The City Commission of the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. H. on January 23, 1967.

The meeting was called to order by the Chairman.
The first item of business was the consideration of an application requesting a
disability exemption on an occupational peddler's license by Ali A. Khelik, 2916 Orlando
Drive. On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried,
same was approved upon Ali A. Khelik presenting to the .Licensing Official the'proper proof
of disability and payment of any fee over the $50.00 exemption limit allowed by the state
disability law.
Appearing next was Donald R. Graham, Administrator, Seminole Lodge, Inc., Nursing
and Convalescent Home, 300 Bay Avenue, for consideration of his request for the abandoning
and closing of the street right of way of Bay Avenue between Third and Fourth Street. After
discussion and on motion of Commissioner Raborn, seconded by Commissioner Higginbotham and
carried, authorization was given for a Public Hearing to be held February 13, 1967, to
consider same.
Glen M. McCall, representing the Sanford Chamber of Commerce, appeared and related
their organization~}s commendation and endorsement of the City Commission's recent proposals
for initiating an Industrial Commission to work within the scope of acquiring industry rela-
tive to the Sanford Naval Air Station scheduled closure in July, 1968. He then offered the
following recommendations for the Commission's consideration:
(1) Consideration be given to the Director of the Industrial Commission in that
he is a person of experience and has educational qualifications, and these requirements to
be written into the ordinance.
(2) Moneys expended by the City, or if City funds are used, should be under the
direct control of the City; and money appropriated should be expended by City vouchers.
(3) This Board should be appointed by the City Commission.
(4) This Board should be directly responsible to the elected officials.
(5) Effort should be to confine locations of sites within the City or its environs
(6) The paid Director should be employed and dismissed by the City Commission.
(7) All recommendations and actions of this Board should be referred back to the
City Commission for their consideration.
The City Commission thanked Mr. McCall for the foregoing outline and stated that
the recommendations would be taken under consideration in finalizing the Industrial Commis-
sion.
Merle W. Warner, Chairman, Civil Service Board, appeared to discuss with the City
Commission proposed changes to the City of Sanford's Civil Service Act, adopted by Florida
Legislative Laws of 1961, recommending that they be submitted to the 1967 Legislative Dele-
gation. Amendments to read as follows:

SECTION 12. Emplo~rment of Executive Secretary and Chief Examiner.
The Civil Service Board shall employ an executive secretary and chief examiner
whose du~it shall be under the direction of the board to keep the minutes of its proceedings,
serve all notices directed by the Board, maintain civil service records and files, preserve
all reports and correspondence, supervise or conduct examinations, maintain a record of
examinations, act as secretary for civil service election committee appointed under the pro-
visions of paragraph (a) of subsection (3) of Section 3 of this act, and perform such other
related duties as required by this office and directed by the Civil Service Board.
SECTION 15. Code of Rul..e.s, publications and effective date.
The Civil Service Board shall make rules to carry out this Act and for examinations,
promotions, appointments, probationary employment periods, and removals in accordance with
its provisions. The rules of the Civil Service Board shall not conflict with the terms of
this act, nor become effective u~til they have been posted at the front door of the City Hall
in the City of Sanford, for a period of five (5) days, in a conspicuous place and until each
member of the Civil Service affected thereby has been mailed a copy thereof by the secretary
iior executive secretary of the Civil Service Board. Such rules shall have attached thereto a
!iicertificate by the secretary of executive secretary of the Civil Service Board that he posted
i!a copy of said rules as above required and mailed copies thereof as likewise required. Such
certificates are prima facie evidence of compliance with the requirements of posting and
mailing.

SECTION 24. Vacancies in the Classified Service.
(1) In the event of a vacancy in the Classified Service in any department of the
~ivil Service System, such vacancy shall, if at entry level, be filled by voluntary transfer
10f a qualified civil service employee from within the civil service system, or by open com-
Petitive examination for qualified applicants from the general public.
(2) Vacancies occuring at other than entry level in any department shall be filled
~hen possible' by promotion of qualified employees from the next lower grade or class within
~he department. If there are no qualified candidates available in the next lower grade or
lass, or no lower grade or class exists, then such vacancy shall be filled by voluntary

may be open to the public forappointment to positions in the Civil Service. Such notice
shall be published once a week for two (2) consecutive weeks in a:~newspaper of general circu-
lation published in the City of Sanford, and will give the title of the examination, and the
time and place the examination will be held.
SECTION 30. Probation Period.
The Civil Service Board is empowered to promulgate rules and regulations pre-
scribing probationary periods of employment, and no appointment, employment, or promotion
shall be deemed complete until the completion of the probationary employment period pre-
scribed by the Civil Service Board Rules and Regulations. Any person holding probational
employment may be dismissed, or. if on probation as result of a promotion, may be demoted at
any time within the prescribed probation period without the approval of the Civil Service
Board. However, if said employee is not dismissed or demoted within the prescribed pro-
bationary period, then the employment or promotion shall be deemed complete and shall entitle
the employee to hold such employment or promotion under the terms of this act.

(7) Witnesses summoned shall be entitled to a reasonable monetary fee for each

However, the city shall bear the expense of not more than four (4) witnesses appearing at
a hearing.

