072566252 MINUTES City Commission, Sanford,~ Florida July 25 .at 8 P. M. 19 66 The City Commission of the City of Sa~ford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on July 25, 1966. Present: Commissioner A. L. Wilson, Mayor " Earl Higginbotham " M.L. Raborn, Jr. City Manager W. E. Knowles City Clerk H. L. Whelchel Police Chief A. S. Williams Absent: Commissioner J. B. Baker " W. Vincent Roberts City Attorney Wm. C. Hutchison, Jr. The meeting was called to order by the Chairman. The first item of business was a street light request from property owners in the immediate area of West Second Street and Cedar Avenue. On recommendation of the City Manager and Police Chief that a light was warranted, Commissioner Raborn moved to approve the instal- lation of a street light at the aforementioned location. Seconded by Commissioner Higgin- botham and carried. Next considered was a letter from Attorney Kenneth W. McIntosh requesting a 90-day time extension on property under condemnation, described as Lots 12, 13, 14 and 15, Highland Park, 2005 French Avenue, RepOrt No. 66-166, to allow the lawful holders of a valid mortgage to institute foreclosure procedures and permit them to bring the improvements within specifi- cations required by the City. On motion of Commissioner Higginbotham, seconded by Commissione: Raborn and carried, authorization was given for a 90-day time extension on Condemnation Report No. 66-166. Next under discussion, was a letter from AttorneyOrville Johnson, III, Fern Park, Florida, representing the Village of North Orlando, requesting that the Village be authorized to use the facilities of the City of Sanford's jail for confinement of the Village's prisoners After consideration, on motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried, the request was denied on the basis that the City should not be confronted with this care and responsibility as the City taxpayers' money is used for construction, operation and maintenance of such facilities. Albert Hall next appeared requesting that he be granted an exempt license, as )ermitted in the past, to reopen his prior business of selling bait'.at his home location of .lth Street and Sanford Avenue. After consideration of Mr. Hall's age and past Commission ~ction, Commissioner Higginbotham moved that an exempt license be issued to him. Seconded by ~ommissioner Raborn and carried. Charles F. Collier, Manager, Trailways Bus Station and Yellow Cab Company, Park kvenue and Third Street, next appeared with a request for consideration to be given to up- iating and increasing taxicab rates within the limits of the City of Sanford. He presented ~ City map showing the revised zones and boundaries for the downtown area, with the maximum [ncrease for any single fare being 15¢, and a 5¢ increase in the downto~m area. Overall in- }.rease in rates ranging from 50¢ up to $1.25 and a 25¢ charge extra if four zone lines were ~rossed. After'consideration, Commissioner Higginbotham moved to set and advertise a public ~earing date for August 8, 1966, to consider taxicab rates and such increase as presented, rith all taxicab owners and operators to be heard regarding same. Seconded by Commissioner ~aborn and carried. Next considered were new appointemnts and reappointments of members ~o the various 1966 '253 MINUTES City Commission, Sanford,'Ftorida'. July 2} at 8 ?. Fi. ]ity Boards, and on motion of Commissioner Raborn, seconded by Commissioner Higginbotham and ;arried, Robert E. Karns was reappointed to the Board of Adjustment and Appeals for a three- tear term, effective August 13, 1966; William Kratzert was reappo~ted to the Board of .djustment and Appeals for a four-year term, effective August 13, 1966; and Jefferson R. Davis was appointed to the Zoning and Planning Commission, effective this date to serve at the pleasure of the City Commission. Commissioner Higginbotham next introduced Resolution No. 1023, and after being read l~n full, moved on its passage and adoption. Seconded by Commissioner Raborn and carried. Said Resolution No. 1023 being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, COMMENDING WILLIAM'BUSH, JR. FOR HIS SERVICES AS A MEMBER OF THE ZONING AND PLANNING COMMISSION OF THE CITY OF SANFORD, FLORIDA. WHEREAS, WIT,!,IAN BUSH, JR., Oh March 29, 1960, began service on the Zoning and Planning Commission of the City of Sanford, and has served continuously since that time; and W!