The City Commission of the City of Sa~ford, Florida, met in special called session
at the City Hall in the City of Sanford, Florida, at ll:O0 o'clock A. M. on March 20, 1967.

The meeting was called to order by the Chairman.
Consideration next given to the finalizing and awarding of a rebidding of Miscel-
laneous Marina Facilities for the Lakefront Development Project as specified in the InvitatiOn
to Bid, published in the Sanford Herald on February l~, 1967, and publicly opened at the
City Hall at 2:00 P. M. on March 8, 1967.

The Commission then proceeded to discuss the'p~esent status of the bid tabulation
and reiterated previous action taken on the bids at the Special Meeting on March 15, 1967.
B. C. Conklin, City Project Engineer with the firm of Clark, Dietz and Associates
was p=esent.
After consideration, Commissioner Higginbotham moved that the firm of A. K.
Shoemaker Construction Company, Sanford, Florida, be awarded the bid in the amount of
$128,075.00. Seconded by Commissioner Roberts and carried unanimously.
Commissioner Roberts next introduced Resolution No. lO51, and after being read in
full, moved on its passage and adoption. Seconded by Commissioner Higginbotham and carried
unanimously.
Said Resolution No. 1OS1 being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA, RE-
QUESTING LEGISLATION PERTAINING TO
PARTICIPATION OF THE MUNICIPALITIES
OF SEMINOLE COUNTY IN TAX REVENUES
FROM ROAD AND BRIDGE FUND, RACE TRACK
FLrND, AND STATE GASOLINE TAXES.
WKEREAS, approximately fifty percent (50%) of the population ef Seminole County,
Florida, reside within municipalities of said County; and ~.
WHEREAS, Seminole County, Florida, expends the greater portion of all of its tax
revenues for county purposes outside of municipalities of seminole County, Florida; and
WHEREAS, the citizens of Seminole County, Florida, residing within municipalities
should not be deprived of the benefits of certain tax revenues of Seminole County, Florida,

which tax revenues are for the specific benefit of all the citizens of Seminole County,
Florida; and
WHEREAS, the City Commission of the City of Sanford~is of the opinion that certain
tax revenues, which are now under the control of Seminole County and expended by said County
for county purposes outside the municipalities, should be allocated and expended within the
municipalities of Seminole County; and
WHEREAS, the municipalities of Seminole CoUnty are entitled to a more equitable
expenditure of county tax revenues within said municipalities; and
WHEREAS, a portion of the following tax revenue should be allocated equally among
the several municipalities of Seminole County according to the population of each munici-
pality for the operation of governments within said municipalities,~to-wit:
(a) Road and Bridge Fund;
(b) Race Track funds;
(c) A portion of the state gasoline tax.
NOW~THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that the Florida Delegation of Orange-Seminole County introduce and pass legislation
in the 1967 Florida Legislature in the form of local bills providing:
(a) That one-half (1/2) ofState Race Track F~muds allocated to Seminole
County be distributed annually for the use of municipalities of Seminole CoUnty and said
Funds be divided among the said municipalities on the basis of population;
(b) That all taxes levied by Seminole County for road and bridge pur-
iposes realized on property in incorporated cities and towns by turned over to such cities
and towns be used as prescribed bY Chapter 336.59, Florida Statutes, 1965;
(c) That a portion of the second gasoline tax and the seventh cent
gasoline tax distributed to Seminole County be allocated and distributed annually among the
municipalities on the basis of population.
BE IT FURTHER RESOLVED that a copy hereof be delivered to the Orange-Seminole
Legislative Delegation.
