The City Commission of the City of Sanford, Florida, met in adjourned meeting at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on December 27, 1966. Present: Commissioner A. L. Williams The meeting was called to order by the Chairman. Commissioner Higginbotham introduced Resolution No. 1028, and after being read in full, moved on its passage and adoption. Seconded by Commissioner Roberts and carried unanimously. Said Resolution No. 1028 being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, COMMENDING DOTTIE AUSTIN FOR HER REPORTING OF MUNICIPAL AFFAIRS AS A REPORTER FOR THE SANFORD HERALD. WHEREAS, DOTTIE ATJSTIN has for numerous years been responsible for and reported the affairs of this municipality in the Sanford~Herald; and WHEREAS, she has now terminated her employment with the Sanford Herald and will no longer report municipal activities and events; and ~ WHEREAS, Dottle Austin has at all times through her reporting activity kept the confidences of the City government and done all within her power to improve the image of the City of Sanford and the City Commission deems it proper that due recognition be paid; NO~,i THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that Dottie Austin be and she is hereby commended for her outstanding efforts in reporting the affairs of the'City of Sanford; for her continued interest therein, integrity and help, and that the City Commission both £0r itself and the people of Sanford by this token express their sincere thanks. Wilson, Mayor The next order of business was a Public Hearing to consider a request for vacating and closing of an alley right of way, as advertised in the Sanford Herald on December 19, 1966. NOTICE OF PROCEEDING FOR VACATING AND CLOSING AN~iALLEY TO WHOM IT MAY CONCERN: YoU will take notice that the City Commission of the City of Sanford, Florida, at 8:00 o'clock P. M. on December 27, 1966, in the City Commission Room at the City Hall in the City of Sanford, Florida, will consider and determine whether or not the City will close, vacate and abandon any right of the City and the public in and to that certain north-south alley lying between Commercial and Fulton Streets, west of Pico, Masonic Lodge, and Park- Fulton Buildings. Said alley being more particularly described as follows: 329 MINUTES City CommissiOn, Sanford, Florida December 27, at 8 P. M. 19 66 That certain North-South alley in Block l, Tier 4, E. R. Trafford's Map of Sanford. Persons interested may appear and be heard at the time and place above specified. City Commission of the City of Sanford, Florida By: H. L. Whelchel, City Clerk The Chairman announced that the Co~mission would be glad to hear from anyone in favor of, or against, closing the alley as advertised in the foregoing notice. Arthur Maheu, Manager, Sanford Gas Division, Florida Public Utilities Company, appeared and voiced his objection because the gas company has a high pressure main line serving the downtown area within this alley and relocating it would involve a major expense, and requested that the City Commission give consideration to ~etaining a utility easement. Commissioner Higginbotham stated that he had received a call from Frank Miller, representing the owners of the Masonic Lodge Building abutting said alley, and they were opposed. On motion of Commissioner Roberts, seconded by Commissioner Raborn and carried, the Public Hearing was approved for continuation with all interested principals involved to meet with the City Manager to work out a solution to the proposed closing that would be compatible to all parties, with this information brought back before the Commission. Appearing next was Clifford W. McKibbin, Jr., Robert Crumley, and Robert E. Karns, CitY's Insurance Committeemen, to discuss and present the basis of the City's present in- surance coverage plan and/Or policy, with the exception of employees group hospitalization, versus the Commission's proposed plan of placing the same on bid. After discussion, Commissioner Higginbotham moved to continue the City's insurance coverage under the present plan and with the recommendations as outlined by the Insurance Committee, with the Committee being allowed to make further recommendations at any time they feel changes are needed. Seconded by Commissioner Roberts and Carried over the dissenting vote of Commissioner Raborn. Commissioner Raborn moved that the policy of this Commission that allows a per- centage pro-ration of the writing agaut's commission fees split among the several non- ~articipating insurance agents be ceased, and only writing agent receive the commissions. Motion died for lack of second. Tabled at last meeting for lack of information and next discussed was a request of Charles Hampton for a permit to operate a bus line between Grapeville Avenue and Sanford iAvenue east to Sipes Avenue in Midway. A map indicating scheduled route and times was )resented, with fares stated as 15¢ for children and 25¢ for adults; and after lengthy dis- ~ussion and unfeasibility of same, Commissioner Baker moved to deny the request. Seconded by Commissioner Higginbotham and carried. On motion of Commissioner Raborn, seconded by CommisAioner Roberts and carried, the request of the Reverend Palmer, First Shiloh Baptist Church, for a hearing before the Commission regarding a beer and wine license issued at lO13 West 13th Street was denied, due to his lack of attendance at three Commission Meetings. Clifford W. McKibbin, Jr., Chairman of the City's Zoning and Planning Commission, appeared to discuss recommendations as outlined by the Zoning and Planning Board regarding