062766 MINUTES City Commission, Sanford, Florida June 27 at 8 P. M. The City Commission o£ the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on June 27, 1966. Present: Commissioner M. L. Williams Absent: Commissioner A. L. Wilson, Mayor The meeting was called to order by the Chairman. The first item of business was a resume given by Arthur Harris and Mason H. Wharton. members of the Zoning and Planning Commission, regarding the City's participation in federal aid programs. They outii~edthe first requirement for the City to participate is to bring the City's Comprehensive Plan up to date and to have the workable program recertified. In further statements, Mr. Harris advised the Commission that the Zoning and Planning members were contemplating a recommendation to the City Commission that considera- tion be given for a project under the federal projects as a Code Enforcement program to eliminate and revitalize a large area of blight in sections of Sanford by bringing it under a minimum Housing Code, which would have to be adopted prior to application for the federal funds. Under such a program, the City could receive 75% of the total cost and the residents and property owners within the area would be eligible for grants of $1,500.00 for home improvements if they earned less than $3,000.00 or, for loans up to $10,000.00 at 3% if they earned over $3,000.00. Mr. Harris stated that the Zoning and Planning Commission had interviewed and been presented a proposal by a firm, Urban Programming Corporation, St. Louis, Missouri, whereby, at no cost to the City, they would update the Comprehensive Plan; prepare the Workable Program; advise the City on availability of federal funds for various projects that the City Commission might select; prepare the application forms; take such applications to Washington; and then advise as to projects accepted by the federal govezmment; and amount of funds allocated for such projects. Only until such time as the C±ty accepts the federal grants for their selected projects do they collect a fee for this work and this to be only from amounts received from the administrative allowance from the federal government under the programs actually undertaken by the City. Time involved for this firm to prepare and submit such applications to the federal government would be sixty (60) days. In finalizing his report, he submitted the following recommendation from the Zoning and Planning Commission: That the City Commission ihstruct the City Attorney to prepare an acceptable contract agreement to this company whereby the firm could proceed to pursue the availability of these federal funds for such projects as the City Commission may approve at no cost to the City. After lengthy discussion, Commissioner Baker moved, seconded by Commissioner Higginbotham and carried, that the City Attorney draw up a contract for their consideration as outlined to retain the Urban Programming Corporation to pursue the availability of these federal funds under projects they select but at no obligation to the City. James B. Foley, President, Sanford Chamber of Commerce, appeared next with a request for the payment of the Chamber's quarterly allocated budgeted funds in the amount or $525. oo~ 2'43 MINUTE'S City Commission, Sanford, Florida'' Jmle 27' at 8 P. Ff. .19 66 After lengthy discussion, Commissioner Baker moved that the quarterly budgeted funds of $525.00 be paid the Sanford Chamber of Commerce. Motion died for lack of a second. The Commission requested that the matter be given further consideration with the Sanford Chamber of Commerce making available for their next regular meeting an audit pro- viding information as to Board of Directors, membership list and dues, statement of expenses and receipts and activities or projects being carried on. or contemplated. Next discussed was a request by W. ~. Adams, Adams Transfer and Storage, 200 North Holly Avenue, for refund of monies paid to the City for a water sprinkler line to his prop- erty, as other connections are being made by the City off of this line to the Industrial Park area. He also requested that the City construct and pave two blocks of City street from Fulton Street to First Street on Holly Avenue. In view of Mr. Adams absence at the meeting, the Commission tabled the request until their next regular meeting. Consideration next given to the City's contract of 1962 with fiscal agent Loomis C. Leedy, Jr., Leedy, Wheeler and Alleman, Inc., to correct certain areas of ambiguity in the 1962 ageement where clarification was desirable. On motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, approval was given for the preparing of a new revised contraot. Next submitted was a statement from Leedy, Wheeler and Alleman, Inc., dated June 1966, in the amount of $21,888.00 for services rendered and expenses incurred in connection with the authorization, sale and delivery of $1,000,000.00 Public Improvement Revenue Bonds for Sanford, Florida. On motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried, the amount of $21,888.00 was authorized for payment to Leedy, Wheeler and Alleman, Inc. The City Manager reported that C. E. Rice, the owner of a one-acre tract in the center of the City-owned property for the proposed Zoological site, had refused the City Commission's $1,000.00 offer for purchase of the property and had set a final selling price of $6,000.00 cash. Legal description of property being Lot 3, Block X, St. Gertrude's Addition. The Commission instrUcted the City Attorney to investigate the matter further and advise them on possible methods of obtaining the one-acre tract. Attorney Mack N. Cleveland, Jr., representing Mary Walter, Orange Avenue appeared and requested that a previously tabled request submitted by the late James C. Walter, Orange Avenue, be now acted upon in the name of his wife, Mary, to vacate and abandon an alley :~iright-of-way situated between her property described as Lots 8 and 9, N. H. Garner's Oak Hill ~.Addition to Sanford, Florida; said alley situated between 25th Street and 25th PlaCe and the :~'~railroad right-of-way and Orange Avenue with ~he carport on the existing structure on Lot 8 extending three feet, plus or minus, into the alley right-of-way. On motion of Commissioner iBaker, seconded by Commissioner Roberts and carried, a public hearing date was