The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on August 8, 1966. Present: Commissioner A. L. Williams Absent: Commissioner M. L. Raborn, Jr. The meeting was called to order by the Chairman. Jack Bolt, Chairman, City's Beautification Committee-Program, appeared and pre- sented an alternate beautification plan for downtown First Street. The original proposal of plantings within the sidewalk area at the curbing is now considered unfeasible. He presented colored slides showing the effectiveness of center island plantings in the streets of Ybor City, Florida, as their downtown was built in approximately the same era as Sanford's Mr. Bolt stated that the Downtown Merchants were receptive to the island planting and did not appear to object to the return of parallel parking, and they had adopted a resolution to recommend that the City proceed with a trial island planting on West First Street in the block between Laurel and French Avenues; and further, suggested that for testing purposes on traffic and parking, sand bags and such other type barricades be used.. The overall beauti, fication plan to encompass First Street from French Avenue to Sanford Avenue. After lengthy discussion, Commissioner Higginbotham moved to approve the center island planting versus the sidewalk planting and to further approve the transfer of funds from Contingency Account No. 8150 to cover the cost of the one trial center island planting at the aforementioned location, with City forces constructing same. Seconded by Commissioner Roberts and oarried. ~--' / Albert Fitts, local attorney, appeared regarding a recommendation for consideration for a tourist attraction in the City of Sanford in the form of a reproduction and restoration of the historical replica of Fort Mellon; suggesting the use of a compound constructed of palmetto logs, and further depicting a blacksmith shop,, soldiers, officers quarters, Seminole Indian Village, and others; with a possibility of this being considered for inclusion in the new Zoological Park, or another site if more feasible. After consideration, Commissioner Roberts moved to accept the proposed idea with the City to proceed with the proper investi- gation for obtaining authentic information to create such a replica of Fort Mellon. Seconded by Commissioner Higginbotham and carried. be Private lessee holders of the motel and marina interest to/constructed on the lakefront development project, C. E. Merrill, Jr., A. J. Thomas, Jr., and Harold Slama, along with Seminole County Chamber of Commerce Executive Manager, John Krider, appeared with a request that consideration be given for a modification in the plans pertaining to the covered boat berths proposed to be placed in front of the motel on the west side of the fill area. Mr. Merrill stated that the covered storage area would be of approximately a 25-foot height, which would block the fro~t of the motel from view; further, suggesting that the covered berths be placed on the east side, which would be the marina area. Such modification being agreeable to Mr. Slama, marina lessee. Slama, Meet together to satisfactorily work out the suggested changes; with the City Manager re- 0orting to the Commission as to what the changes constitute and the amount of costs entailed; ~uch meeting being scheduled Wednesday, August lC, 1966, at lO:O0 A. M. in the City Manager's Office. Seconded by Commissioner Roberts and carried. Held next was a Public Hearing to consider changes in the rates charged for taxicab fares, as advertised in the following legal notice published in the Sanford Herald on July 29, 1966: NOTICE OF PUBLIC HEARING FOR THE INCREASE OF TAXICAB FARES TO WHOM IT MAY CONCERN: Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M., on August 8, 1966, to consider changes in the rates charged by Taxicabs for fares in the City Limits of Sanford. All parties in interest and citizens shall have an opportunity to be heard at said hearing. By order of the City Commission of the City of Sanford, Florida, this 25th day of July, 1966. H. L. Whelchel as City Clerk of the City of Sanford, Florida Approximately twenty-five cab operators and owners appeared as interested parties. The proposal submitted for increase of rates was next discussed and is as follows: (a) 50¢ in the area bounded by Lake Monroe, Mellonville Avenue, 20th Street and Mangoustine Avenue. (b) (c) 60¢ in an area outside the fifty-cent zone bounded by Lake Monroe, the eastern City limits to 25th Street, 25th Street on the south and Roosevelt, Persimmon and Terwilliger Avenues on the west. 75¢ in any other area within'the current City limits, except that part of the City limits extending south of 29th Street in which area the =ate would be $1.00 to Onora Road and $1.25 south of Onora Road. The maximum requested increase for any single fare