052267 MINUTES City Commission, Sanford, Florida May 22 at 8 P. H. 19. 67 ~Dotherow Office Sun~ly Co.. Orlando, Fla. The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on May 22, 1967. Present: Commissioner J. B. Butler The meeting was called to order by the Chairman. William Bush, Jr., owner of vacant property on the south side of East 24th Place, east of Sanford?Avenue, appeared before the Commission relative to action on May 8, 1967, of the City for the paving of Grandview Avenue and East 24th Place through assessment of the costs to the abutting property owners. He objected to any paving cost assessment of his property abutting East 24th Place and pointed out that no lots front or homes face on this street. Further, that due to East 24th Place being only a con~ector street to Grandview Avenue property owners, he requested that the Commission reconsider their previous action and either eliminate~the paving assessment, or the paving on East 24th Place. The Commission informed Hr. Bush that they would take the matter u~der consideration. Consideration next given to a proposed local bill on Urban Renewal for submission to the current legislative session. After discuszion, Commissioner Roberts moved that approval be granted to the City Attorney to preparethe proposed Urban Renewal act in final form and forwarded to legislative delegation for introduction to the legislature and that said bill require a referendum by the City freeholders prior to becoming final law. Motion seconded by Commissioner Raborn. On further consideration, Commissioner Wilson moved to amend Commissioner Roberts motion to read that in addition to the general acceptance refer- endum, that a freeholder referendum be held on each urban renewal project. Seconded by Commissioner Raborn and carried unanimously. On motion of Commissioner Raborn, seconded by Commissioner Wilson and carried, the appointment of a member to the Zoning and Planming Commission was tabled. After consideration, COmmissioner Roberts moved that the recommendation of the Zoning and Plazming Commission for the zoning of the newly a~exed areas be accepted as follows and that the City Attorney be instructed to prepare the proPer ordinance for same: 1. West 50 feet of Lot 22, Evans Subdivision. To be zoned R-lA, Single Family Dwelling District. 2. Begin at at point 1429.4' E of the intersection of the S R/W line of St. Gertrude Avenue and the northerly R/W line of ACLRR thence run E ~53.6' thence runs to the N R/W line of ACL RR thence run northwesterly along said RR R/W line to a point due S of the POB, Sec. 26 Twn 19S Pug 30E. To be zoned M-l, Light Industrial District 3. Lots 389, 3.91, 393,'395, 397, 399, ~O1, 438, ~I0 44.2, ~'~ J~6 ~'~'~ ~50 ~, ~5~, 456, ~58, and 460, Frank L. Woodruff Subdivision. To be zoned R-lA, Single Family Dwelling District. ~. After consideration and on motion of Commissioner Higginbotham, seconded by commis- sioner Roberts and carried, approval was given to pay the amount of $200.00, evidenced by Statement dated Hay 17, 1967, Job No. 99-67, to A. C. Doud~ey Surveyors, Inc., for the topo- graphical survey of the site on the lakefront west of the sewage treatment plant as proposed for the Zoo relocation as a Zoological Garden. After study of further information submitted by the City's ins~zrance representa- tive and on motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried, authorization was given to increase the City's vehicle liability coverage for a limit of smy one accident in the amount of $1,000,000.00 at the increased premium cost not to exceed $1,500.00, effective October l, 1967. After consideration, Commissioner Higginbo~hammoved that the request'of Leroy Lee, City employee and heavy equipment operator in the street division, for a one year leave of absence due to respiratory trouble, be denied. Hotion died for lack of a second. On motion of Commissioner Roberts, seconded by Commissioner Higginbotham a~d carried, Mr. Lee's request was delegated to the City Manager for a decision and approval given to the City Hanager to establish the policy for employee leave of absence request. A request of the Rotary Club to barricade Seminole Boulevard for a minimum of traffic congestion and to aid them in charging admission to raise funds during their Labor Day Regatta on September ~, 1967, was next discussed. Due to several questions and interpre- tations of the admission charge, the Commission instructed the City Manager to request a clarification, report his findings to the Commission at thenext regular meeting, and if possible, have aclub representative present for discussion. It was brought to the attention of the Commission that S. M. RiChard, Jr., was recently certified in the highest sewage classification and now holds a certification of "A" in both water and sewer, with very few men in the state holding this high certification. After consideration and on the recommendation of the City Manager, Commissioner Higginbotham moved to approve the salary reclassification of this City employee: S. M. After being read in full, Commissioner Eigginbotham moved on its final passage and adoption. Seconded by Commissioner Roberts and carried ~mously. On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried. minutes of April 24, and May 8, 1967, were approved. After consideration and on motion of Commissioner Roberts, seconded by Commissioner Rabor~ a~d carried, the City Manager was authorized to attend the Annual Southeastern Regional Council National Association of Housing and Redevelopment Conference in New Orleans, Loui- siana, June ll to 14, 1967, relative to federal aid grants en Housing Code Enforcement programs. On the recommendation of the City Manager, and Ben E. Butler, Acting Police Chief, having passed the Civil Service examination and was now certified for the position of Police Chief, Commissioner Higginbotham moved that Ben E. Butler be appointed the Chief of Police of the City of Sanford. Seconded~by Commissioner Wilson and carried. After consideration, Comm' ' Roberts moved to authorize that the proposed water line installation to the Celery Avenue Central Florida Experiment Station, outside the City limits, be increased in size from a 6-inch line to an 8-inch line and the additional material cost be covered by the transfer of funds from Reserve for Renewal and Replacement Account No. 9754 to Water Extension Account No. 9529. Seconded b~ Commissioner Higginbotham and carried. A discussion was next held on the request of Martin Stinecipher, 2404 Park Avenue, for the vacating of the existing alley between Park and Oak Avenues, and the replatting of this alley west of the existing alley on the east 14 feet of his property, described as Lots i through 6, Pine Heights. After consideration, Commissioner Higginbotham moved to authorize the City Clerk te advertise same for a Public Hearing to be held on June 12, 1967. Seconded by Commissioner Roberts and carried. A discussion was held regarding a report submitted by the City Attorney for special assessment procedures for street paving costs. The City Commission instructed the City Manager to send a letter to each abutting property owner on East 24th Place from Sanford Avenue east to Grandview and Grandview Avenue north to East 24th Place north to the dead end, informing them of the City's plans to pave the aforementioned streets and showing their proportionate share of the cost to be assessed. The letter to be returned with their signa- ture of approval or disapproval. Next considered was the application request of Charlie Hampton for a beer and wine license, consumption on the premises, at 412 Sanford Avenue, and on motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried, same was approved with the stipulation that the applicant only would operate the business and no transfer or subletting of the license will be allowed. After discussion, Commissioner Roberts moved that based on information from the office of the Assistant Secretary of.Defense pertaining to the availability of federal funds for same, the necessary documents and application be made for an engineering study to determine the feasibility of the Sanford Naval Air Station use for airport service. Seconded by Commissioner Higginbotham and carried. Based on information from the office of the Assistant Secretary of Defense wherein federal funds could be made available under Housing and Code Enforcement programs for additional public housing projects or improvements thereto for the senior citizens or MINUTES City Commission, Sanford,.
