The City Commission of the City of Sa~ford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on November 28, 1966.

The meeting was called to order by the Chairman.
The first item of business was consideration of a request by Vernise Cave for a
transfer of beer and wine license, No. 253, consumption on premises, from the location of
421Sanford Avenue to 507 Sanford Avenue, d/b/a Cave's Tavern, and on motion of Commissioner
Higginbotham, seconded by Commissioner Roberts and carried, same was approved.
Next considered was a petition signed by a majority of the property owners on
Myrtle Avenue between 26th and 27th Streets for annexation within the corporate City limits,
and on motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried,
approval was given for the City Attorney, upon proper certification, to prepare the necessary
ordinance for ann:exing Lots 389, 391, 595, 595, 397, 599, 401, 458, 440, q~12, q~[4, 446, 448,
450, 452, 454, 456, 458, and 460, all in Frank L. Woodruff's SUbdivision.
A discussion was then held regarding the notification that the City's 1967 annual
membership in the Florida Municipal League, based on population, would be a fee of $900.00.
On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried over the
dissenting votes of Commissioner Roberts and Commissioner Wilson, the fee payment was held
in abeyance until the City Manager could make available a Municipal League audit report at
the next meeting to justify the $500.00 increase in fee.
After consideration on the information that further checking is still in process
by the City's project engineers, Clark, Dietz and Associates, on contractors and material,
Commissioner Baker moved that the awarding of the bid on the Second Contract of the Lakefront
Development Project-Marina construction be tabled until the next regular meeting. Seconded
by Commissioner Higginbotham and carried.
After discussion, and on recommendation of the City Manager, Commissioner Baker
moved to accept the low bid of Lakeland Truck Equipment, Inc., for furnishing two Galion
E-Z Pack 20~yard refuse packer bodies at a price of $9,898.00 and to include an additional
cost of $80.00 for each packer body to be equipped with air controlled take-off assembly.
Seconded by Commissioner Roberts and carried.
The Reverend Freddie Smith next appeared and presented a Resolution, which he read
in full, from the members and directors of the Central Baptist Church, registering objection
to the City's consideration of an amendment of the Civic Center. policies and/or regulations
which would allow the use of alcoholic beverages on the audi~6rium premises.
After due consideration and discussion, Commissioner Roberts moved that the busi-
ness of the proposed future use of alcoholic beverages being allowed at the Civic Center be
tabled until the next Commission Meeting, December 12, 1966. Seconded bY Commissioner Raborn
and carried.
On a report from the City Manager that the City-owned property on the lakefront
and presently occupied by the Fleet Reserve Association would be vacated in the near future,

the Commission then discussedthe possibility of making the building available to a private
lessee, without charge, and lessee investing private capital for the o~eration of a "teen
Club". On motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried,
approval was given for the City Manager to pursue proposals for same and bring back such
information for consideration and approval by the City Commission.
On motion of Commissioner Roberts, seconded by Commissioner-Higginbotham and
carried, minutes of OCtober 24 and November 17, 1966, were approved.
The City Attorney next submitted for the Commission's consideration the revised
and proposed new Sign Ordinance. Under lengthy review, action was taken for further re-
vision of the proposed Sign Ordinance as follows:
1. Fioved by Commissioner Raborn, seconded by Commissioner Higginbotham and
carried, that Section l, Paragraph B, sub-paragraph (19) be eliminated.
2. Moved by Commissioner Raborn, seconded by Commissioner Higginbotham and
carried over the dissenting Votes of Commissioner Baker and Commissioner
Roberts that Section l~ Paragraph B, sub-paragraph (3) be eliminated.
3. Moved by Commissioner Baker, seconded by Commissioner Roberts and
carried, that Section l, Paragraph B, sub-paragraph (4), Snipe Signs,
remain in the ordinance and that under "Definitions" of a snipe sign
the word "like" be added to read: "or other like objects".
4. Moved by Commissioner Roberts, seconded by Commissioner Baker and
carried, that Section l, Paragraph B, sub-paragraph (5), Sandwich
Signs~ remain.::in the ordinance.
5. Moved by Commissioner Baker, seconded by Commissioner Raborn and
carried, that under Section l, Paragraph D, sub-paragraph (2) a
clause be added that all signs must conform to the ordinance within
six months.
There being no further business, the meeting adjourned.
