The City Commission of the City of Sanford, Florida, met in special session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on September 14, 1966.

The meeting was called to order by the Chairman.
The Chairman then announced that the City Commission was now in session to sit as
and adjourned Board of Equalization to continue the review of complaints as made by City
taxpayers at the Board of Equalization Public Hearing held September 12, 1966.

On final review of the study, Commissioner Higginbotham moved that the overall
review and changes noted therein be so accepted. Seconded by Commissioner Roberts and
carried.
Commissioner Roberts requested that the following statement be so reflected in the
record: "To my way of thinking and I have given a lot of thought to this. I feel that we,
as City Commission, would best serve the public at this particular time by denying the action
that has been done; establishing our budget; if necessary and it appears that it will be
necessary~, raise the millage by an appropriate amount 'to accomplish what needs to be done
and embark at this time on i October, 1966, on a new program of re-evaluation, area by area,
throughout the City; let the public know what areas are going to be re-evaluated, take them
one after another until the'~..~.~hole city is done and get this job done in the lengthy and
appropriate manner so that the public is kept informed at all times as to its necessity."
After lengthy discussion regarding the newly accepted land revaluation program and
possibilities of millage reductions, Commissioner Higginbotham.moved to approve the following:
(1) Reduce the tax millage on debt service from 6 mills to 5 mills.
(2) That the City undertake immediately a full revaluation of all real
property, both land and buildings, for the 1967 tax assessment, with
the stipulation that any revaluations must resolve in a proportionate
decrease in tax millage for 1967. Due to the study that has now been
made for equalizing land values that emphasized the inequality that
still exists in buildings and land that definitely need to be rectified.
Seconded by Commissioner Roberts and carried over the dissenting vote of Commissioner Baker.
The Finance Director was instructed to submit to the City Commission a quarterly
progress report on the revaluation program after the study is implemented.
Commissioner Baker recommended that consideration also be given to reducing the
general government millage by one mill. A lenghty discussion followed with no official
action taken on the matter.
The Finance Director was instructed to check regarding the law setting the quali-
fying fee for municipal candidates, namely, City Commissioners.
A letter from the City Manager:'.s Office was approved by the Commission for
forwarding to the Vice-Chairman of the Bi-Racial Committee regarding the proposed recrea-
tional facility.
The Chairman submitted a letter from Kenneth McIntosh, representative of the
Seminole County Chamber B~autification Program, stating the purchase'~p~ce for the Jarrell
triangle property on the lakefront at French Avenue. No official action was taken regarding
the proposal.

On motion of Commissioner Higginbotham, seconded by Commissioner Roberts and
carried, payment of $28,980.00 was next authorized to contractor Houdaille-Duval-Wright
Company, as submitted on August, 1966, statement; as approved by the City's project engi-
neering firm Clark, Dietz and Associates and the City Manager; and as authorized under
contract agreement for dredging and bulkheading, Riverport Marina, dated March 24, 1966.
There being no further business, the meeting adjourned to Monday, September 19,
1966, to give consideration to land re-evaluation complaints as registered by written letters
or telephone calls to the Tax Assessor.
