The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on September 26, 1966. Present: Commissioner A. L. Wilson, Mayor " J.B. Baker " Earl Higginbotham " M.L. Raborn, Jr. " W. Vincent Roberts City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. L. Whelchel Police Chief A. S. Williams The meeting was called to order by the Chairman. Kenneth W. McIntosh, Chairman of the Sub-Committee, Lake MOnroe Development Com- mittee, Seminole County Chamber of Commerce, presented a proposal before the Commission for their consideration, recommending the purchase of a triangular piece of property legally described as Block ~N, Tier 9, less right of way £or State Road No. 15-A, dimensions are 236' x 1~5' x 262', on the lakefront intersected by Seminole Boulevard, French Avenue and Highway 17-92. Property to be made as an emphasis point in an overall plan of the lakefront to aesthetically coincide with the proposed Marina-Motel complex. He stated that the prop- erty was now offered for sale to the City for a pr&ce $20,000.00 under terms payable of $500.00 this year, $4,500.00 payable from one year of closing, three additional payments of $5,000.00 each; all deferred payments to be made without interest. If the City should pur- chase the property, the Jaycees' services would be available for any beautification project that the City might wish to undertake. Due to other private individuals interested in the property for commercial ventures, the committee had asked the property owner to hold the sale open until they could submit their recommendation and urged that, the main factor being, this site should have protection on the part of the City from individual ownership regarding possible unsitely development. Commissioner Baker then recommended that consideration be given to City owned property of the old pier bandshell on the lakefront as a more feasible location and focus point from Interstate 4 for a fountain. He pointed out the dire need for beautification of such, due to the motel and marina development project along with a contemplated new Court- house and City Hall on the lakefront. After discussion and on motion of Commissioner Raborn, seconded by Commissioner Roberts and carried, the Mayor was instructed to appoint committee members from the City and request that the Jaycees and the Beautification Committee appoint members to form a Special Committee to meet together at earliest possible date and work out the program to be presented to the City Commission for immediate action for beautification of the lakefront area. The Mayor then appointed the City Commission as the City's committee members. Mr. McIntosh stated that he would contact the owner to request that any sale of the property be held in abeyance until further plans could be formulated by this committee. After consideration, and on approval of the Police Chief, Commissioner Higginbotham moved to approve the request of Joe. C. Derrenbacker, d/b/a Joe's Grocery, 713 Celery Avenue, for a transfer of beer and wine license No. 696, consumption off the premises, to John L. Hunt, same location. Seconded by Commissioner Roberts and carried. After consideration, and on approval of the Police Chief, Commissioner Higginbotham moved on approving the transfer of beer and wine license No. 382., consumption on premises, Do-Duck Inn, 901We~t 13th Street, from John A. '1 ~ """ ' '" :':" ' ' ' ' 19 66 After consideration and recommended by the City Manager, due to residences now building up along the street, Commissioner Higginbotham moved to approve the installation of three street lights in Academy Manor Subdivision at the location of Academy Manor and Bethune Circle. Seconded by Commissioner Roberts and carried. Appearing next was William Austin, representing his new construction of a chemical fertilizer plant on leased Atlantic Coast Line Railroad property location on the north side of West 20th Street, east of old Lake Mary Road and east of the railroad tracks, just outside the City limits, requesting permission to obtain City water by tapping the City main. After discussion regarding the policy on the standard annexation requirement as opposed to this being leased and not privately owned property, Commissioner Higginbotham moved that Mr. Austin meet with the City Manager and work out the details involved, subject to making the tap, and any costs entailed, and report back to the Commission regarding any complications. Seconded by Commissioner Roberts and carried. A discussion was next held with B. C. Conklin, Clark, Dietz & Associates, Con- sulting Engineers selected to prepare the Utility Study for the Junior College area, regarding their submission for approval of the Engineering Contract for such study and the cost thereof. Two contracts were submitted. One showing the study cost of $5,000.00 for the confined area along Highway 17-92, and the study cost of $10,000.00 for a larger or maximum area. After