The rules a~d regulations adopted by the Civil Service Board may be amended or
changed, but such amendment or~':change shall not become effective until copies thereof have
been mailed and posted in accordance with the provisions of Section 15 of this Act.
After discussion on the individual changes, Commissioner Roberts moved to approve
the amendments to the City's Civil Service Act, as submitted and outlined in the foregoing
paragraph, with submission to the 1967 Legislation for adoption. Seconded by Commissioner
Higginbotham and carried unanimously.
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried,
the letter of resignation of John F. (Jack) Bolt, Chairman, City Beautification Committee,
was accepted with regret. It was recommended that the committee be requested to submit an
individual name as a suggestion to add to the committee and a recommendation of one member
to serve as Chairman and a liaison with the County beautification efforts.
After consideration and on recommendation of the City Manager, Commissioner Roberts
moved to approve payment of statement of $1,~85.42 to Clark, Dietz and Associates, covering
costs and engineering fee for Octover, November and December, 1966, as authorized under

Next discussed was a recommendation for consideration of City participation in a
reciprocal agreement with other agencies, municipalities or counties in the State of Florida,
to recognize and accept a proctored H. H. Block and Associates examination given to plumbers,
electricians, and building contractors as to their qualifications in their respective fields,
and to honor the test results. This would eliminate duplicate exams and fees and serve to
establish the City of Sanf°rd taking a step in creating a Building Contractors Examining
Board to examine andcertify all building contractors. On motion of Commissioner Higgin-
boDham, seconded by Commissioner Roberts and carried, the reciprocal agreement recommenda-
tion was approved.
Commissioner Roberts next introduced Resolution No. 1029, and after being read
in full, moved on its passage and adoption. Seconded by Commissioner Higginbotham and
carried unanimously.
Said Resolution No. 1029 being in workds and figures as follows:

URGING THE STATE ROAD DEPARTMENT
OF FLORIDA TO RECONSTRUCT STATE
ROAD 46 FROMM THE INTERSECTION OF
INTERSTATE 4 WEST TO THE WEKIVA
RIVER.
WHEREAS, state Road 46 is a major East-West arterial highway in North Seminole
County, c o~ecting the City of Sanford with Lake County and Brevard County; and
WHEREAS, said road from its intersection with Interstate 4 to the Wekiva River
has deteriorated as a result of truck use to the extent that the same is immediately
hazardous and dangerous to the public; and
WHEREAS, said road is a vital and important con~ecti~g~link between the City of
Sanford, Seminole County, and points West;
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that the State Road Department of Florida be and it is hereby requested to re-
construct said road as expeditiously as possible in order to eliminate the ever increasing
hazard to the motoring public, the citizens of Seminole County, and the City of Sanford.
BE IT F~THER RESOLVED that this resolution be spread upon the minutes of the
City Commission and a copy hereof delivered to the State Road Department of Florida.

On recommendation of the Building Official and the City Manager and viewing pic-
tures of same, Commissioner Higginbotham moved that the marquee on the structure at 309-311
Sanford Avenue constitutes an immediate hazard to the safety of the public using the side-
walk on Sanford Avenue and said marquee,s) are hereby condemned and the property owner
notified that in the event said marquee(s) are not removed or replaced within ten (10) days
the same will be effected by the City and the cost thereof assessed as a lien against the
property. This is cons~r~uedand deemed necessary as an emergency measure by the City Com-
mission. Seconded by Commissioner Roberts and carried. Commissioner Higginbotham then
moved that other marquees in this immediate area be investigated and if found to be in the
same hazardous condition, they too will be included under the foregoing action. Seconded
by Commissioner Roberts and carried.
Consideration next given to a request of James E. Lee for annexing of the fol-
lowing described property into the City limits:

This property situated between Narcissus Avenue and Seminole Boulevard, west of Riverview
Avenue. He further requested that the City consider the provision of City water to the site.
After discussion, Commissioner Higginbotham moved the utility service of City
water be approved for use at the above.described property conditioned upon the property
owner signing the standard annexation petition. In addition, the property owner to sign
an agreement that the City would be allowed to use the north end of the described property
for a sanitary landfill for a period of three years. Mr. Lee to furnish the City in such
agreement the legal desCription of the land encompassing the sanitary landfill use.
Seconded by Commissioner Wilson and carried.
On motion of Commissioner Roberts, seconded by Commissioner Raborn and carried,

After discussion, Commissioner Wilson moved that the Florida Power & Light Company
be requested to submit an improved general street lighting plan for the City. Seconded by
Commissioner Higginbotham and carried.
Next discussed was the possible participation by the City in the state program as
outlined in the Land and Water Conservation Fund Act~ Public Law 88-578, as provided for
outdoor recreation areas. The City Commission then instructed the City Manager to investi-
gate the said program and make the necessary applications required for funds that would be
applicable under the program for the City of Sanford's Lakefront Development-Marina Project.
After discussion on the recommendation of the Zoning and Planning Commission that
the City Manager be authorized to make a trip to confer with officials of Housing and Urban
Development in Atlanta, Georgia, regarding HUD's requirements and 'what would be acceptable
through the City's own effort to update Sanford's Comprehensive City Plan and Workable Pro-
gram in order to obgain funds under the Federal Grant Programs, Commissioner Roberts moved
to approve same. Seconded by Commissioner Raborn and carried.
On request of the "We Care" Downtown Merchants Association for a~ exempt occupa-
tional license fee for a sales promotional week with regard to featuring "kiddie rides",
Commissioner Roberts moved to approve same. Seconded by Commissioner Wilson and carried.
