Contingency Account
No. 8150 to Account No. 4126, Parks Division-Equipment, for the purchase of an 18-foot row
boat, five life jackets, one paddle, and one gas tank to be used for work in Lake Carola.
Proposed changes of the bulkheading and piers, as requested by Harold Slama, was
next discussed with a cost breakdown. The City Manager pointed out that a change order would
be needed and the purpose was to provide for the particular type lift in his plans and the
~essee asked that two diagonal lift berths be made instead of the proposed bulkheading. This
request now making a total of $11,686.00, with prior authorization given by the City for an
~bligation of some $6,500.00 for changes for the boat repair slip.
After lengthy discussion, and on advice of the City Attorney, Commissioner Baker
noved that the design changes, as presented by the City Manager be approved by the City
]ommission; and to authorize the lessee of the marina area to agree to underwrite the addi-
:ional costs of the design and construction changes, not to exceed $5,000.00. This motion is
aade as the result of the finding of the City Commission that the requested changes are
~rincipally a benefit to the marina operator. Seconded by Commissioner Higginbotham and
~arried unanimously.

After discussion, on motion of Commissioner Roberts, seconded by Commissioner
Higginbotham and carried, funds in the amount of $453.00 covering land value, legal fee and
cost of changing mortgage and taxes was next authorized for transfer from Contingency Account
No. 8150, to purchase the property presently owned by the Florida Public Utilities Company,
West Sixth Street; legally described as:

of Sixth Street and Cedar Avenue in the City of

said motion to include authorization of purchase subject to title research. Seconded by
Commissioner Higginbotham and carried.
A letter signed by eight of the fourteen retired City of Sanford employees, who
will be covered under medicare, was next submitted. The letter requested that the City funds
formerly used to purchase the employer portion of the Gulf Life Insurance Group medical
policy prior to July 1, 1966, be used to purchase an equal amount of hospital insurance
with another company that will write it, or paid direct to the retiree to purchase his own
olan. After consideration, Commissioner Raborn moved to approve a City contribution to all
retirees over 65 years of age in the amount of $56.00 per year to cover the surgical benefits
under medicare coverage, in lieu of the hospitalization insurance that was previously pro-
vided by the City, effective Jgly l, 1966. Seconded by Commissioner Roberts and carried
over the dissenting vote of Commissioner Baker.
After discussion, Commissioner Roberts next moved that the City Attorney be
authorized to prepare a resolution to the effect that the City Commission supports the Board
of County Commissioners of Seminole County in its efforts to secure an adequate and necessary
read network to the new east central Florida University site. Seconded by Commissioner
Higginbotham and carried.
There being no further business, the meeting adjourned.
