M. on March 2, 1967. Present: Commissioner J. B. Baker, Mayor " Earl Higginbotham " M.L. Raborn, Jr. " W. Vincent Roberts " A.L. Wilson City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. L. Whelchel Acting Police Chief Ben E. Butler The meeting was called to order by the Chairman. The first item of business was a discussion on the refuse labor hiring problem and the difficulty in obtaining labor for this department. On motion of Commissioner Higginbotham seconded by Commissioner Raborn and carried, authorization was given for a salary increase of ten cents.per hour in the particular pay classification of refuse laborers only, and the amount of $1,517.50 transferred from Contingency Account No. 8150 to Refuse-Salaries Account iNo. 4901' to cover the cost of same for the balance of the fiscal year. Said pay classifi- cation to be amended as follows: Laborers I A B C D E Hourly 1.35 1.40 1.45 11,50 1.55 Weekly 57.58 59.50 61.65 65.75 65.88 ~nnual $2,983.76 $3~,.094.00 $3,204.76 $3,315.00 $3,425.76 Next was a discussion regarding an emergency purchase of a police vehicle to replace a 1966 Dodge, patrol car No. 30, totally damaged in an accident on February 23, 1967, at 27th Street and Sanford Avenue. On recommendation of the City Manager, Commissioner Higgin- boDham moved to authorize that the City's net replacement cost, amount of $1,019.92, be transferred from Contingency Account No. 8150 to Police Equipment Account No. 2256, for emergency purchase of a new police vehicle. Seconded by Commissioner Raborn and carried. A discussion was then held regarding a "Downtown Improvement Plan", recommended by the Zoning and Planning Commission, for revitalizing First Street and areas adjacent thereto. The suggestion was considered that a "mall" type plan be utilized, with the merchants and property owners renovating their buildings compatibly and aesthetically. Several local architects were approached regarding their ideas on this as a public service gesture. The Chairman stated that the City has given no commitments to any architect's plan, but was willing to look at such plans to determine the extent of work that would be allowed on public property, offer recommendations, and help stimulate the desire to improve the downtown area. iThe City would do this only through the willingness and co-operation of the merchants to do their share, and would not be responsible for any financial burdens connected with same. Next discussed was a letter of resignation from Police Chief Arnold S. Williams and the request that he be reinstated as Police Captain. On motion of Commissioner Higgin- botham, seconded by Commissioner Raborn and carried, the City Commission accepted the resignation and approved Arnold S. Williams to be reinstated as Police Captain. After discussion and on motion of Commissioner Higginbotham, seconded by Commissione Roberts and carried, Ben E. Butler was appointed to the position of Police Chief, City of Sanford, effective this date and the required probationary period to begin this date. There being no further business, the meeting adjourned.
