The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M, on March 13, 1967. Present: Commissioner J. B. Butler The meeting was called to order by the Chairman. The first item of business was the holding of a Public Hearing to consider the abandonment and closing of the alley right-of-way, as advertised in the Sa~ford Herald on March 5, 1967. TO WHOM IT MAY CONCERN: NOTICE OF PROCEEDING FOR VACATING AND CLOSING AN ALLEY You will take notice that the City Commission of the City of Sanford,Florida, at 8:00 o'clock P. M. on March 13, 1967, in the City Commission Room at the City Hall in the City of Sanford, Florida, will consider and determine whether or not the City will close, vacate and abandon any right of the City and the Public in and to that certain East-West alley lying b~tween The Masonic Lodge and the Edwards Buildings, west of North Park Avenue. Said alley being more particularly described as follows: That certain East-West alley in Block l, Tier 4, E. R. Trafford's Map of Sanford. Whelchel City Clerk The Chairman anno.u~ced that the Commission would be glad to hear from az~yone in favor of, or against, closing the alley, as advertised in the foregoing notice. There being no objections, on motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried, the City Attorney was authorized to prepare the proper ordinance pertaining to same for next regular meeting. A presentation was next made by Eoghan N. Kelley, Architect, of a "Downtown Improve- ment Plan", offered as a public service proposal to the City for consideration by the merchant This plan originated from a recommendation of the Zoning and Planning Commission for improve' ment to the downtown business area. The plans display a revitalization of First StreeD f=om Park Avenue to Palmetto Avenue and from Second Street to Third Street as a mall idea and a complete renovation of buildings. Commissioner Raborn introduced Resolution No. 1030, and after being read in full, moved on its passage and adoption. Seconded by Commissioner Higginbotham and carried unani- mously. LEE, JR., affectionately known as Al, from its organization on 355 MINUTE.S · City Commission, Sanford, Florida . · Ha~¢h 13. at 8 P. M. 19 6'7 August 4, 1952, has continuously served as a member of the Zoning and Planning Commission of the City of Sanford, during which time an entirely new Comprehensive Zoning Plan for the City was implemented; and WHEREAS, since August 4, 1952, A1 Lee has been a devoted and faithful servant to the City and its inhabitants having been faithful info,is attendance and work on one of the most important commissions of the City; and WHEREAS, A1 Lee is now retiring from such commission and in view of the outstanding service rendered unto the City and its inhabitants, the City Commission feels it proper to give due recognition; NOW, ~FORE, BE IT RESOLVED thatthe City Commission, both for itself and the people of this community, by these presents do commend A. W. LEE, JR. for his long and out- standing service rendered to the City of Sanford in his capacity as a charter member of the Zoning and Planning Commission from its inception on August 4, 1952 to date hereof. BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of the City Commission and a copy hereof delivered to A. W. Lee, Jr. PASSED AND ADOPTED THIS 13th day of March, A.D. 1967. s/ J. Whelchel City Clerk After lengthy discussion of a request from Seminole Community Action for more adequately protected crosswalks at French Avenue (SR 17-92) and West 13th Street, Commissioner Roberts moved that this matter be turned over to the City Manager and the Chief of Police for further investigation. Seconded by Commissioner Wilson and carried. After consideration, Commissioner Higginbotham moved to deny the request of Edward M. Smith £or a street light installation at 2014 Mellonville Avenue~ on the basis that there is a 4,500 lumen street light approximately 100 feet on each side of his property. Seconded by Commissioner Roberts and carried. Next under consideration and discussion was the presentation of the following "re- bid" tabulation of the Lakefront Development Marina-Motel Project, Miscellaneous Marina Facilities, as specified in the invitation to bid for: steel roof structures for covering twenty boat berths; public launching ramp and appurtenances; small Community Facilities building, including lounge, concession area, toilet, laundry, and harbor master office facili-.