-IE~AS, WILLIAM BUSH, JR., is now retiring from such Commission, and in view of the outstanding service rendered unto the City and its inhabitants on one of the most important Commissions of the City, the City Commission feels it proper to give due recognition; NOW,THEREFORE, BE IT RESOLVED, that the City Commission, both for itself and the }eople of this community, by these presents do commend WILLIAM BUSH, JR., for his outstanding ~ervice rendered to the City of Sanford in his capacity as a member of the Zoning and Planning Jommission from March 29, 1960, to date hereof. After discussion, Commissioner Higginbotham moved to approve and accept the low bid in the amount of $2,991.20 of Lou Temple for furnishing and installing a York model air conditioning unit, 121,O00 BTU/hour capacity, in the Public Library. Seconded by Commissionex Raborn and carried. Due to absence of the City Attorney to present the review of the revised sign regulations for adoption of a new sign ordinance as discussed and outlined in a joint meeting of the City Commission and the Zoning and Planning Commission on July 21,1966, the matter was tabled until the next regular City Commission meeting on motion of commissioner Higgin- botham, seconded by Commissioner Raborn and carried. After consideration and on recommendation of the City Manager, Commissioner Higgin- botham moved to approve the transfer from Zoo Account No. 4374, Relocation of Zoo, fmuds in the amount of $4,000.00 to create a non-lapsable account to cover eminent domain procedures and legal requirement costs regarding the acquisition of Lot 3, Block X, St. Gertrude's Addition, within the City's proposed Zoological Park property; with authorization for the City Attorney to proceed with the legality of acquiring same. Seconded by Commissioner Raborn and carried. On motion of Commissioner Raborn, seconded by Commissioner Higginbotham and carried payment of $68,067.00 was next authorized to contractor, Houdaille-Duval-Wright Company, as submitted on Statement No. 11137, dated June l, 1966, as approved by the City's project engineering firm, Clark, Dietz and Associates and the City Manager, and as aUt~horized under contract agreement for dredging and bulkheading, Riverport Marina, dated March 24, 1966. Next considered was a letter from Harry G. Boggs, Director, Municipal Police Officers} Retirement Trust Fund, Treasurer's Office, State of Florida, Tallahassee, dis- cussing certain requirements of the Police Retirement Plan of the City. On motion of Commis- sioner Higginbotham, seconded by Commissioner Raborn and carried, the matter was tabled until the next regular meeting, with the City Manager instructed to set up a meeting date with Harry Boggs, Police Board of Pension Trustees and the Commission for a discussion on the matter, to explore possible ways in which to solve the pension deficiency and institute a more equitable plan. In the absence of the City Attorney, consideration of proposed water contracts on the Sanford Housing Authority services was tabled until the next meeting on motion of Commis- sioner Higginbotham, seconded by Commissioner Raborn and carried. After consideration and review, Commissioner Higginbotham moved that the contract, as drawn by the City Attorney, between the City and Urban Programming Corporation of America, St. Louis, Missouri, for such company to institute the necessary work, at no cost to the City, for updating the Comprehensive City Plan, getting the Workable Program re-certified, and preparing all paper work for City participation in federal aid project grants, be approved with authorization for the Mayor and City Clerk to execute same. Seconded by Commissioner Raborn and carried. On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried, minutes of June 27, 1966, were approved. Next considered was a request from the Manager, Mayfair Golf Course, for the City to aid in sponsoring and contributing toward a golf tournament being scheduled in the near future. A scoreboard, one hundred posters, and road repairs were needed at an estimated cost 'of $550.00 July 25 at 8 P. M. 1966 MINUTE.S City Commission, Sanford, Florida After consideration, and on motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried, authorization was given for the City to contribute with funds for same, to paid from Contingency Account No. 8150. Under a request of the City Manager as to the Commission's thoughts of approaching the utility requirements with engineering studies in the Junior College area, in addition to that of future growth in the area, Commissioner Raborn moved that the City Manager negotiate with the local engineering firm of Clark, Dietz and Associates, regarding a contract and ~costS for same; reporting such information to the Commission for their further consideration. ~onded by Commissioner Higginbothamand carried. Consideration next given to a proposed area for annexation, excluding one small [pzece of land within the area; said area situated on the east side of Highway 17-92 Orlando ilDrive from the south property line of the Pinecrest Shopping Center to the north property iiline of Sanford Shopping Plaza; property excluded being a triangle owned by Alberta J. and Harold A. Hall. After consideration, and on motion of Commissioner Raborn, seconded by Commissioner iHigginbotham and carried, authorization was granted to proceed to annex within the City ilimits the above described proper~ty, less the triangle.