being 15¢, with a proposed increase of 5¢ in the downtown area. Rates being illustrated on an accompanying map and zones outlined to comply with the above boundary lines. The City Attorney was explicit in informing the taxicab operators and owners that the above outlined proposed rates create a maximum fee, which cannot be exceeded, but if ioperators choose to charge under the minimum rate, it is compulsory that such rates be filed !With the City Commission; such rates will be displayed for the public's view in their vehicles': and such rates will not be subject to change without the consent of the Commission. After hearing all taxicab operators and owners and the increase proposal being agreeable to all present, Commissioner Higginbotham moved that the new proposed taxicab rate schedule, as outlined in the foregoing paragraph, be accepted and the City Attorney instructed draw the proper ordinance as either an addendum to or to incorporate the rates under Drdinance No. 882. Motion to also include a maximum charge of 60¢ for any passenger trans- ported to or from any point in the 50¢ area between the hours of l:O0 A. M. and 6:00 A. M. Seconded by Commissioner Baker and carried, with Commissioner Roberts abstaining. After consideration and on approval of the Police Chief, Commissioner Roberts moved on approval of issuing a beer and wine license for consumption on the premises to Waverly Dowdy, d/b/a Village Inn, 107 West First Street. On a request from the Florida Municipal League to place an advertisement in the Convention Issue of the Florida Municipal Record regarding a meeting in Octo~'er in Clearwater, Commissioner Baker moved to approve the placing of a one-half page ad in the magazine at a cost $120.00; such advertisement to be made exclusively for the City's Lakefront Development Project-Marina. Seconded by Commissioner Higginbotham and carried. On motion of Commissioner Roberts, seconded by Commissioner Baker and carried, payment of $&2,8&O.O0 was next authorized to contractor Houdaille-Duval-Wright Company, as submitted on Statement No. 12180, dated July 31, 1966, as approved by the City's project engineering firm, Clark, Dietz and Associates and the City Manager, and as authorized under contract agreement for dredging and bulkheading, Riverport Marina, dated March 24, 1966. Due to proposed sign regulations, as submitted by the Zoning and Planning Commis- sion and reviewed by the City Commission with certain recommended changes, being u~uder scru- tiny by the City Attorney and not yet available for discussion, Commissioner Roberts moved to table the matter until the next meeting. Seconded by Commissioner Higginbotham and carried Next under discussion was a contract for water service as submitted by the Sanford Housing Authority. On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, the City Attorney wasinstructed to contact the Housing Authority's lawyer regarding the redrafting of the contract for clarification that the service is properly de- fined to reflect that each meter serving each project will be billed as a separate service account and that there will be no lumping of the services into one account. Ordinance No. 890, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CLOSING, VACATING AND ABAN- DONING A PORTION OF THAT CERTAIN EAST- WEST ALLEY LYING BETWEEN LOT 8 AND 9, OAK HILL SUBDIVISION, IN THE CITY OF SANFORD, FLORIDA. placed on its first reading and read in full at regular meeting of July 25, 1966, was next placed on its final reading for passage and adoption. After being read in full, Commissioner Higginbotham moved on its final passage and adoption. Seconded by Commissioner Roberts and carried. Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, had passed and adopted said Ordinance No. 890, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CLOSING, VACATING ANDABAN- DONING A PORTION OF THAT CERTAIN EAST- WEST ALI,EY LYING BETWEEN LOT 8 AND 9, OAK HILL SUBDIVISION, IN TME CITY OF SANFORD, FLORIDA. A discussion was then held regarding the final outline of the new revised pay schedule-classification for 1966-67 for City employees, with the exception of laborers, and reflecting an overall salary increase in the amount of $70,751.00. After consideration, Commissioner Higginbotham moved to approve and adopt the City employee schedule as submitted iTor the fiscal year 1966-67, with salary increase to be effective October l, 1966. The study presented covered a long range plan of 8,600 acres or 15.4 square miles for an area fr6m 25th Street south to Five Points and between Country Club Road (Lake Mary Road) and Sanford Avenue; area encompas- sing Raven.n.a Park, Idlewilde, golf course, Lake Mary, Lincoln Heights, Sunland, Elder Springs, Road 427, and Highway 17-92. On motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, the