The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on October 10, 1966.

The meeting was called to order by the Chairman.
The first item of business was a request through a petition signed by J. C. Johnson
and wife, Agnes Johnson, for annexation of their property located north of 2?th Street
between Myrtle and Oak Avenues, and legally described as Lots 403, 404, 405 and 406, Frank L.
Woodruff's Subdivision. After discussion and on motion of Commissioner Roberts, seconded by
Commissioner Baker and carried, authorization was given the City Attor_uey to prepare the
proper ordinance for same.
After discussion, and on recommendation of the City Manager, Commissioner Baker
moved to approve the payment of $2,915.08 from Contingency Account No. 8150, relative to a
itState tax levied £~or diesel and liquified petroleum used in operating City garbage packers.
Seconded by Commissioner Roberts and carried.
Consideration next given to the request of Patrolman James T. Hardy, over the age
of 65, for continued employment with the City, and upon recommendation of the City Manager,
Commissioner Higginbotham moved that the request be approved for a period of one year,
seconded by Commissioner Roberts and carried.
On recommendation of the City Manager, Commissioner Roberts moved on approval of
an expenditure of $280.00 for a full page ad, in color, in the Annual Progress Mail Away
Edition of the Sanford Herald Newspaper, with the Acting City Manager and Mayor to review
the layout before publication. Seconded by Commissioner Higginbotham and carried.
Consideration next given the purchase of a leaf vacuum machine, in place of a
48-inch riding mower allocated in Account No. 4126 for the Parks Department. Commissioner
Baker moved on approval, seconded by Commissioner Roberts and carried.
After discussion and on recommendation of the City Manager, Commissioner Baker
Imoved to
~ approve an Amended Plat of the City's Lake Monroe Industrial Park, correcting a
icertain street right-of-way within the park area as surveyed by A. C. Doudney, and the
payment of the statement of $258.75 for this survey; seconded by Commissioner Raborn and
carried.
On motion of Commissioner Roberts, seconded by Commissioner Baker and carried,
authorization was granted for the City Clerk, Mayor, and City Auditor John Fitzpatrick to
enter the City's safety deposit box No. 177 and Board of Bond Trustees box No. 185, for the
fiscal year auditing.~ "' '
On motion of Commissioner Raborn, seconded by Commissioner Roberts and carried,
minutes of August 22, 1966, were approved.
On motion of Commissioner Raborn, seconded by Commissioner Roberts and carried,
current vouchers and payrolls were next apRroved as evidenced by General Fund Florida State
Bank Vouchers Nos. 4865 through 4933; General Fund Sanford Atlantic National Bank Vouchers

On request of the City Manager, Commissioner Higginbotham moved to authorize the
Manager to advertise for bids on 1966-67 budgeted vehicles, equipment, and materials.
Seconded by Commissioner Baker and carried.
Commissioner Baker moved to authorize the City Manager to negotiate on cost of
replacing the City Jail's hot water heating system as allocated in the 1966-67 budget,
Account No. 2221, seconded by Commissioner Higginbotham and carried.
Consideration next given to the transfer of the C & C Liquor L~cense, now located
at 312 Sanford Avenue, to be relocated at the northwest corner of Fourth Street and Sanford
Avenue. On approval of the Pol.ice Chief, Commissioner Higginbotham moved that due to a
City condemnation action being the prime cause of the need for this relocation, that the
transfer be approved. Seconded by Commissioner Roberts and carried.
On request of the Seminole County Chamber of Commerce for release of the 1966-67
quarterly appropriation to cover the cost of outdoor advertising billboard signs, Commis-
sioner Roberts moved to approve the quarterly payment, October, November and December, in
the amount of $1,050.00 for same, appropriated in Account No. 813~ (1), Publicity.
Seconded by Commissioner Higginbotham and carried.
Next discussed was the reoccurring, hazardous situation caused by heavy rain
flooded streets, making these streets impassable to traffic in certain areas throughout
the City. Such areas .discussed were 13th Street to Sanford Avenue, Sanford to Mellonville
Avenue, Mellonville to Summerlin Avenue, Randolph and Rosalia and 20th Street areas, with
further mention of Goldsboro area to be considered in the near future. On motion of Com-
missioner Baker, seconded by Commissioner Higginbotham and carried, the City Manager was
authorized to investigate the possibility of an engineering study to eliminate drain problems
in these areas, and the cost of such engineering study to be brought back to the City
Commission for further consideration.
After discussion, Commissioner Higginbotham moved that the City Attorney be
authorized to draft the reply to a letter addressed to the Mayor from Local Union No. 512,
regarding unionizing of City employees; with the Mayor signing the letter. Seconded by
Commissioner Roberts and carried.
There being no further business, the meeting adjourned.
