092066MINUTES . City Commission, Sanford,' Florida September 20 at 8 [P. FI. lg. 66 The City Commission o£ the City of Sanford, Florida, met in special adjourned ~ession at the City Hall in the City of Sanford, Florida, at 8:00 o'clock [P. FI. on September 20, 1966. [Pre sent: Absent: Commissioner A. L. Wilson, FIayor " J.B. Baker " Earl Higginbotham " M.L. Raborn, Jr. " W. Vincent Roberts City FIanager W. E. Knowles City Clerk H. L. Whelchel City Attorney Wm. C. Hutchison, Jr. [police Chief A. S. Williams The meeting was called to order by the Chairman. Commissioner Higginbotham moved that the overall land-property revaluation be ~ccepted and so placed on the 1966 Tax Roll and reduce the tax millage on General Government from 12 mills to tl mills, a reduction of one mill; and, with prior action taken on motion Df Commissioner Higginbotham at meeting on September 14, 1966, reducing the Debt Service from 5 mills to 5 mills, the total millage to stand at 16 mills. A lengthy discussion followed with each Commissioner stating his respective opinion ~nd calling for a clarification o£ the motion relative to specific projects being eliminated from the 1966-67 Budget. Motion was then seconded by Commissioner Baker and carried over the opposing vote of Commissioner Roberts. Commissioner Wilson then withdrew his motion as set forth in the meeting of September 19, 1966. After discussion, Commissioner Baker moved that out of the new proposed 1966-67 ~udget, the $20,875.00 in Street-Building Construction, Account No. 4772, be eliminated; ~liminate $8,626.81 from the Street ~ighting Extension program, Account No. 4645, with ~rojects (a) Seminole Boulevard, FIellonville Avenue to Persimmon Avenue, and (b) Onora Road, ~an£ord Avenue to Highway 17-92, to remain in the budget; and that the balance necessary to )atance the budget shall be deducted from the Zoo Relocation appropriation, Account No. 4374. ~econded by Commissioner Higginbotham. The Chairman then called the roll for the vote. The roll call stands as follows: Commissioner Baker Aye " Higginbotham Aye " Raborn Aye " Roberts Abstained " Wilson Aye The Chairman announced that the motion carried. The City Manager next informed the Commission that the Fresh Water Fish and Game ?ommission had indicated they would recommend an extension of time on the Corps of Engineers Permit to November 15 or 20, for a small job of dredging pertaining to a temporary breakwater )n the east side of the Lakefront-Marina Project. Commissioner Higginbotham moved that the ~ity Manager be authorized to negotiate a separate dredge contract for this work and report to ~he Commission the cost of same.