~ ties; miscellaneous concrete work and other construction; and dockside electrical system to provide power outlets for moored boats, as outlined in the specification and as published in the Sanford Herald on February 14, 1967, and publicly opened at the City Hall at 2:00 P. Conklin, Project Engineer, Clark, Dietz & Associates, Commissioner Raborn moved that final action in awarding of the bid be postponed until the next regular meeting, or a special meeting if deemed necessary, in o~der for the City's engineer to be present for discussion of same. Seconded by Commissioner Wilson and carried. After discussion and on recommendation of the City Manager and the Building Official Commissioner Roberts moved to authorize the City Attorney to prepare the proper ordinance for the creation of a City of Sanford Contractors Licensing Board. Seconded by Commissioner Wilson and carried. A discussion next followed prior to the second reading of the ordinance prohibiting the possession':~of alcoholic beverages by minors. Commissioner Wilson moved to adopt such ordinance. Motion died for lack of a second. Consideration was next given to a proposed model ordinance for permitting residents to park or store on their premises camping or travel trailers. After lengthy discussion, Commissioner Roberts moved to authorize the City Attorney to prepare the proper ordinance to allow property owners to park a camping or travel trailer on their premises; under the following.stipulations: (a) To be parked behind the front line of the house or as close to the rear property line as possible. Parking also allowed in the carports and garages. (b) Not to be used fori!living quarters at any time while parked on the premises. (c) Ordinance to include a provision to allow boats on trailers to be parked in the same manner as outlined in item (a). Seconded by Commissioner Raborn and carried. After consideration and on motion of Commissioner Roberts,~seconded by Commissioner Raborn and carried, approval was given to purchase a simulated bronze sun dial to be erected at the Zoo as a memorial to C. R. Kirtley, and the balance of the cost, less public contri- butions, to be paid from Contingency Account No. 8150. After discussion and on motion of Commissioner Wilson, seconded by Commissioner Roberts and carried, the City Manager was designated as the official legislative contact for the Florida Municipal League for the coming term of the legislature. A discussion was then held regarding the fee as ~uderstood by the City and the fee billed by the County regarding the City's present use of the County's sanitary landfill dump for disposing of City refuse. On motion of Commissioner Wilson, seconded by Commissioner Raborn and carried, the City Manager was authorized to negotiate with the County Commission regarding a feasible rate and a contract be drawn for same. After consideration and on motion of Commissioner Raborn, seconded by Commissioner Wilson and carried, authority was given to hold in abeyance further action by the City re- garding an appeal due to a denial by the County Commission to allow the City to operate a sanitary landfill in the county, on Upsala Road. On a report by the City Attorney, Commissioner Higginbotham moved to authorize the Mayor and the City Clerk to execute the Lease Agreement as drawn between the City of Sanford and Harold L. Slama, Monroe Harbor, marina lessee, provided the agreement meets the criteria previously discussed, and on final perusal of the City Attorney and .City Manager. Seconded by Commissioner Roberts and carried. After consideration and on motion of Commissioner Wilson, seconded by Commissioner Roberts and carried, authorization was granted to use the amount of $1~,606.0~ from Utility MINUTES City Commission, Sanford, FlOrida Hatch 15 at 8 P.H. 1967 Surplus to purchase fifteen (15) 1986 Water Improvement Bonds at 95.94%, plus accrued interest, for cancellation and retirement of same; maturity date being November l, 1986. On a report from the City Manager, Commissioner Higginbot.ham moved to authorize the City Attorney to prepare the appropriate resolution for Police Patrolman John C. Moore, c~ting his recent commendable action performed in the line of duty. Seconded by Commissioner Roberts and carried. A~report was next given by the City Manager of the recent visit of Raymond Duncan, Department of Housing and Urba~ Development, Atlanta, Georgia, wherein Mr. Duncan was of the opinion that the City could proceed to update the Comprehensive Plan and Workable Program for qualification and application for federal aid program funds. Thereupon, Commissioner Roberts moved to authorize the City Manager to negotiate with the County Commission regarding part-time employment of their professional plarmer to assist the City in updating its Comprehensive Plan to permit qualificationunder the federal aid programs. Seconded by Commissioner Higginbotham and carried. A. K. Shoemaker, Jr.~, Vice President, City of Sanford Industrial Commission~::~next discussed his board's recommendation regarding the request of the Florida Defense-Space Industries Association, Aero SpaCe Training Program, to conduct a survey to determine the labor needs of industry, with the feasibility of creating a training facility at the Navy base upon closing, to meet these needs. This study would be at no cost to the City. On motion of Commissioner Roberts, seconded by Commissioner Raborn and carried, the survey was authorized. On motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, current ~ouchers and payrolls were next approved as evidenced by General Fund Florida State Bank Vouchers Nos. 5155 through 5201; General Fund Sanford Atlantic National Bank Vouchers Nos. l&Ol~ through l~21~; Water and Sewer Revenue Fund Sanford Atlantic Nationa~ Bank Vouchers Nos. 1261 Dh_rough 1268; Water and Sewer Revenue Fund Florida State Bank Voucher~ Nos. i through 5; Sanford Atlantic National Bank Municipal Improvement COnstruction Voucher No. 19.