City Manager was instructed to meet with Consulting Engineer Conklin toconsolidate the area, concentrating on a strip along Highway 17-92 with utility lines to the p~oposed college site, with lines large enough to meet future demands, bringing this revised study and cost back to the Commission for the'~r further consideration. Next considered was a request of Hal Washburn, Maitland, for connection to City utilities to serve his p~oposed apartment construction on the south side of Onora Road east of Highway 17-92; with a report from the City Manager that Mr. Wa~.hburn was agreeable to annexing the property to the City limits. On recommendation of the City Manager and motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried, approval was given to allow this property, described as west 250.34 feet of east 539.6~ feet of Lots 38, 59 and 40 (less south 56.3 feet and road), Amended Plat Druid Park, Seminole County, to be ~erviced by City utilities with the stipulation that property owner, Hal Washburn, sign the standard annexation petition and thereon such property be annexed to the City limits. On motion of Commissioner Baker, seconded by Commissioner Roberts and carried, the current vouchers and payrolls were next approved as evidenced by General Fund Florida State Bank Vouchers No. 4742 through No. ~812; General Fund Sanford Atlantic National Bank Vouchers No. 12538 through No. 12716; Water and Sewer Revenue Fund Sanford Atlantic National Bank Vouchers No. ll60 through No. ll71; Municipal Improvement Construction Fund Florida State Bank Vouchers No. 25 through No. 35; Municipal Improvement Construction Fund Sanford Atlantic National Bank Voucher No. 5 through No. 5. On motion of Commissioner Roberts, seconded by Commissioner Baker and carried, the minutes of July ll and July 25, 1966, were approved. On motion of Commissioner Roberts, seconded by Commissioner Baker and carried, the City Attorney was instructed to prepare a proper resolution for Captain C. W. Swanson, Commanding Officer,~ Sanford Naval Air Station, who will be leaving this command for transfer to the Sixth Naval District, Charleston, S. C., August 31, 1966. Under recommendation of the City Manager, Commissioner Higginbotham moved to approve and instruct the Manager to contact professional assistance in the design of the Zoological Park for land layout and cage design for the animals regarding appearance and ability to hold the animals. Seconded by Commissioner Baker and carried. On motion of Commissioner Roberts, seconded by Commissioner Baker and carried, a letter of commendation for the completion of the 12-week course at the Orlando Police Academy was authorized to the following police personnel: John C. Noel, Ralph W. Russell, Richard J. Noo~ey, Larry Payton, Duane Goembel, F. W. Smathers, Johnnie L. Parker, Joe Jenkins, and ~ohn C. Moore; and a letter commending patrolmen Edward Hayden and Michael Rotundo for their gourtesy and assistance at a recent traffic accident. Their outstanding work was brought to the Commission's attention by the parties involved in this accident. 260 MINUTES City Commission, Sanford, Florida . Au~mst 8 at 8 P. Pt. 19 66 Under discussion of the possible closing of the Hullabaloo Teenage Dance Club on Orlando Drive, Commissioner Roberts moved to authorize the City Manager to contact the owner and operator, Fred C. Fowler, regarding the offer and availability of the Civic Center building under the understanding that he would be allowed to run Hullabaloo activities the same as he is now doing with his own supervision with a minority cost paid to the City. Seconded by Commissioner Higginbotham and carried. Under prior action of the Commission~ on July 25, 1966, relative to acquisition of Lot 3, Block X, St. Gertrude's Addition, property within the City's proposed Zoological Park, by procedures of eminent domain, the City Attorney advised that through the property owner's attorney, the property is now being offered for sale for a total sum of $3,300.00, which included the attorney's fees. After discussion, Commissioner Higginbotham moved to approve the City paying the gross sum of $3,000.00 for the above described property with the owner furnishing a warranty deed to the property, free and clear of all encumbrances. Seconded by Commissioner Baker and carried. The City Manager reported to the Commission of a request by Ernest Quintero, Manager, Alix of Miami, Highway 17-92, to connect to the City water line now being laid to Sunland Estates. With no official action taken, the Commission recommended that the City Manager notify the company that such connection would be approved upon their agreeing to annexation and signing a petition for annexation to the City of Sanford, and that the con- nection work would be at their expense to cross under the highway.
