The City Commission of the City of Sanford, Florida~ met in regular session at
the City Hall in the City of Sanford, Florida, at 8:00 P. Fi. on January 9, 1967.

The meeting was called to order by the Chairman.
The first item of business was the consideration of a continuation of a Public
Hearing held on December 27, 1966, requested by the Florida State Bank, for the closing and
abandonment of the 20-foot alley west of Park Avenue between Commercial and Fulton Streets
and abutting Park-Fulton, Pico and Masonic Lodge properties.
The City Manager reported that a meeting was held on January 4, 1967, with all
utility companies and pr~operty owners attending, and the Masonic Lodge requesting that the~
alley remain open on the basis of future sale and tenants wishing to Use the back entrance.
A letter from Attorney Mack N. Cleveland, Jr., representing the interest of the
Masonic Lodge No. 62, F. & A. Fi., requested that the Public Hearing be postponed and con-
tinued at a later date, due to his being out of town at this particular time.
Roy Wright, representing the Lodge, appeared and voiced opposition on the closing
and felt that their porperty was entitled to a front and rear access. John Polk appeared
in behalf of the Lodge and explained that a proposed renovation and remodeling of the first
floor into offices fronting their vacant lot, which would be utilized for parallel parking.
The alley would then be used as entrance and exit to avoid direct backing out onto Park
Avenue.
On motion of Commissioner Wilson, seconded by:Commissioner Raborn and carried,
the Public Hearing to close said alley was continued until Attorney Mack N. Cleveland, Jr.,
could be in attendance for further discussion of same and as applicable to the property of
the Masonic Lodge.
After consideration of a request from Attorney Kenneth W. McIntosh in behalf of his
clients for a time extension on condemned property of Howard P. Lee, located at 2005 French
Avenue, Report No. 66-166, Group ll, ~egarding the final case hearing on mortgage foreclosure,
Commissioner Roberts moved to approve a sixty day extension from January 9, 1967, to allow
the legal owner to repair or demolish the structure. Seconded by Commissioner Higginbotham
and carried.
On recommendation of the Police Chief and City Manager, Commissioner Roberts moved
to approve the application for transfer of alcoholic beverage license No. 1~63 from Seminole
Properties, Inc., E. C. Harper, Jr., d/b/a Capri Restaurant-Bar, 25&~ Park Drive, to Otto
Kukowski, d/b/a Otto's Hofbrauhaus, same location. Seconded by Commissioner Higginbotham
and carried.
After consideration, Commissioner Higginbotham moved to authorize the payment of
$62,473.16 to contractor Houdaille-Duval-Wright Company, as submitted on Statement No. 21403, ~
dated December 31, 1966, as approved by the City project engineering firmClark, Dietz and
Associates and the City Manager, and as authorized under agreement for dredging and bulk-
heading, Riverport Marina, dated March 24, 1966. Seconded by Commissioner Roberts and

The 1965-66 City of Sanford Audit, prepared by John M. Fitzpatrick,Certified
Public Accountant, was submitted for approval; and after discussion, Commissioner Higgin-
botham moved that the audit be approved and accepted as submitted, seconded by Commissioner
Roberts and carried.
After consideration and on recommendation of the City Manager, Commissioner Roberts
moved to approve a total of fourteen new street light installations at the following
locations:
Three lights on Southgate Road, from Sanford Shopping Plaza south to Onora Road.
Four lights on State Street, south line of Sanford Shopping Plaza.
One light at Fulton Street and Myrtle Avenue.
One light at Fulton Street and Holly Avenue.
One light at Holly Avenue and Commercial Avenue.
Four lights on Scott Avenue, between Celery Avenue and Eight Street.
Seconded by Commissioner Higginbotham and carried.
Under the foregoing street lighting discussion, the City Manager was instructed to
render a study on improving the street lighting in the downtown area.
On motion of Commissioner Wilson, seconded by Commissioner Raborn and carried,
current vouchers and payrolls were next approved as evidenced by General Fund Florida State
Bank Vouchers Nos. 5033 through 5103; General Fund Sanford Atlantic National Bank Vouchers
Nos. 13563 through 13778; Water and Sewer Revenue Fund Sanford Atlantic National Bank Voucher~
Nos. 1232 through 12&4; Florida State Bank Municipal Improvement Construction Fund Vouchers
Nos. 57 and 58; Sanford Atlantic National Bank Municipal Improvement Construction Fund
Vouchers Nos. 15 through 17.
On recommendation of Douglas Stenstrom, Chairman, Long Range Planning Committee,
Seminole County Chamber of Commerce, Commissioner Roberts moved that the appropriate
Resolution be drawn and copies be provided to the County Commission and Willard Peebles,
State Road Department, supporting the request for reconstruction of SR-~6 from the Wekiva
River to Interchange 4. Seconded by Commissioner Raborn and carried unanimously.