bhe City Commission's present review of a proposed new sign ordinance and the deleting of , 3o MINUTES City Commission, Sanford,.Florida December .27 at 8 P. After discussion and on motion of Commissioner Baker, seconded by Commis- sioner Roberts and carried, approval was given that under Definitions, Section l, Paragraph A, sub-paragraph (19), All Signs, be reinstated in the proposed sign ordinance and to read as follows: All signs in C-l, Neighborhood Commercial District, shall be related or pertain to the commodities, accommodations, services or activities conducted on the premises or in the buiZding thereon. Mr. McKibbin then pointed out that the Commission had deleted Section l, Paragraph B, sub-paragraph (3) thereby permitting billboards, with the Zoning and Planning Board recommending that billboards not be permitted. After discussion, Commissioner Baker moved that Section l, Paragraph B, sub- paragraph (3), be reinstated in the proposed sign ordinance; thereby prohibiting billboards. Motion died for lack of a second. Commissioner Higginbotham moved to amend the foregoing motion to take all bill- boards down within two years with no extensions being involved. Motion died for lack of a second. After discussion, and as recommended by the Zoning Board, Commissioner Raborn moved that a new section "L" be added to the proposed sign ordinance to read as follows: Exception by provisions, heretofore, public property shall be maintained clear of any and all obstructions, including among others, posts, columns, display of wares or merchandise and signs. Seconded by Commissioner Roberts and carried. After consideration and as recommended by the Zoning Board, Commissioner Roberts moved that a new section "M" be included in the proposed sign ordinance to read as follows: All signs shall be structurally designed and erected in a substantial and fixed manner in accord&nco with the provisions of the Southern Standard Building Code, Chapter XXIII. Seconded by Commissioner Raborn and carried. Consideration next given to the sea gulls at the City's present sanitary landfill creating a hazardous condition to Navy jet airplanes, and after discussion, Commissioner Roberts moved that the City Manager contact the Commanding Officer of the Sanford Naval Air Station to inform him that the City will be expediting, as soon as possible, a new sanitary landfill site. Seconded by Commissioner Higginbotham and carried. After consideration and on motion of Commissioner Baker, seconded by Commissioner Raborn and carried, approval was granted for issuance of an exempt occupational license to Columbus C. Byrd to allow the sale of nursery stock at 1700 West First Street on the basis of age, disability and limited income, and such license to be stipulated as "non- transferable". After discussion, Commissioner Higginbotham moved to approve the request of Jeno Paulucci for leasing of the Civic Center auditorium May 6, 1967, and applicable under the rental fee regulations as set forth~in the minutes of December 13, 1966. Seconded by Commissioner Roberts and carried. After consideration, and on motion of Commissioner Baker, seconded by Commissioner Roberts and carried, approval was granted for payment of $200.00 to Ardaman and Associates, Orlando, as evidenced by Invoice No. 4356-0, September 29, 1966, for borings, as approved by engineering firm Clark, Dietz and Associates and authorized under the Riverport Marina Con- tract dated March 24, 1966; same being inadvertently excluded and unpaid with invoices MINUTES City Commission, Sanford, Florida December 27 at 8 P. Consideration was next given to bids submitted as follows, for furnishing of gasoline and diesel fuel for City vehicles for the year 1967, as publicly opened in the City Hall, 2:00 P. M. December 21,1966, and advertised in the Sanford Herald on December 6, 1966. Consideration next given a 6-months overdue personal note of J. Brailey Odham, dated January 27, 1966, in the amount of $6,000.00. At the request of Mr. 0dham, Commissione~ Roberts moved to approve a six (6) months extension on the note to July l, 1967, seconded by Commissioner Raborn and carried. After consideration of a request of Dolly Mosely Singleton for at time extension on condemned property of Mary Mosely, Heirs, 512 East Eighth Street, Report No. 66-164, Group ll, whereby the estate had now been settled and property was to be demolished, Commis- sioner Higginbotham moved to approve a ninety (90) day extension to allow repair or demoli- tion of the structure. After consideration, and on motion of Commissioner Raborn, seconded by Commissioner Baker.and carried, authority was given for the Mayor and Clerk to execute the Contract of Bercleve Unifloats, Inc., Jacksonville, Florida, in the amount of $163,528.18, as awarded by bid for the furnishing of concrete floats and other marina work, as outlined in the plans and specifications for the Lakefront Project-Marina, Phase II. After discussion, Commissioner Roberts moved that the local bill with regards to the creation of "Urban Renewal" authority giving 'the City Commission the appropriate authorit~ under urban renewal laws be passed onto the Legislation Delegation, with recommendations that they introduce it. in legislation in Tallahassee at the next session. Motion died for lack of a second. On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, approval was granted to give the City employees, with the exception of Refuse and emergency departments, Monday, January 2, 1967, as a holiday for New Year's, with the City Hall and other subsidiary City operations being closed that date.