discussion, Commissioner Raborn moved on authorization and acceptance of ~he Contract for the Utility Study of the confined area at a cost of $5,000.00, and when the iilarger area is considered that the City negotiate with the engineers on the fee for same. iiSeconded by Commissioner Baker and carried. Commissioner Baker next introduced Resolution No. 102~: and after being read in full, moved on its passage and adoption. Seconded by Commissioner Raborn and carried by the unanimous vote of the Commission. Said Resolution No. 1024 being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CItY OF SANFORD, FLORIDA, ADO?TING A BUDGET OF REVENUES AND EXPENDITURES FOR THE CITY OF SANFORD, FLORIDA FOR THE FISCAL YEAR BEGINNING OCTOBER l, 1966 AND ENDING SEPTEMBER 30, 1967. WHERE~in accordance with Section 62 of the Charter of the City of Sanford, Florida ~he City Manager'~of~t~ei~City~of Sanford, Florida, has made and submitted to the City Commis- sion of the City of Sanford, Florida, an estimate for budget of revenues and expenditures of the City of Sanford, Florida, for the fiscal year beginning October l, 1966 and ending September 30, 1967, such estimate or budget having been made with particular application to the various departments of the City, a true copy of which is hereto attached and by reference made a part of this Resolution, and WHEREAS, each and every.item contained and set forth in said budget prepared by the City Manager has been carefully considered by this Commission, NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, ~hat said budget as prepared and submitted by the City Manager ~6 the City Commission be and the same is hereby adopted as the budget of the City of Sanford, Florida, for the MINUTES City Commission, Sanford, Elorida September 26 at 8 P. As previously discussed at budget hearings, Commissioner Raborn moved that the City Manager be insDructed to advertise for bids on all insurance coverages at the necessary time prior to the anniversary date. As a point of clarification, motion to include an addendum that on the hospitalization type policy that this will be advertised if and when a company agrees to insure at the existing rate or lOwer for the same benefits. M. 19 66 On recommendation of the City Manager, Commissioner Roberts moved on approval of a street light installation at the north property line of 2419 Yale Avenue. Seconded by Commissioner Raborn and carried. On a verbal request, after discussion and on motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried, approval was given for a 90-day time extension on the condemned vacant structure of the United Lumber Company, 740 French Avenue, Report No. ,66-157, in which to allow the owner to pursue several possibilities relative to sale or demolition and salvage of the building. After discussion, Commissioner Roberts moved to authorize that the City Manager and Mayor negotiate with interested contractors regarding the:emergency temporary breakwater work to be completed on the lakefront motel-marina project to meet the dredging deadline; and the Mayor so authorized to:execute the contract considered to be the best proposal on the basis of cost and size of equipment to do the job in the shortest period of time. Seconded by Commissioner Higginbotham and carried. After discussion on a request of the Seminole High School Band Parents Association through the Recreation Department, for use of the City Pinehurst Park by the Band during morning hours for playing of their musical instruments in conjunction with marching practice, Commissioner Roberts moved that the request be denied on the basis that such use would not be compatible to the neighborhood and recommended that Fort Mellon Park be considered for such practice. Seconded by Commissioner Raborn and carried. On motion of Commissioner Higginbotham, seconded by Commissioneri~;Baker and carried, the City Manager was instnucted to contact the officials in charge of the Sanford Naval Academy to request that their cadets not use City streets for marching or drill practice due to the hazard aspect and tie-up of traffic flow, and authorization be given the City Manager to negotiate with the officials for the school's use of the City softball area in Fort Mellon Park. After discussion regarding no ambulance service being provided at the local high school football games played in the leased Municipal Stadium and as to responsibility for provisions of same, Commissioner Raborn moved that a letter be sent to the Superintendent of Public Instruction and the President of the Athletic Association stating that the City Commission recommends that ambulance service be provided at all school football games held in the Municipal Stadium. Seconded by Commissioner Baker and Carried. On motion of Commissioner Higginbotham, seconded 'by Commissioner Roberts and carried, approval of the minutes of September 14, 1966, were approved.
