The City Commission of the City of Sanford, Florida, met in adjourned meeting
at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. H. on October 31, 1966.

The meeting was called to order by the Chairman.
The first item of business was the appearance of Mrs. Lottie Broadway, Mrs. Pauline
Owen, and Mrs. Costello, members of School Safety Committee, Seminole County School Bus
Drivers Association, with Mrs. Broadway acting as spokesman for the group. She explained
that she was speaking strictly as a representative of the newly formed Safety Committee of
the School Bus Drivers Association, asking for consideration of the Commission to permit
school buses the use of Holly Avenue from 18th Street through 25th Street. After discussion,
Commissioner Baker moved to de~y the request and the City Manager be instructed to meet with
R. T. Milwee, Superintendent of Public Schools, Herbert Muse, Transportation Supervisor of
County School Buses, a representative from the Safety Committee of the School Bus Drivers
Association, and the Police Chief, to discuss the possibility of using French Avenue in lieu
of Country Club Road as a more feasible route for the safety and welfare of all concerned.
Seconded by Commissioner Higginbotham and carried.
A discussion was next held regarding a request from several residents for a review
of the present requirements under Ordinance No. 651, controlling the parking of trailers on
premises within the City.
Appearing before the Commission were Mrs. Richard T. Walker, 1958Washington Avenue
and Donald J. Nye, 610 East Third Street, objecting to the present trailer restrictions, as
they affect camping trailers. Mrs. Walker requested that, with trailer camping now becoming
popular among families, some leniency be considered for those who use their trailers strictly
for this purpose. The City Commission recommended that the City Attorney, City Manager, and
Building Official meet together to discuss the legal and possible solution phases to the
matter.
Consideration next given to a request of Bandmaster William Ellmore, Seminole High
School, for permission to have fireworks in the Municipal Stadium for the homecoming football
game on November ll, 1966. After discussion, Commission Baker moved to approve under the
same previous stipulations for such use in the past as follows: (1) Compliance with State
law requirement to provide a licensed fireworks specialist; (2) Provision to the City of an
insurance rider on the City's policy,::.indemnifying the City, payable by their group, in.the
amounts of $10,000.00, $500,000.00, and $100,000.00. Seconded by Commissioner Roberts and
carried.
Commissioner Roberts next introduced Ordinance No. 898, entitled:

COmmissioner Roberts then moved on the waiver of the requirement of the second
reading of Ordinance No. 898, and that same be placed on its final passage and adoption.
Motion seconded by Commissioner Higginbotham.
Thereupon, the question recurred on the waiver of the second reading, the roll was
called and the vote stands as follows:

Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, by majority vote had passed and adopted said Ordinance No. 898, entitled:

After consideration, Commissioner Baker moved to authorize the payment of $18,600.00
to Contractor, Houdaille-Duval-Wright Company, as submitted on Statements Nos. 20781 and
20784, dated October 7, 1966, as approved by the City' project engineering firm, Clark, Dietz
& Associates and the City Manager, and as authorized under contract agreement for dredging
and bulkheading, Riverport Marina, dated March 24, 1966. Seconded by Commissioner Roberts
and carried. '-
After review and on motion of Commissioner Roberts, seconded by Commissioner
Higginbotham and carried, authorization was given to pay the following, statements, as
approved by the City's project engineering firm and the City Manager, and as authorized under
contract agreement for dredging and bulkheading, Riverp°rt Marina, dated March 24, 1966:
1. A. C. Doud~ey Surveyors, Inc., the amount of $50.00, statement of
October 51, 1966, for centerline for breakwater.
2.Ardaman & Associates, the amQunt of $1,696.00, statement of
September 50, 1966, for borings.
3. Clark, Dietz-& Associates, the amount of $6,284.23, statement of
August 18, 1966, for engineering services for the months of May,
June, and July, 1966, covering the Second Contract.
Under the present circumstances of a new sign ordinance being drawn, the Commission
then discussed a request for a sign variance from Bill Hemphill Motors, Inc., 301 West First
Street, for a permit to erect a third ground sign of 5' x 6' on his east property line.
Only one ground sign per establishment is permitted under the present sign ordinance. On
~'otion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried, approval
was granted to allow the erection of the third ground sign on the premises of Bill Hemphill
Motors, Inc.
Next submitted for consideration was a signed petition for aunexation from property
owners Willard Harrison and Ola R., wife, for an area of 300' x 150' on the south side of
West First Street west of Persimmon Avenue. Wherein the majority of the property owners

moved to approve the annexation petition and to include in the annexation the property to
the west of the Harrison property, namely the property of Sunstand, Inc., and to advertise
same for a public hearing on November l~, 1966., Seconded by Commissioner Roberts and
carried.
On motion of Commissioner Roberts, seconded by Commissioner Baker and carried,
minutes of September 12, 1966, were approved.
Consideration next given the policies governing the use of alcoholic beberages
at the ciVic Center, and after discussion, Commissioner Roberts moved that the City Manager
be instructed to investigate and to report on the particular matter of allowing such
alcoholic use in the future in the Civic Center auditorium with recommendations for con-
sideration by the Commission at their next regular meeting; including the submission of a
current report on Youth Wing activities, attendance, and general utilization of the Civic
Center; seconded by Commissioner Baker and carried.
There being no further business, the meeting adjourned.
