The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at' 8:00 o'clock P. M. on March 27, 1967.

The meeting was called to order by the Chairman.
Commissioner Raborn introduced Resolution No. 1032, and after being read in full,
moved on its passage and adoption. Seconded by Commissioner Wilson and carried unanimously.

MENDING PATRO~ JOHN MOORE FOR
OUTSTANDING PERFORMANCE OF HIS DUTIES ~
FOR THE CIT¥OF SANFORD IN THE FACE OF
GRAVE PHYSICAL DANGER.
WHEREAS, PATROLMAN JOHN MOORE, during the early hours of March ll, 1967, while on
duty as a patrolman in the vicinity of 901 West 13th Street, Sanford, Florida, did, in per-
formance of his duties apprehend an armed individual in the face of grave personal danger in
that said individual did fire at least two shots at said Patrolman John Moore, and
WHEREAS, in spite of said grave personal danger Patrolman Moore performed his duties
oalmly and efficiently, disarming said individual without the necessity of taking his life;

WHEREAS, the City Commission of the City of Sanford deems such performance worthy
of comment and commendation not only to· said Patrolman Moore but to his superiors, officers
and instructors;
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that Patrolman John Moore be and he is hereby commended for his outstanding service
in the performance of his duties during the early morning hours of March 11,1967, in the face
of grave personal danger.
BE IF FURTHER RESOLVED that this resolution be spread upon the minutes of the City
~ommission and a copy hereof delivered to Patrolman John Moore.

Presented next was the survey-plat 'Sanford Riverfront Project", site of the Motel-

On motion of Commissioner Higginbotham, seconded by Commissioner Roberts and
carried, the Sanford Riverfront Project plat was approved for official execution.
Consideration was next given to the written request of A. Kay Shoemaker, Jr.,
Shoemaker Construction Company, for the City to waiver the requirement of a performance bond
as set forth in Section 6 of the Contract for the Community Facility Building and Miscel-
laneous Work on the Lakefront Development Project, recently awarded to Shoemaker Construction
Company. Mr. Shoemaker offered to submit a personal note for same signed by him and his
wife. On motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried
over the dissenting vote of Commissioner Raborn, approval was given to waiver the performance
bond and ~o accept the personal note.
After discussion of the proposed Contract on the Lakefront Development Project
for the Community Facilities Building and Miscellaneous Work awarded to Shoemaker Construc-
tion Company on March 20, 1967, Commissioner Higginbotham moved that the Mayor and City Clerk
be authorized to execute same. Seconded by Commissioner Wilson and carried.
John A. Burton, IV, Architect, appeared before the Commission to present a proposal
to furnish professional services relative to the relocation of the City Zoo as a Zoological
Garden. He referred to a letter previously submitted regarding this project and the cost
for his services.
After consideration, and upon the recommendation of the City Manager, Commissioner
Higginbotham moved to approve the installation of a street light in the vicinity of 1800 West
13th Street. Seconded by Commissioner Roberts and carried.
A letter was submitted by Pastor Hodges of the Sunland Baptist Church, 2626 Pal-
metto Avenue, requesting that the City furnish water and sewer to their property outside the
City and indicated their willingness to sign an annexation petition. Commissioner Higgin-
botham moved that the request be denied because property owners in the City fringe areas,
including this particular area, appeared and stated before the legislative delegation at a
recent public hearing that they were definitely opposed to being brought into the City
through annexation, as the City had nothing to offer. Motion died for lack of a second.
After further discussion, Commissioner Roberts moved that the church be allowed to
purchase City water and sewer facilities at their property line, conditioned upon the offi-
cials of the church signing the standard annexation petition. Seconded by Commissioner
Wilson and carried over the dissenting vote of Commissioner Higginbotham.
After discussion and on motion of Commissioner Higginbotham, seconded by Commis-
sioner Raborn and carried, approval was granted to release and pay the 1966-67 budgeted
appropriation balance of $730.90, Special Funds Account No. 8078, to the General Sanford
Memorial Library.
Appearing next was Architect, Eoghan N. Kelley, presenting his proposal for the
relocation of the City Zoo as a Zoological Garden. He presented a series of slides; ~iscussed
the City's present zoo site and size; the research and a determination by the City regarding
a criteria for design, phhsing and ultimate cost of the proposed Zoological Garden. In termi-
nating the presentation, Mr. Kelley submitted his professional services at a cost of Nine
Hundred Dollars ($900.00) to cover the work of a schematic plan on the zoo relocation and to
include research and phasing; but not to include design development, work drawings or super-
vision.

After considerable discussion and a review of a report by the County Prosecutor,
Commissioner Higginbotham moved that the request for the February, 1967, appropriation in
the amount of $208.33, by the Seminole County Humane Society be denied on the basis of the
City not receiving the service that was required, and that the City return to their former
p~ctice of receiving complaints and pickup of dogs with the City Police Department handling
same. Motion died for lack of a second.
On motion of Commissioner Raborn, seconded by Commissioner Roberts and carried over
the dissenting vote of Commissioner Higginbotham, the appropriation for February, 1967, of
$208.33 was authorized to the Seminole County Humane Society,. with the provision that records
be made of name and address of the calls received by the City departments for the pickup of
animals, and that follow-up calls be made to determine if the Humane Society's service has
been properly performed. This report to be given to the City Commission at their meeting
on May 8, 1967.
After consideration, Commissioner Roberts moved to approve the request of the "We
Care" Merchants to use the:idowntown sidewalks for a one or two-day sidewalk sales period
either in April or May, with the stipulation that liability insurance be provided by the
Association covering the City as to sidewalk display hazards. Seconded by Commissioner
Raborn and carried over the dissenting vote of Commissioner Higginbotham.
Next considered was an amendment to the Refuse Fee Ordinance No. 895, wherein the
fee for apartments is set at $4.00 per month regardless of the number of apartments. On
motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried, the City
Attorney was authorized to draw up the necessary ordinance to amend the present refuse fee
schedule for apartment dwellings to reflect a charge of seventy-five (¢75) per month per
apartment.

After consideration and on motion of Commissioner Raborn, seconded by Commissioner
Roberts and carried, approval was granted to charge Austin Development Corporation, Altamonte
Springs, for the cost of. a second meter to replace the ;undetermined loss of the first meter
installed by the City at the location of 100 Bethune Circle, Academy Manor, and the second
meter to be installed only upon the payment of same.
There being no further business, the meeting adjourned.