set for July ll, 1966. After consideration of Medicare cost to City employees who are actively employed but are past the age of 65, and on recommendation of the City Manager, Commissioner Baker moved that employees over the age of 65 and actively employed be reimbursed the same as the retired employees of an annual contribution respectively of $36.00 per annum to cover the surgical benefit plan under Medicare in lieu of the hospitalization insurance previously MINUTES City Commissio. n, Sanford~ Florida June 27. at 8 P. Appearing and voicing objection against the proposed sale of liquor under the request of John D. Carlton for the location of 2401 French Avenue, under second reading of an ordinance for same, was Hrs. Mary Jane Richey, 2401 South Elm Avenue. Ordinance No. 887, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SECTION 4-1 OF CHAPTER 4, THE CODE OF THE CITY OF SANFORD, 1954, AS AMENDED, SAID SECTION DESIGNATING ZONES IN WHICH INTOXICATING LIQUORS, EXCEPT BEER AND WINE, MAY BE SOLD, SAID AMENDMENT~DING~DITION~ TERRITORIES THERETO. placed on its first reading and read in full at regular meeting of June 13, 1966, was next placed on its final reading for passage and adoption. After being read in full, the roll lwas called and the vote stands as follows: Commissioner Raborn Yea " Higginbotham " " Roberts " " Baker Naye Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, had passed and adopted said Ordinance No. 887, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SECTION 4-1 OF CHAPTER 4, THE CODE OF. THE CITY OF SANFORD, 195~, AS AMENDED, SAID SECTION DESIGNATING ZONES IN WHICH INTOXICATING LIQUORS, EXCEPT BEER AND WINE, MAY BE SOLD, SAID AMENDMENT ADDING ADDITIONAL TERRITORIES THERETO. Regarding prior feasibility of installation of a fixed traffic time signal at the location of 20th Street and Sanford Avenue, a recent report reflected that the traffic flow at peak hours did not reach even the required minimum of average flow by state criteria or by traffic engineering criteria. On recommendation of the City Manager, Commissioner Higginbotham moved that a traffic light not be installed at this location. Seconded by Commissioner Baker and carried over the dissenting vote of Commissioner Roberts. The City Attorney reported to the Commission that he had received from the Zoning and Planning Commission suggested recommendations of changes to the City's sign ordinance. Before rendering an opinion, he:suggested that the City Commission select an area as to the limits of enforcement that they desire pertaining to a new sign ordinance. The Commission requested that they be given copies of the recommended amendments for study; suggesting a !possible joint meeting with the Zoning and Planning Commission for an open discussion of same. Commissioner Baker next introduced Resolution No. 1022, and after being read in full, moved on its passage and adoption. Seconded by Commissioner Roberts and carried by the unanimous vote of the Commission. Said Resolution No. 1022 being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, SUPPORTING THE BOARD OF COUNTY COM- MISSIONERS OF SEMINOLE COUNTY IN ITS EFFORTS TO SECURE AN ADEQUATE AND NECESSARY ROAD NETWORK TO THE NEW EAST CENTRAL FLORIDA UNIVERSITY SITE. WHEREAS, it has come to the attention of the City Commission that the Board of MINUTES City Commission, Sanford,' Florida ,.. 24,5 June 27 at 8 P.M. 19 66 County Commissioners of Seminole County is diligently pursuing a plan to secure an adequate road network into the new University Site in South Seminole County; and WHEREAS, the City Commission deems such program of vital and necessary interest to all citizens of Seminole County a~d desires that the Board of County Commissioners be in- formed of the City,s continuing and vital interest in the success of such project; NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that the Board of County Commissioners of Seminole County be and they are hereby commended for their efforts in attempting to secure such road network and that said Board be informed that the City Commission of Sanford, Florida, lends its wholehearted support to such program and desires to cooperate in any manner possible. Consideration was next given to a written request from Mrs. Emily Bauder, 2108 Coronado Concourse, Highland Park Subdivision, requesting erection of Stop signS throughout the circled area. After discussion, Commissioner Baker moved that the request be denied on the basis the stop signs were not warranted at the present time. Motion seconded by Commissioner Higginbotham and carried. On motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, approval was granted for the City Manager to attend the International City Managers' Associa- tion in Phoenix, Arizona, October 23 through 27, 1966. After consideration, Commissioner Higginbotham moved on approving a transfer of funds with the Street Division accounts of $1,000.00 from Account No. 4726, Equipment-General, to Account No. 4719, Equipment Repairs and Maintenance. Seconded by Commissioner Roberts and carried. Discussion was next held regarding a letter of request from the Sanford Housing .Authority through Gordon L. Bradley, Executive Director, for a revised contract on the entire ?ousing project to be combined for the purpose of water billing, proposing all water accounts or meters being billed in a lump sum rate, rather than separately, thus grouping their four individual master meters into one master meter. After consideration and on recommendation of the City Manager, Commissioner Higginbotham moved to approve that these accounts be handled individually as a single account at each master meter, which is in accordance with the City's bond ordinance. Seconded by Commissioner Baker and carried. Consideration next given the First Baptist Church's new construction on Magnolia Avenue form Fifth to Sixth Street as to the widening of the street; moving of curb line; moving sidewalks; drop sidewalks, installing new sidewalk, parking and drive entrances, and the feasibility of the City undertaking this work. After discussion, Commissioner Baker moved that the Church present a final design plan, the City will undertake the work, but only on that portion designated as City property, with the City being reimbursed for all costs covering labor, equipment, and materials.
